Billions in Bloat Uncovered in Beltway

The U.S. government has 15 different agencies overseeing food-safety laws, more than 20 separate programs to help the homeless and 80 programs for economic development. These are a few of the findings in a massive study of overlapping and duplicative programs that cost taxpayers billions of dollars each year, according to the Government Accountability Office. A report from the nonpartisan GAO ... compiles a list of redundant and potentially ineffective federal programs. The GAO examined numerous federal agencies, including the departments of defense, agriculture and housing and urban development, and pointed to instances where different arms of the government should be coordinating or consolidating efforts to save taxpayers' money. The agency found 82 federal programs to improve teacher quality; 80 to help disadvantaged people with transportation; 47 for job training and employment; and 56 to help people understand finances. "Reducing or eliminating duplication, overlap, or fragmentation could potentially save billions of tax dollars annually and help agencies provide more efficient and effective services," the report said.

Vatican Radio is told to pay out over cancer risk scare

Italy's supreme Court has ordered Vatican Radio to compensate a small town near Rome following claims that children there were at a higher risk of cancer because of the broadcaster's high-powered transmitters. Reports emerged in 2001 that electro-magnetic radiation produced by Vatican Radio's transmitters near Cesano was above the legal limit. The station cut the strength of its signals, but the case went to court when a health authority released a study claiming that children in the area were six times more likely to develop leukaemia than youngsters elsewhere. Codacons, the national consumer association which backed residents' claims, hailed the court's decision. "Finally justice is done and the people of Cesano will be able to have the compensation they deserve," said the president of Codacons, Carlo Rienzi. Some experts believe high-powered radio transmitters might raise the risk of cancer in children. However, unlike ionising radiation, such as X-rays, it is not clear how radio waves might damage cells in a way that causes the disease.

'He does not remember it': RFK killer seeks parole

More than four decades after Sen. Robert F. Kennedy was assassinated, his convicted murderer wants to go free for a crime he says he can't remember. It's been this way almost from the beginning. Hypnotists and psychologists, lawyers and investigators have tried to jog his memory with no useful result. "There is no doubt he does not remember the critical events," said William F. Pepper, the attorney who will argue for Sirhan's parole. "He is not feigning it. He does not remember it." Pepper, a New York-based lawyer who also is a British barrister, is the latest advocate of a second gunman theory. Believers claim 13 shots were fired while Sirhan's gun held only eight bullets and that the fatal shot appeared to come from behind Kennedy while Sirhan faced him. Pepper also suggests Sirhan was "hypno-programmed," turning him into a virtual "Manchurian Candidate." Pepper said ... that he has had Sirhan examined several times by psychologist Daniel Brown of Harvard University, an expert in hypnosis of trauma victims. "There have been substantial breakthroughs. It was very clear to me that this guy did not kill Bob Kennedy," said Pepper. The lawyer notes that he has a personal tie to Kennedy, having been chairman of his citizens' committee when he ran for Senate in 1964. Pepper also represented James Earl Ray, through 10 years of appeals and a civil trial which he said proved that Ray was not King's killer. By then Ray was dead. By all accounts, Sirhan has been a model prisoner. Sirhan is a Christian and had no ties to terrorist groups.

Shocking History of Medical Experiments on People

Shocking as it may seem, U.S. government doctors once thought it was fine to experiment on disabled people and prison inmates. Such experiments included giving hepatitis to mental patients in Connecticut, squirting a pandemic flu virus up the noses of prisoners in Maryland, and injecting cancer cells into chronically ill people at a New York hospital. Much of this horrific history is 40 to 80 years old, but it is the backdrop for a meeting in Washington this week by a presidential bioethics commission. The meeting was triggered by the government's apology last fall for federal doctors infecting prisoners and mental patients in Guatemala with syphilis 65 years ago. U.S. officials also acknowledged there had been dozens of similar experiments in the United States. Inevitably, they will be compared to the well-known Tuskegee syphilis study. In that episode, U.S. health officials tracked 600 black men in Alabama who already had syphilis but didn't give them adequate treatment even after penicillin became available. Though people in the studies were usually described as volunteers, historians and ethicists have questioned how well these people understood what was to be done to them and why, or whether they were coerced. In the last 15 years, two international studies sparked outrage. U.S.-funded doctors failed to give the AIDS drug AZT to all the HIV-infected pregnant women in a study in Uganda even though it would have protected their newborns. The other study, by Pfizer Inc., gave an antibiotic named Trovan to children with meningitis in Nigeria, although there were doubts about its effectiveness. Critics blamed the experiment for the deaths of 11 children and the disabling of scores of others. Pfizer settled a lawsuit with Nigerian officials for $75 million but admitted no wrongdoing.

Mass. company making diesel with sun, water, CO2

A Massachusetts biotechnology company says it can produce the fuel that runs Jaguars and jet engines using the same ingredients that make grass grow. Joule Unlimited has invented a genetically-engineered organism that it says simply secretes diesel fuel or ethanol wherever it finds sunlight, water and carbon dioxide. [The] company says it can manipulate the organism to produce the renewable fuels on demand at unprecedented rates, and can do it in facilities large and small at costs comparable to the cheapest fossil fuels. What can it mean? No less than "energy independence," Joule's web site tells the world, even if the world's not quite convinced. "We make some lofty claims, all of which we believe, all which we've validated," said Joule chief executive Bill Sims. Joule was founded in 2007. In the last year, it's roughly doubled its employees to 70, closed a $30 million second round of private funding in April and added John Podesta, former White House chief of staff under President Bill Clinton, to its board of directors. The company worked in "stealth mode" for a couple years before it recently began revealing more about what it was doing. This month, it released a peer-reviewed paper it says backs its claims. Joule says its organisms secrete a completed product, already identical to ethanol and the components of diesel fuel, then live on to keep producing it at remarkable rates. Joule claims, for instance, that its cyanobacterium can produce 15,000 gallons of diesel full per acre annually, over four times more than the most efficient algal process for making fuel. And they say they can do it at $30 a barrel. The company plans to break ground on a 10-acre demonstration facility this year, and Sims says they could be operating commercially in less than two years.

Former Canadian Defense Official Blasts US on UFO Cover-Up

If a previous minister of national defense of a big country started talking publicly about his belief that some UFOs are interplanetary vehicles carrying visitors to Earth, would you believe him or not? Well, stepping up to the plate is the Honorable Paul Hellyer, a former deputy prime minister of Canada and the longest serving current member -- ahead of Prince Philip -- of the Queen's Privy Council, which is made up of "prominent Canadians appointed to advise the queen on issues of importance to the country." As Canadian minister of national defense in 1963, Hellyer was responsible for integrating and unifying the Royal Canadian army, navy and air force into a single organization, the Canadian Armed Forces. "Oh, I'm absolutely convinced of it. These things were not invented here," Hellyer told AOL News. This week, he's presenting his views on UFOs at the International UFO Congress in Scottsdale, Ariz. Trusted political and scientific sources whom Hellyer has talked to have suggested that the United States has developed new forms of energy at top-secret "black operation" installations, using reportedly extraterrestrial technology. In his book "Light at the End of the Tunnel: A Survival Plan for the Human Species," Hellyer claims that an American "shadow government" is behind this activity. "Paul Hellyer's story is an important contribution to the literature of modern Western civilization. His experience in government, his interest in exopolitics and the issues of sustainability of civilization are significant areas of current discourse," wrote Apollo 14 astronaut Edgar Mitchell, founder of the Institute of Noetic Sciences.

Another Runaway General: Army Deploys Psy-Ops on U.S. Senators

The U.S. Army illegally ordered a team of soldiers specializing in "psychological operations" to manipulate visiting American senators into providing more troops and funding for the war. The orders came from the command of Lt. Gen. William Caldwell, a three-star general in charge of training Afghan troops – the linchpin of U.S. strategy in the war. Over a four-month period last year, a military cell devoted to what is known as "information operations" at Camp Eggers in Kabul was repeatedly pressured to target visiting senators and other VIPs who met with Caldwell. When the unit resisted the order, arguing that it violated U.S. laws prohibiting the use of propaganda against American citizens, it was subjected to a campaign of retaliation. "My job in psy-ops is to play with people's heads, to get the enemy to behave the way we want them to behave," says Lt. Colonel Michael Holmes, the leader of the IO unit, who received an official reprimand after bucking orders. "I'm prohibited from doing that to our own people. When you ask me to try to use these skills on senators and congressman, you're crossing a line." Those singled out in the campaign included senators John McCain, Joe Lieberman, Jack Reed, Al Franken and Carl Levin; Rep. Steve Israel of the House Appropriations Committee; Adm. Scientist warns on safety of Monsanto's Roundup

Questions about the safety of a popular herbicide made by Monsanto Co have resurfaced in a warning from a U.S. scientist that claims top-selling Roundup may contribute to plant disease and health problems for farm animals. Plant pathologist and retired Purdue University professor Don Huber has written a letter to U.S. Agriculture Secretary Tom Vilsack warning that a newly discovered and widespread "electron microscopic pathogen appears to significantly impact the health of plants, animals, and probably human beings." Huber coordinates a committee of the American Phytopathological Society as part of the USDA National Plant Disease Recovery System. Huber said the organism has been found in high concentrations of Roundup Ready soybean meal and corn, which are used in livestock feed. He said laboratory tests have confirmed the presence of the organism in pigs, cattle and other livestock that have experienced spontaneous abortions and infertility. The organism is also prolific in corn and soybean crops stricken by disease, according to Huber. "It should be treated as an emergency." He requested USDA participation in an investigation, and he urged a moratorium on approvals of Roundup Ready crops. USDA officials declined to comment about the letter's contents. Roundup has long been a draw for critics, who say the herbicide promotes widespread weed resistance, or "super weeds." "While the evidence is considered preliminary, the potential damage to humans and animals is severe," said Jeffrey Smith, executive director of the Institute for Responsible Technology. There have been other alarms raised about Roundup, including a report last year from Argentine scientists who claimed that Roundup can contribute to birth defects in frogs and chickens.

The top U.S. military commander in Afghanistan intends to order an investigation into whether a three-star general responsible for training Afghan security forces inappropriately used members of a psychological operations team to influence visiting U.S. senators into providing more funding for the war. The U.S. command in Kabul issued a statement Thursday saying Gen. David H. Petraeus "is preparing to order an investigation to determine the facts and circumstances surrounding the issue." The investigation stems from an article published ... on the Web site of Rolling Stone magazine alleging that Lt. Gen. William Caldwell, the head of the U.S. and NATO training operation for Afghan forces, used an "information operations" team to "manipulate visiting American senators" and other visitors, including the chairman of the Joint Chiefs of Staff, Adm. Mike Mullen. The story of the privatization-obsessed Coalition Provisional Authority [created by Bush in Iraq in 2003] was the centerpiece of Naomi Klein’s best-selling book “The Shock Doctrine,” which argued that it was part of a broader pattern. From Chile in the 1970s onward, she suggested, right-wing ideologues have exploited crises to push through an agenda that has nothing to do with resolving those crises, and everything to do with imposing their vision of a harsher, more unequal, less democratic society. Which brings us to Wisconsin 2011, where the shock doctrine is on full display. In recent weeks, Madison has been the scene of large demonstrations against the governor’s budget bill, which would deny collective-bargaining rights to public-sector workers. Gov. Scott Walker claims that he needs to pass his bill to deal with the state’s fiscal problems. But his attack on unions has nothing to do with the budget. What’s happening in Wisconsin is, instead, a power grab — an attempt to exploit the fiscal crisis to destroy the last major counterweight to the political power of corporations and the wealthy. And the power grab goes beyond union-busting. The bill in question is 144 pages long, and there are some extraordinary things hidden deep inside. For example, the bill includes language that would allow officials appointed by the governor to make sweeping cuts in health coverage for low-income families without having to go through the normal legislative process. The state of Wisconsin owns a number of plants supplying heating, cooling, and electricity to state-run facilities. The language in the budget bill would ... let the governor privatize any or all of these facilities. Not only that, he could sell them, without taking bids, to anyone he chooses. And note that any such sale would, by definition, be “considered to be in the public interest.”

Deaths of baby dolphins worry scientists

Baby bottlenose dolphins are washing up dead in record numbers on the shores of Alabama and Mississippi, alarming scientists and a federal agency charged with monitoring the health of the Gulf of Mexico. Moby Solangi, the executive director of the Institute for Marine Mammal Studies (IMMS) in Gulfport, Mississippi, said ... he's never seen such high death numbers. "I've worked with marine mammals for 30 years, and this is the first time we've seen such a high number of calves," he said. "It's alarming." At least 24 baby dolphins have washed up on the shores of the two states since the beginning of the year -- more than ten times the normal rate. Also, six older dolphins died.

Supreme Court shields vaccine makers from lawsuits

The Supreme Court on [February 22] shielded the nation's vaccine makers from being sued by parents who say their children suffered severe side effects from the drugs. By a 6-2 vote, the court upheld a federal law that offers compensation to these victims but closes the courthouse door to lawsuits. Justice Antonin Scalia said the high court majority agreed with Congress that these side effects were "unavoidable" when a vaccine is given to millions of children. If the drug makers could be sued and forced to pay huge claims for devastating injuries, the vaccine industry could be wiped out, he said. The American Academy of Pediatrics applauded the decision. The ruling was a defeat for the parents of Hannah Bruesewitz, who as a child was given a standard vaccination for diphtheria, tetanus and pertussis. She later suffered a series of seizures and delayed development. Her parents sought compensation for her injuries, but their claim was turned down. They then sued the drug maker in a Pennsylvania court, contending that the vaccine was defectively designed. A judge and the U.S. Court of Appeals in Philadelphia ruled they were barred from suing, and the Supreme Court affirmed that judgment.

Parents Lose High Court Appeal in Vaccine Case

The Supreme Court closed the courthouse door ... to parents who want to sue drug makers over claims their children developed autism and other serious health problems from vaccines. The ruling was a stinging defeat for families dissatisfied with how they fared before a special no-fault vaccine court. The court voted 6-2 against the parents of a child who sued the drug maker Wyeth in Pennsylvania state court for the health problems they say their daughter, now 19, suffered from a vaccine she received in infancy. Justice Antonin Scalia, writing for the court, said Congress set up a special vaccine court in 1986 to ... create a system that spares the drug companies the costs of defending against parents' lawsuits. Justices Ruth Bader Ginsburg and Sonia Sotomayor dissented. Nothing in the 1986 law ''remotely suggests that Congress intended such a result,'' Sotomayor wrote, taking issue with Scalia. Scalia's opinion was the latest legal setback for parents who felt they got too little from the vaccine court or failed to collect at all. Such was the case for Robalee and Russell Bruesewitz of Pittsburgh, who filed their lawsuit after the vaccine court rejected their claims for compensation. According to the lawsuit, their daughter, Hannah, was a healthy infant until she received the diphtheria, tetanus and pertussis vaccine in April 1992. Within hours of getting the DPT shot, the third in a series of five, the baby suffered a series of debilitating seizures.

Britain can push democracy or weapons – but not both

The present British government, like its predecessor, claims to pursue a policy of "liberal interventionism", seeking the downfall of undemocratic regimes round the globe, notably in the Muslim world. The same British government, again like its predecessor, sends these undemocratic regimes copious weapons to suppress the only plausible means of the said downfall, popular insurrection. The contradiction is glaring. Downing Street is clearly embarrassed by Egypt, Bahrain and Libya having had the impertinence to rebel just as David Cameron was embarking on an important arms-sales trip to the Gulf, not an area much addicted to democracy. Fifty British arms makers were present at last year's sickening Libyan arms fair, while the resulting weapons are reportedly prominent in gunning down this week's rioters. Cameron reads from the Foreign Office [FO] script, claiming that all guns, tanks, armoured vehicles, stun grenades, tear gas and riot-control equipment are "covered by assurances that they would not be used in human rights repression". He must know this is absurd. What did the FO think Colonel Gaddafi meant to do with sniper rifles and tear-gas grenades – go mole hunting? Sales to dictators are covered by the usual excuse: "If we do not sell to them someone else will." If we choose to make the Arabs' path harder by arming their oppressors, fine, but we should not proclaim "liberal interventionism". If we proclaim interventionism, we should not sell weapons. Meddling in other people's business is rarely wise. Two-faced meddling is hypocrisy.

Cellphone study shows one-hour exposure changes brain activity

Scientists at the National Institute of Health on [February 22] released a study that showed 50 minutes of cellphone use could alter the activity of the part of the brain closest to a cellphone antenna. The study was led by Nora D. Volkow, director of the National Institute on Drug Abuse. Her research shows that those people exposed to 50 minutes of cellphone radio frequencies saw an increased brain glucose metabolism in the region closest to the antenna. "The dramatic increase in use of cellular telephones has generated concern about possible negative effects of radiofrequency signals delivered to the brain," JAMA wrote in background material on the study's release. "However, whether acute cellphone exposure affects the human brain is unclear." Public-interest groups say the regulatory agencies haven't updated guidelines on cellphone health in more than one decade. And the rapid adoption of cellphones -- 290 million in the U.S. -- call for greater protections, particularly among children who have thinner skulls and ears than adult cellphone users.

Japan unearths site linked to human experiments

Authorities in Japan have begun excavating the former site of a medical school that may contain the remains of victims of the country's wartime biological warfare programme. The school has links to Unit 731, a branch of the imperial Japanese army that conducted lethal experiments on prisoners as part of efforts to develop weapons of mass destruction. The Japanese government has previously acknowledged the unit's existence but refused to discuss its activities, despite testimony from former members and growing documentary evidence. Unit 731, based in Harbin in northern China, conducted experiments on tens of thousands of mostly Chinese and Korean prisoners, and a small number of Allied prisoners of war. Some historians estimate up to 250,000 people were subjected to experiments. According to historical accounts, male and female prisoners, named "logs" by their torturers, were subjected to vivisection without anaesthesia after they had been deliberately infected with diseases such as typhus and cholera. Some had limbs amputated or organs removed. Leading members of the unit were secretly granted immunity from prosecution in return for giving US occupation forces access to years of biological warfare research. Some went on to occupy prestigious positions in the pharmaceutical industry, health ministry and academia.

American who sparked diplomatic crisis over Lahore shooting was CIA spy

The American who shot dead two men in Lahore, triggering a diplomatic crisis between Pakistan and the US, is a CIA agent who was on assignment at the time. Raymond Davis has been the subject of widespread speculation since he opened fire with a semi-automatic Glock pistol on the two men who had pulled up in front of his car at a red light on 25 January. Pakistani authorities charged him with murder, but the Obama administration has insisted he is an "administrative and technical official" attached to its Lahore consulate and has diplomatic immunity. Based on interviews in the US and Pakistan, the Guardian can confirm that the 36-year-old former special forces soldier is employed by the CIA. "It's beyond a shadow of a doubt," said a senior Pakistani intelligence official. Washington's case is hobbled by its resounding silence on Davis's role. He served in the US special forces for 10 years before leaving in 2003 to become a security contractor. A senior Pakistani official said he believed Davis had worked with Xe, the firm formerly known as Blackwater. Pakistani suspicions about Davis's role were stoked by the equipment police confiscated from his car: an unlicensed pistol, a long-range radio, a GPS device, an infrared torch and a camera with pictures of buildings around Lahore.

For eight years, government officials turned to Dennis Montgomery, a California computer programmer, for eye-popping technology that he said could catch terrorists. Now, federal officials want nothing to do with him and are going to extraordinary lengths to ensure that his dealings with Washington stay secret. The Justice Department, which in the last few months has gotten protective orders from two federal judges keeping details of the technology out of court, says it is guarding state secrets that would threaten national security if disclosed. But others involved in the case say that what the government is trying to avoid is public embarrassment over evidence that Mr. Montgomery bamboozled federal officials. A onetime biomedical technician with a penchant for gambling, Mr. Montgomery is at the center of a tale that features terrorism scares, secret White House briefings, backing from prominent Republicans, backdoor deal-making and fantastic-sounding computer technology. Mr. Montgomery and his associates received more than $20 million in government contracts by claiming that software he had developed could help stop Al Qaeda’s next attack on the United States. But the technology appears to have been a hoax, and a series of government agencies, including the Central Intelligence Agency and the Air Force, repeatedly missed the warning signs, the records and interviews show.

Oil from the BP spill remains stuck on the bottom of the Gulf of Mexico, according to a top scientist's video and slides that she says demonstrate the oil isn't degrading as hoped and has decimated life on parts of the sea floor. That report is at odds with a recent report by the BP spill compensation czar that said nearly all will be well by 2012. At a science conference in Washington Saturday, marine scientist Samantha Joye of the University of Georgia aired early results of her December submarine dives around the BP spill site. She went to places she had visited in the summer and expected the oil and residue from oil-munching microbes would be gone by then. It wasn't. "There's some sort of a bottleneck we have yet to identify for why this stuff doesn't seem to be degrading," Joye told the American Association for the Advancement of Science annual conference in Washington.

Experts coached in Gates-funded programs write columns that appear in media outlets from The New York Times to The Huffington Post, while digital portals blur the line between journalism and spin. Over the past decade, Gates has devoted $1 billion to these programs. Beyond direct links to media, the foundation also supports a dizzying mix of organizations whose goals include influencing media coverage. An interested citizen might think she’s getting news and information from a variety of sources, but many of them might be funded by Gates.
