In the two years before the Sept. 11 attacks, the North American Aerospace Defense Command conducted exercises simulating what the White House says was unimaginable at the time: hijacked airliners used as weapons to crash into targets and cause mass casualties. One of the imagined targets was the World Trade Center. In another exercise ... the target was the Pentagon — but that drill was not run after Defense officials said it was unrealistic, NORAD and Defense officials say. NORAD, in a written statement, confirmed that such hijacking exercises occurred. "Numerous types of civilian and military aircraft were used as mock hijacked aircraft," the statement said. "These exercises tested track detection and identification; scramble and interception; hijack procedures; internal and external agency coordination and operational security and communications security procedures." On April 8, the commission investigating the Sept. 11 attacks heard testimony from national security adviser Condoleezza Rice that the White House didn't anticipate hijacked planes being used as weapons. President Bush said ... "Nobody in our government ... could envision flying airplanes into buildings on such a massive scale." One operation, planned in July 2001 ... involved planes from airports in Utah and Washington state that were "hijacked." NORAD officials have acknowledged that "scriptwriters" for the drills included the idea of hijacked aircraft being used as weapons. "Threats of killing hostages or crashing were left to the scriptwriters to invoke creativity and broaden the required response," Maj. Gen. Craig McKinley, a NORAD official, told the 9/11 commission.

A high-ranking military analyst has accused the Federal Government of systematically putting foreign policy objectives ahead of intelligence, seriously undermining the work of its own spies. A saga that has wracked the military for six years has culminated in General Peter Cosgrove's senior intelligence analyst during the East Timor conflict, Lieutenant-Colonel Lance Collins, writing to the Prime Minster demanding a Royal Commission into the spy services. The letter says there has been a litany of intelligence failures. "I strongly urge you, Prime Minister, to appoint an impartial and wide-ranging Royal Commission into intelligence," the letter says. "To do otherwise would merely cultivate an artificial scab over the putrefaction beneath". A navy lawyer, Captain Martin Toohey, conducted a review of Colonel Collins's grievances and found his intelligence on Timor was blocked at high levels in the DIO. Captain Toohey said the DIO reported what "the government wants to hear" on East Timor. He found it vindictively and unfairly placed Colonel Collins's name on an Australian Federal Police search warrant looking for leaked intelligence documents, effectively ending his career as an intelligence officer. The Herald can reveal the DIO shut down an intelligence-sharing network at the height of the East Timor operation and ordered, in early 2000, that no more intelligence be gathered from West Timor, where atrocities against East Timorese refugees occurred.

Oops. That's the word that comes to mind when reading Michael Carroll's thoroughly nerve-wracking book, "Lab 257: The Disturbing Story of the Government's Secret Germ Laboratory" ... about the federal germ facility on Plum Island. The island [is] home to some of the deadliest microbes festering on the planet. According to Carroll's book, the island -- and laboratory -- are also home to slipshod construction, poor safeguards, and lax security. "Lab 257" claims errors at the facility caused Lyme disease outbreaks and health problems for the local population -- claims disputed by the U.S. Department of Agriculture, which ran the facility until recently. Carroll [said] that the point of the book was to expose the potential hazards of a poorly run institution; he has nothing against better-run, more secure institutions. "You have to know how things interact, germs, bacteria, etc. You [just] don't need to create millions of them to know how to create them and make them more virulent. Like other government scientific facilities, it's had an aura of mystery: Plum Island earns a mention in "The Silence of the Lambs," and thriller writer Nelson DeMille set a novel there. Much of Carroll's research was done through interviews with nearby residents, as well as documents and reports. While the government was "cooperative at the outset," Carroll said ... he was later denied access to the facility. Carroll isn't the first to offer criticism. In 2002, after a power outage on the island, New York's WABC-TV did a story on whether containment procedures worked; several employees questioned the lab's safety. In 2003, the General Accounting Office listed security problems on the island, partially prompted by a whistleblower, Jim McCoy, who protested the management of a private concern.

One of the more controversial topics involving Nikola Tesla is what became of many of his technical and scientific papers after he died in 1943. Just before his death at the height of World War II, he claimed that he had perfected his so-called "death beam." So it was natural that the FBI and other U.S. Government agencies would be interested in any scientific ideas involving weaponry. The morning after the inventor's death, his nephew Sava Kosanovic hurried to his uncle's room at the Hotel New Yorker. By the time he arrived, Tesla's body had already been removed, and Kosanovic suspected that someone had already gone through his uncle's effects. Technical papers were missing as well as a black notebook he knew Tesla kept — a notebook with several hundred pages, some of which were marked "Government." Just after World War II, there was a renewed interest in beam weapons. Copies of Tesla's papers on particle beam weaponry were sent to Patterson Air Force Base in Dayton, Ohio. An operation code-named "Project Nick" was heavily funded and placed under the command of Brigadier General L. C. Craigie to test the feasibility of Tesla's concept. Details of the experiments were never published, and the project was apparently discontinued. But something peculiar happened. The copies of Tesla's papers disappeared and nobody knows what happened to them.

At least once a year during the 1980s Dick Cheney and Donald Rumsfeld vanished. Cheney was ... a [Republican] congressman. Rumsfeld [was] the head of G. D. Searle & Co.. Yet for periods of three or four days at a time no one in Congress knew where Cheney was, nor could anyone at Searle locate Rumsfeld. Rumsfeld and Cheney were principal actors in one of the most highly classified programs of the Reagan Administration. [It] called for setting aside the legal rules for presidential succession ... in favor of a secret procedure for putting in place a new "President" and his staff. The program is of particular interest today because it helps to explain the thinking and behavior of the second Bush Administration [since] September 11, 2001. The idea was to concentrate on speed, to preserve "continuity of government," and to avoid cumbersome procedures; the speaker of the House, the president pro tempore of the Senate, and the rest of Congress would play a greatly diminished role. "One of the awkward questions we faced ... was whether to reconstitute Congress after a nuclear attack. It was decided that no, it would be easier to operate without them." [Cheney's and Rumsfeld's] participation in the extra-constitutional continuity-of-government exercises ... also demonstrates a broad, underlying truth about these two men. For three decades ... even when they were out of the executive branch of government, they were never far away. They stayed in touch with defense, military, and intelligence officials, who regularly called upon them. They were ... a part of the permanent hidden national-security apparatus of the United States.

Eight months have passed since the Department of Homeland Security took over the management of Plum Island from the Agriculture Department. Last week, Homeland Security officials offered a rare glimpse into this veiled and mysterious island. The timing of the tour for a dozen journalists coincided with the publication of a new book, ''Lab 257,'' by Michael Christopher Carroll, who argues that the Plum Island laboratories have an appalling safety record and can be linked to outbreaks of Lyme disease and West Nile virus. There have long been questions about the safety of Plum Island's operations, but they became more prevalent after the Sept. 11 terrorist attacks. Mr. Carroll, a lawyer from Bellmore, writes that in 2002 American forces in Afghanistan found a file on the Plum Island laboratory in the home of a nuclear physicist identified by American officials as an associate of Osama bin Laden. Mr. Carroll, who calls the lab a ticking biological time bomb, describes low employee morale and a decline in security after a private company took over support functions in 1991. A report from the General Accounting Office released in October also criticized security at the center, saying that officials did not control access to dangerous pathogens that could be adapted for germ warfare. The report also cited door alarms and sensors that did not work ... and insufficient background checks. Plum Island and Homeland Security officials said there have been no direct terrorist threats against the lab, which studies foot-and-mouth disease and swine fever, among other diseases.

A former Navy attorney who helped lead the military investigation of the 1967 Israeli attack on the USS Liberty that killed 34 American servicemen says former President Lyndon Johnson and his defense secretary, Robert McNamara, ordered that the inquiry conclude the incident was an accident. Retired Capt. Ward Boston said Johnson and McNamara told those heading the Navy's inquiry to "conclude that the attack was a case of 'mistaken identity' despite overwhelming evidence to the contrary." Boston was senior legal counsel to the Navy's original 1967 review of the attack. He said in the sworn statement that he stayed silent for years because ... "when orders come ... I follow them." The USS Liberty was an electronic intelligence-gathering ship that was cruising international waters off the Egyptian coast on June 8, 1967. Israeli planes and torpedo boats opened fire on the Liberty. It was "one of the classic all-American cover-ups," said Ret. Adm. Thomas Moorer, a former Joint Chiefs of Staff chairman who spent a year investigating the attack as part of an independent panel he formed with other former military officials. The panel also included a former U.S. ambassador to Saudi Arabia, James Akins. David Lewis of Lemington, Vt., was on the Liberty when it was attacked. In an interview, he said Israel had to know it was targeting an American ship. He said a U.S. flag was flying that day and Israel shot it full of holes. The sailors on the ship, he said, quickly hoisted another American flag, a much bigger one, to show Israel it was a U.S. vessel.

At least 11 countries provided advance warning to the US of the 9/11 attacks. Two senior Mossad experts were sent to Washington in August 2001 to alert the CIA and FBI to a cell of 200 terrorists said to be preparing a big operation. The list they provided included the names of four of the 9/11 hijackers, none of whom was arrested. In November 2001 the US airforce complained it had had al-Qaida and Taliban leaders in its sights as many as 10 times over the previous six weeks, but had been unable to attack because they did not receive permission quickly enough. The BBC reported [that] a former Pakistan foreign secretary was told by senior American officials at a meeting in Berlin in mid-July 2001 that "military action against Afghanistan would go ahead by the middle of October". Zacarias Moussaoui ... was arrested in August 2001. One agent wrote, a month before 9/11, that Moussaoui might be planning to crash into the Twin Towers. US agents ... sought a warrant to search his computer. They were turned down by the FBI. [A] PNAC blueprint supports an earlier document ... which said the US must "discourage advanced industrial nations from challenging our leadership". The document also calls for the creation of "US space forces" to dominate space, and the total control of cyberspace to prevent "enemies" using the internet. It also hints that the US may consider developing biological weapons "that can target specific genotypes [and] may transform biological warfare from the realm of terror to a politically useful tool". The conclusion of all this analysis must surely be that the "global war on terrorism" has the hallmarks of a political myth propagated to pave the way for a wholly different agenda - the US goal of world hegemony, built around securing by force command over the oil supplies required to drive the whole project.

Former minister Michael Meacher has blamed the Iraq war on the US desire for world domination. Mr Meacher also suggested the Americans might have failed to prevent 11 September as it gave a pretext for military action. Mr Meacher was environment minister until three months ago and has already spoken out in opposition to the war. Writing in the Guardian newspaper, Mr Meacher said the 11 September attacks gave an invaluable excuse for attacking Afghanistan. And he said the US Government intended to take military control of the Gulf region whether or not Saddam Hussein was in power because of its need for further secure oil supplies. In his piece Mr Meacher wrote: "It seems that the so-called war on terrorism is being used largely as a bogus cover for achieving wider US strategic geopolitical objectives. The evidence again is quite clear that plans for military action against Afghanistan and Iraq were in hand well before 11 September. The global war on terrorism has all the hallmarks of a political myth propagated to pave the way for a wholly different agenda - the US goal of world hegemony, built around securing by force command over the oil supplies required to drive the whole project." Speaking on BBC Radio 4's Today programme, he said this agenda had been outlined by the Project for the New American Century (PNAC) - a thinktank associated with leading neoconservative hawks within the US administration. In his article, Mr Meacher also said the US had passed up opportunities to catch Osama Bin Laden and other senior al-Qaeda figures.

Known as LifeLog, the project has been put out for contractor bids by the Defense Advanced Research Projects Agency, or DARPA, the agency that helped build the Internet and that is now developing the next generation of [surveillance] tools. The agency ... [considers] LifeLog ... a tool to capture "one person's experience in and interactions with the world" through a camera, microphone and sensors worn by the user. Everything from heartbeats to travel to Internet chatting would be recorded. The goal is to create breakthrough software that helps analyze behavior, habits and routines, according to Pentagon documents reviewed by The Associated Press. The products of the unclassified project would be available to both the private sector and other government agencies — a concern to privacy advocates. John Pike of Global Security.org, a defense analysis group, is dubious the project has military application. "I have a much easier time understanding how Big Brother would want this than how (Defense Secretary Donald) Rumsfeld would use it," Pike said. "They have not identified a military application."

The Department of Defense, already infamous for spending $640 for a toilet seat...couldn't account for more than a trillion dollars in financial transactions, not to mention dozens of tanks, missiles and planes. The nonpartisan General Accounting Office has raised the volume of its perennial complaints about the financial woes at Defense, which recently failed its seventh audit in as many years. "Overhauling DOD's financial management operations represent a challenge that goes far beyond financial accounting," GAO chief David Walker told lawmakers. Recent government reports suggest the Pentagon's money management woes have reached astronomical proportions. A GAO report found Defense inventory systems so lax that the U.S. Army lost track of 56 airplanes, 32 tanks, and 36 Javelin missile command launch-units. When military leaders were scrambling to find enough chemical and biological warfare suits to protect U.S. troops, the department was caught selling these suits as surplus on the Internet "for pennies on the dollar," a GAO official said. "We are overhauling our financial management system," said Dov Zakheim, the Pentagon's chief financial officer. "The Pentagon has failed to address financial problems that dwarf those of Enron," said Rep. Henry Waxman, D-Los Angeles. Gregory Kutz, director of GAO's financial management division [said] "I've been to Wal-Mart. They were able to tell me how many tubes of toothpaste were in Fairfax, Va. And DOD can't find its chem-bio suits." Opposition to defense spending is portrayed as unpatriotic. Legislators are often more concerned about winning Pentagon pork than controlling defense waste.

Woody Norris aims the silvery plate ... demonstrating something called HyperSonic Sound (HSS). I pace out a hundred yards. Norris pelts me with the Handel. The sound is inside my head. Imagine, he says, walking by a soda machine (say, one of the five million in Japan that will soon employ HSS) ... then hearing what you alone hear -- the plink of ice cubes and the invocation, ''Wouldn't a Coke taste great right about now?'' An HSS transmission can travel 450 feet - at practically the same volume all along its path. In past months, Norris and his staff have made a further, key improvement to HSS -- instead of sending out a column of sound, they can now project a single sphere of it, self-contained, like a bubble. [And] there are Defense Department applications. Norris [has] been busy honing something called High Intensity Directed Acoustics (HIDA). Although [it] has been routinely referred to as a "nonlethal weapon," ... in reality, HIDA is both warning and weapon. If used from a battleship, it can ward off stray crafts at 500 yards with a pinpointed verbal warning. Should the offending vessel continue ... the stern warnings are replaced by 120-decibel sounds that are as physically disabling as shrapnel. Certain noises, projected at the right pitch, can incapacitate even a stone-deaf terrorist; the bones in your head are brutalized by a tone's full effect whether you're clutching the sides of your skull in agony or not. "HIDA can instantaneously cause loss of equilibrium, vomiting, migraines - really, we can pretty much pick our ailment," he says brightly. Last month, [Norris' company] A.T.C. cut a five-year, multimillion-dollar licensing agreement with General Dynamics, one of the giants of the military-industrial complex.

Defence Secretary Geoff Hoon says Saddam Hussein "can be absolutely confident" the UK is willing to use nuclear weapons "in the right conditions". Mr Hoon said the UK reserved the right to use the weapons "in extreme self defence". It is widely reported that before the first Gulf War the US and its allies made it known to the Iraqi leader that nuclear weapons would be the response to any use of chemical or biological weapons. Mr Hoon's Cabinet colleague, International Development Secretary Clare Short, said she could foresee no scenario in which a retaliatory nuclear strike would serve any useful purpose. Mr Hoon contradicted her view, saying nuclear weapons could not be a deterrent if there was no willingness to use them. He said: "We have always made it clear that we would reserve the right to use nuclear weapons in conditions of extreme self defence. The recent use of armed, unmanned drones in Afghanistan and Yemen has shown that America's armed forces have become good at applying new weapons technology in the field. [Electromagnetic] weapons are able to destroy electronic systems and temporarily incapacitate people, all without the mess of explosions and gunfire. Using different types of electromagnetic energy (the same stuff as radio waves, X-rays and light) ... they could disrupt a variety of enemy systems, from missile targeting and launch electronics, to command-and-control systems. So-called "active denial" technology (which earns its moniker by actively herding people out of its path) works by using a beam of millimetre-length microwaves to heat up a person's skin. The marines are planning to put a version of the weapon on to a jeep. Range and properties are classified, but military newspapers say it can heat a person's skin to 55°C (130°F) at distances of up to 750 metres. David Fidler, a law professor at Indiana University, says that, because these weapons are most likely to be used on civilians, it is not clear that using them is legal under the international rules governing armed conflict. Steve Goose of Human Rights Watch ... says that too much secrecy still surrounds them. Weapons such as the active denial system could cause severe trauma, or even death, if fired at close range or held on a target for too long. The US, Europe and their Nato alliance are floundering in their nuclear policy, apparently willing to use nuclear weapons against a non-nuclear assault and relying on a magic umbrella of missile defence to defend themselves. The strategy is doomed to failure, [said] Sir Timothy Garden, visiting professor at the Centre for Defence Studies, King's college, London, and a former air marshal. "Now we seem to be moving to a mixture of pre-emption, apparent willingness to use nuclear weapons against non-nuclear assaults, and developing magic umbrellas to defend ourselves. It does not appear to be a strategy which can succeed in the long term." From last year's US defence review and the testimony of the Defence Secretary, Geoffrey Hoon, to the defence select committee last March it was clear that a major change in the US and UK nuclear policy was taking place. For the first time Britain and America were contemplating using nuclear weapons against an enemy using only chemical or biological weapons. Referring to "states of concern", and Saddam Hussein in particular, Mr Hoon told the committee: "They can be absolutely confident that in the right conditions we would be willing to use our nuclear weapons."

As troops and equipment pour into the Gulf for a looming war with Iraq, United States military thinkers admit that "defence" means protecting ... cheap oil. As far back as 1975, Henry Kissinger, then secretary of state, said America was prepared to wage war over oil. Separate plans advocating US conquest of Saudi oilfields were published in the '70s. So it should come as little surprise that ... four months before the terrorist attacks on Washington and New York - a battle plan for Afghanistan was already being reviewed by the US Command that would carry it out after September 11. Military strategists were highlighting the energy wealth of the Caspian Sea and Central Asia and its importance to America's "security". The Indian media and Jane's Intelligence Review reported that the US was fighting covert battles against the Taliban, months before the "war on terrorism" was declared. Over several months beginning in April last year a series of military and governmental policy documents was released that sought to legitimise the use of US military force in the pursuit of oil and gas. A spring 2001 article by Jeffrey Record in the War College's journal, Parameters, argued the legitimacy of "shooting in the Persian Gulf on behalf of lower gas prices". Mr Record [is] a former staff member of the Senate armed services committee (and an apparent favourite of the Council on Foreign Relations). [He] advocated the acceptability of presidential subterfuge in the promotion of a conflict. Mr Record explicitly urged painting over the US's actual reasons for warfare with a nobly high-minded veneer, seeing such as a necessity for mobilising public support for a conflict.

The increasingly dominant role of the military ... reflects the desire of Secretary of Defense Donald Rumsfeld to gain greater overall control of the war on terror. "Our task is to find and destroy the enemy before they strike us." Though covert action can bring quick results, because it is isolated from the normal review processes it can just as quickly bring mistakes and larger problems. The epicenter of the Pentagon's covert operations remains the North Carolina-based Joint Special Operations Command, often referred to as Delta Force. The super-secret command is still not officially acknowledged to exist. Rumsfeld's influential Defense Science Board ... recommends creation of a super-Intelligence Support Activity, an organization it dubs the Proactive, Preemptive Operations Group, (P2OG), to bring together CIA and military covert action, information warfare, intelligence, and cover and deception. This body would launch secret operations aimed at "stimulating reactions" among terrorists and states possessing weapons of mass destruction -- that is, for instance, prodding terrorist cells into action and exposing themselves to "quick-response" attacks by U.S. forces. The Air Force is designing its own Global Response Task Force ... capable of delivering a "worldwide attack within an hour."

British officials have approved the export of key components needed to make nuclear weapons to Iran and other countries known to be developing such weapons. An investigation by BBC Radio 4 programme File on Four will disclose that the Department of Trade and Industry allowed a quantity of the metal, Beryllium, to be sold to Iran last year. That metal is needed to make nuclear bombs. Britain has had an arms embargo to Iran since 1993 and has signed up to an international protocol which bans the sale of Beryllium to named countries, including Iran. Beryllium is a metal with a limited number of high-tech uses in civilian industry, but is mostly used in defence applications and is a vital component in a nuclear bomb. The programme has also interviewed a leading nuclear weapons expert in the UK who says that the Beryllium and other items which the DTI has licensed to Iran add up to a shopping list for a nuclear weapons programme. The UK has an arms embargo against Iran, but not a trade embargo. The programme highlights the weaknesses in the UK's new export control system, which was set up to stop the proliferation of nuclear weapons. Iranian procurement agents have been working in the UK to get sensitive material back to Iran, and that Pakistan has also been successful in procuring material for its nuclear programme from here.

Abandoned pets are a growing part of the military culture. Dogs and cats are dropped off in remote corners of the post at a rate of more than 20 a week. But the US Armed Forces are fighting back. Adopting a Big Brother approach, the military is implanting microchips in cats and dogs that live on government land – as much for animal control as for owner control. Says Fort Polk, La., Garrison Command Sgt. Maj. Ricky L. Jones of the soldier who abandons a pet, "with the chip you can't hide." Fort Polk has used the chip to track down soldiers who have abandoned their pets and forced them to pay an adoption fee. "It's a way to control our stray animal population and protect our working force, too," says Capt. Steven Baty, a veterinarian at Fort Carson, Colo., where microchipping has been mandatory since 1998. The tiny chips, the size of a grain of rice, are injected under the skin on an animal's neck and contain a bar code that can be scanned and read by humane societies and veterinary clinics nationwide. The procedure costs about $15, takes two to three seconds, and is no more painful than a typical vaccination. Microchip enforcement varies by base. At Fort Polk, La., animal controllers are part of a weekly housing patrol, joining inspectors who check to make sure lawns are cut and that soldiers aren't violating housing regulations. The animal controller carries a portable scanner and runs the wand over dogs and cats, looking for numbers to light up the small screen. If the pets don't have a microchip, soldiers are warned, and if they don't comply, their animals are taken away.
