Oil-field services giant Halliburton has agreed to plead guilty to destroying evidence in connection with the 2010 Gulf of Mexico oil spill, the Justice Department announced. Halliburton has been charged with one count of destruction of evidence in U.S. District Court in New Orleans. Under a plea agreement that is subject to court approval, Halliburton agreed “to pay the maximum-available statutory fine, to be subject to three years of probation and to continue its cooperation in the government’s ongoing criminal investigation,” the Justice Department said. The April 2010 explosion and sinking of the Deepwater Horizon drilling rig was the largest offshore oil disaster in U.S. history, killing 11 workers and spewing nearly 5 million barrels of oil into the gulf. The Macondo well was owned by a consortium of energy companies, led by BP. Transocean owned the drilling rig that BP was leasing for the venture. Halliburton was contracted by BP to do the cement work on the well. The plea agreement was the third that the Justice Department has obtained in the criminal investigation of the disaster. Transocean agreed to pay $400 million as part of its criminal plea, and BP, $4 billion. A civil suit against the three companies brought by the Justice Department and others is continuing. The Halliburton plea involves the destruction of results of internal tests the company conducted after the drilling rig sank. The Justice Department said, “In agreeing to plead guilty, Halliburton has accepted criminal responsibility for destroying the aforementioned evidence.”

As the 50th anniversary of the 1963 March on Washington approaches ... where Martin Luther King Jr gave his famous "I have a dream" speech, it is important to recall the extent to which King was targeted by the government. The FBI operation against King is one of the most shameful episodes in the long history of our government's persecution of dissenters. In a heavily redacted, classified FBI memo dated 4 January 1956 – just a little more than a month after Rosa Parks was arrested for refusing to give up her seat on a bus to a white passenger – stated that an agent "had been assigned ... to find out all he could about Reverend Martin L King, colored minister in Montgomery and leader in the bus boycott … to uncover all the derogatory information he could about King." [FBI] director, J Edgar Hoover ... was deploying the vast resources he controlled against any and all perceived critics of the United States. The far-reaching clandestine surveillance, infiltration and disruption operation Hoover ran was dubbed "COINTELPRO", for counterintelligence program. The FBI's COINTELPRO activities ... were thoroughly investigated in 1975 by the Church Committee, [which] reported that the FBI "conducted a sophisticated vigilante operation aimed squarely at preventing the exercise of first amendment rights of speech and association." Among COINTELPRO's perverse activities was an FBI effort to threaten Martin Luther King Jr with exposure of an alleged extramarital affair, including the suggestion, made by the FBI to King, that he avoid embarrassment by killing himself. When it comes to foreign policy, war, assassinations, drones, surveillance, secrecy, and civil liberties, President Obama's most stalwart, enthusiastic defenders are often found among the most radical precincts of the Republican Party. The extraordinary events that took place in the House of Representatives [on July 24] are perhaps the most vivid illustration yet of this dynamic. The House voted on an amendment sponsored by Justin Amash, the young Michigan lawyer elected in 2010 as a Tea Party candidate, and co-sponsored by John Conyers, the 24-term senior Democrat on the House Judiciary Committee. The amendment was simple. It would de-fund one single NSA program: the agency's bulk collection of the telephone records of all Americans. The amendment yesterday was defeated. A majority of House Democrats supported the Amash/Conyers amendment, while a majority of Republicans voted against it. As the New York Times put it in its account of yesterday's vote: "Conservative Republicans leery of what they see as Obama administration abuses of power teamed up with liberal Democrats long opposed to intrusive intelligence programs. The Obama administration made common cause with the House Republican leadership to try to block it." The fate of the amendment was sealed when the Obama White House ... announced its vehement opposition to it, and then sent NSA officials to the House to scare members that barring the NSA from collecting all phone records of all Americans would "Help The Terrorists."

A video made by 11 year-old Yemeni girl Nada Al-Adhal speaking about child marriage has gone viral. After it was translated and posted on YouTube, over seven million have watched Al-Adhal petition against the widespread practice of forced child marriages which led her to flee her family, and which, according to her powerful appeal, leads to the suicides of children all over Yemen. “Go ahead and marry me off. I’ll kill myself, just like that”, she says in a message to her parents. “I’m better off dead”. Twenty years after the Convention on the Rights of the Child passed through the UN, envisioning a future in which all children have the right to be safeguarded against violence, exploitation and abuse, Al-Adhal’s campaign against child marriage is only one example of children around the world speaking out against continuing violations against their human rights. In 2009 Manan Ansari, a young child labour activist from Jharkhand, [India] spoke at the International Labour Conference about his experiences as a child working in the mica mines of the region, and his work to free children from the dangers of the labour and give them access to school education. Last October Pakistani activist and Nobel Peace Prize nominee Malala Yousafzai made world news when she was shot by the Taliban for championing education for girls. Since her recovery she has been hailed as a hero and an inspiration for her perseverance, telling world leaders in her speech at the United Nations on her 16th birthday; “they thought that the bullet would silence us. But they failed”.

It's often the grandparents who step up when a parent dies or is unable to take care of a child for other reasons, such as incarceration, abuse or mental illness. In 2011, there were at least 2.7 million grandparents raising a grandchild in the United States. But the sudden shift in responsibility can be incredibly stressful. Grandparents may be living on fixed incomes, and the additional dependents can cause costs to soar. There's also an emotional adjustment when an empty nest is no longer empty. "When that call comes ... your whole life changes," Sylvie de Toledo said. De Toledo started noticing more of her work clients -- children and grandparents -- dealing with similar challenges. "The most common thread was that they all felt alone and isolated," she said. Determined to bring some of these families together, de Toledo began holding a support group for about 10 of them. When attendance began to skyrocket, she started her own nonprofit, Grandparents as Parents, to help more people cope with the process. Today, more than a quarter-century later, there are 20 support groups across Los Angeles, and the nonprofit works with more than 3,000 families a year, providing them with financial assistance, legal advice and emotional support. More than 90% of the caregivers are grandparents, but the nonprofit also assists aunts, uncles, siblings and close friends who have stepped up to care for children when their biological parents can't. In addition to weekly support groups, there are monthly picnics for families and friends as well as opportunities for the families to attend events together, such as the theater, amusement parks and sporting events.

They escape from aquarium tanks. They locate underwater mines. Now, a new paper published in the journal Proceedings of the National Academy of Science claims that dolphins recognized their own name when called. Vincent Janik, one of the authors of the study and a biology researcher at the University of St. Andrews in Scotland, said that the name is actually a specific type of dolphin vocalization that the animals respond to. "They're these high pitched whistles that have a little bit of a melody," he told ABC News. These sounds are referred to as "signature whistles." Janik and his colleague, Stephanie King, cruised along the east coast of Scotland looking for bottlenose dolphins. After spotting and identifying a dolphin in the wild, the researchers would play one of three different sounds: a modified sound clip of that dolphin's signature whistle, a signature whistle of one of its podmates, or the signature whistle of a completely foreign dolphin. They played the dolphin's own signature whistle and the animal would come up and approach the boat and whistle back. However, the dolphin didn't respond to the other two types of whistles and mostly kept about its business. It may seem odd that the dolphins don't react much to the whistles of their fellow herdmates, but Janik says that copying a dolphin's signature whistle just right is part of their social group. "This copying only occurs between closely associated animals, like between mothers and their calves," he said. Dolphins only need to respond to their own signature whistles, since any socially relevant animal will have learned how to copy it. "It says to them, 'I know that this [whistle] is a friend.'"

Sharp disagreement over the future of the Guantanamo Bay detention camp dominated the first Senate hearing on the issue in four years. The meeting [on July 24] of a Senate Judiciary Committee subcommittee, held in the wake of a high-profile hunger strike by inmates ... made clear that deep partisan divisions remain over whether keeping the prison open is a threat to national security or a necessity. Opened at a U.S. Navy base in Cuba in the months after the Sept. 11, 2001, terrorist attack, Guantanamo was established by President George W. Bush to hold detainees suspected of connections to global terrorism organizations. Allegations of abuse and torture of inmates have led to repeated calls for Guantanamo's closure, and Obama has campaigned twice on the issue, though Congress has passed repeated measures to keep the prison open. Sen. Richard J. Durbin (D-Ill.), who is chairman of the panel, urged Congress to support Obama's efforts, which would end the indefinite detention of prisoners without trial and either release them or charge them in American courts. "The risk of keeping it open far outranks the risk of closing it." Retired Army Maj. Gen. Paul D. Eaton, who trained the Iraqi armed forces from 2003 to 2004, testified that by continuing to violate human rights and American law, the practices at Guantanamo proved more harmful to the U.S. national security interests. "Guantanamo is a terrorist-creating organization," he said to a reporter after the hearing. "It's a terrific recruiting tool."

The CIA is funding a study examining various ways mankind can geo-engineer the planet -- blocking or limiting the sunlight that reaches the Earth, stripping carbon dioxide from the skies, seeding the clouds and so on. The project, a panel called “Geoengineering Climate: Technical Evaluation and Discussion of Impacts,” is backed by the National Academy of Sciences [NAS}, the National Oceanic and Atmospheric Administration (NOAA), NASA -- and the U.S. intelligence community. That’s spy-talk for the CIA, William Kearney, a spokesman for NAS, [said]. Conspiracy theorists love to argue that various world governments seek to control the weather; they cite “chemtrails” and cloud seeding and so on. The group’s first two meetings, May 20 and June 19, were closed-door in their entirety. On July 17 in Washington D.C., closed-door morning and evening meetings book-ended a public session, however, offering a peek into the group’s plans -- and it’s nothing worthy of Fox Mulder’s time, explained Edward Dunlea, study director with the National Academies. “Nothing involved in this study is classified at all,” Dunlea told FoxNews.com. “ This is an assessment of what is known in the science literature about some of the proposed engineering techniques -- both solar-radiation management and carbon-dioxide removal. All of our sponsors are interested in this topic as a part of the larger climate-change discussion, which has economic, environmental and national-security ramifications,” he said.

We’re coming up on the fifth anniversary of Wall Street’s meltdown. Banks have rarely had it this good. Earnings for financials, the second-biggest group in the S&P 500 after technology, soared 26 percent last quarter, more than any other industry, analyst estimates show. Housing is back. The stock market is at an all-time high. Investors are finally wiring in cash. The 25 financial firms in the S&P 500 that have so far reported second-quarter results posted earnings totaling $31.6 billion, exceeding estimates of $29.1 billion, Bloomberg data show. Finance is on track to surpass tech again as the most profitable industry in the country. First-half revenue at the six biggest U.S. banks climbed for the first time in four years. Goldman Sachs, Morgan Stanley, Citigroup, JPMorgan Chase, Bank of America, and Wells Fargo reported $43.3 billion in total first-half profit, the most since 2007. The S&P 500 Financials Index is up 26 percent this year, compared with the S&P 500's 18 percent gain. Flush banks cannot sell their bonds fast enough: Almost 60 percent of high-grade debt sales in the U.S. this month are from banks, the biggest ratio in two years, according to Bloomberg. “Banks are somehow making gigatons of money despite onerous new regulations and capital requirements,” writes HuffPo’s Mark Gongloff. “Why, it’s almost like they’re not telling the truth when they warn, repeatedly, that these new rules will destroy their profits and the economy.”

Unmanned aerial vehicles, or UAVs, are in the news constantly, but what about unmanned underwater vehicles? They could also be important in both war and peace, which is why the Defense Department's research arm, DARPA, is looking into a mobile submarine base from which to launch drones. The project, still in the earliest stages, is called "Hydra," after the mythical beast whose heads multiplied upon being cut off. The idea is to create a sort of underwater version of an aircraft carrier. The Hydra, itself an unmanned underwater vehicle, would be stocked with drones of various kinds and capacities: circling overhead, scouting underwater for mines, or listening on the surface.

[There is] a growing debate over a little-known but increasingly important piece of equipment buried deep inside a car: the event data recorder, more commonly known as the black box. About 96 percent of all new vehicles sold in the United States have the boxes, and in September 2014, if the National Highway Traffic Safety Administration has its way, all will have them. Data stored in the devices is increasingly being used to identify safety problems in cars and as evidence in traffic accidents and criminal cases. And the trove of data inside the boxes has raised privacy concerns, including questions about who owns the information, and what it can be used for, even as critics have raised questions about its reliability. To consumer advocates, the data is only the latest example of governments and companies having too much access to private information. Once gathered, they say, the data can be used against car owners, to find fault in accidents or in criminal investigations. “These cars are equipped with computers that collect massive amounts of data,” said Khaliah Barnes of the Electronic Privacy Information Center, a Washington-based consumer group. “Without protections, it can lead to all kinds of abuse.” In [14] states, lawyers may subpoena the data for criminal investigations and civil lawsuits, making the information accessible to third parties, including law enforcement or insurance companies that could cancel a driver’s policy or raise a driver’s premium based on the recorder’s data.

Group of 20 nations, [which account] for almost 90 percent of the global economy, “fully endorse the ambitious and comprehensive” plan presented by the Organization for Economic Cooperation and Development to prevent the largest companies from using complicated ownership structures and transfer pricing to avoid paying taxes where they do most of their business. Strategies used at U.S. companies including Google, Apple and Yahoo! have been targeted in legislative hearings as governments look to improved tax collection to fill state coffers. Low tax rates paid by large multinational companies means smaller businesses and individuals are left with a disproportionately larger burden, OECD Secretary-General Angel Gurria told reporters yesterday. The OECD published its 40-page report as deficit-laden governments attempt to increase revenue collected from profitable enterprises. It follows hearings in the U.S. and U.K. that revealed how companies have avoided billions in taxes by attributing profits to mailbox subsidiaries in places like Bermuda and the Cayman Islands. Under current law, such offshore subsidiaries can take credit for profits arising from patents developed in countries like the U.S. and U.K. -- generally with cash the parent companies provided. Mountain View, California-based Google has avoided as much as $2 billion in worldwide income taxes annually by attributing profits to a subsidiary in Bermuda that holds the rights to its intellectual property for sales outside the U.S..

Nataly Kogan understands the pursuit of happiness -- in her younger years, she lived for it. Is it natural for humans to make war? Is organised violence between rival political groups an inevitable outcome of the human condition? New research suggests not. A study of tribal societies that live by hunting and foraging has found that war is an alien concept and not, as some academics have suggested, an innate feature of so-called primitive people. Douglas Fry and Patrik Sderberg of Abo Akademi University in Vasa, Finland, studied 148 violently lethal incidents documented by anthropologists working among 21 mobile bands of hunter-gatherer societies, which some scholars have suggested as a template for studying how humans lived for more than 99.9 per cent of human history, before the invention of agriculture about 10,000 years ago. They found that only a tiny minority of violent deaths come close to being defined as acts of war. Most the violence was perpetrated by one individual against another and usually involved personal grudges involving women or stealing. Only a tiny minority of cases involved more organised killing between rival bands of people, which could fall into the definition of war-like behaviour. Most of these involved only one of the 21 groups included in the study. In short they found that some of the most primitive peoples on Earth were actually quite peaceful compared to modern, developed nations. These findings imply that warfare was probably not very common before the advent of agriculture, when most if not all humans lived as nomadic foragers, Kirk Endicott, an anthropologist at Dartmouth College told the journal Science, where the study is published.

Last year when American Paradigm Schools took over Philadelphia's infamous, failing John Paul Jones Middle School, they did something a lot of people would find inconceivable. The school was known as "Jones Jail" for its reputation of violence and disorder, and because the building physically resembled a youth correctional facility. Situated in the Kensington section of the city, it drew students from the heart of a desperately poor hub of injection drug users and street level prostitution where gun violence rates are off the charts. But rather than beef up the already heavy security to ensure safety and restore order, American Paradigm stripped it away. During renovations, they removed the metal detectors and barred windows. The police predicted chaos. But instead, new numbers seem to show that in a single year, the number of serious incidents fell by 90%. The school says it wasn't just the humanizing physical makeover of the facility that helped. Memphis Street Academy also credits the Alternatives to Violence Project (AVP), a noncoercive, nonviolent conflict resolution regimen originally used in prison settings that was later adapted to violent schools. AVP, when tailored to school settings, emphasizes student empowerment, relationship building and anger management over institutional control and surveillance. There are no aggressive security guards in schools using the AVP model; instead they have engagement coaches, who provide support, encouragement, and a sense of safety.

The American Civil Liberties Union is warning that law enforcement officials are using license plate scanners to amass massive and unregulated databases that can be used to track law-abiding citizens as their go about their daily lives. In a new report, "You Are Being Tracked: How License Plate Readers Are Being Used to Record Americans' Movements," the ACLU discusses the data culled from license plate scanners - cameras mounted on patrol cars, overpasses and elsewhere to record your license plate number and location at a given time. There are tens of thousands such cameras now in operation, according to the group, with the data in some cases being stored indefinitely. The ACLU report is the result of an analysis of 26,000 pages of documents from police departments around the country, obtained through nearly 600 [FOIA] requests. It finds that while some jurisdictions keep the information gleaned from the scanners for a short time ... many hold onto the data for years. The organization complains that there are "virtually no rules in place" to keep officials from tracking "everybody all the time." The ACLU also warns that the data is being fed into larger databases, with the private National Vehicle Location Service now holding more than 800 million license plate records. The group's database is used by more than 2,200 law enforcement customers. The [ACLU] report warns that the data can be used in an official capacity to spy on protesters or target communities based on their religious beliefs, or unofficially by a police officer who wants to keep an eye on a romantic rival.

Dozens of companies, non-profits and trade organizations including Apple, Google, and Facebook sent a letter [on July 18] pushing the Obama administration and Congress for more disclosures on the government's national security-related requests for user data. Together with LinkedIn, Yahoo!, Microsoft, Twitter and many others, the companies asked for more transparency of secret data gathering in the letter. Tech companies have been scrambling to assert their independence after documents leaked last month by former U.S. security contractor Edward Snowden suggested they had given the government direct access to their computers as part of the NSA's secret surveillance program called Prism. The classified nature of the data gathering has barred the participating companies from disclosing even their involvement, let alone the content of the requests. Some companies, including Facebook and Apple, in June struck an agreement with the government to release some information about the number of surveillance requests they receive. But they were limited to disclosing aggregate government requests for data without showing the split between surveillance and criminal requests, and only for a six-month period.

The [UK] Government has issued more than 3,000 export licences for military and intelligence equipment worth a total of Ł12.3bn to countries which are on its own official list for human rights abuses. The existence of one licence to Israel and the Occupied Territories [is] worth Ł7.7bn. The scale and detail of the deals emerged after a forensic investigation by a committee of MPs, who also discovered that strategically controlled items have been sent to Iran, China, Sri Lanka, Russia, Belarus and Zimbabwe – all of which feature prominently on the Foreign Office’s list of states with worrying civil rights records. There are even three existing contracts for Syria, notwithstanding the fact that the UK is sending equipment to rebels fighting the Assad regime and is considering arming them. There are also 57 for Argentina, which is not on the list, but which remains in confrontation with Britain over the Falklands. The Government had stated that it would not issue export licences for goods “which might be used to facilitate internal repression” or “might provoke or prolong regional or internal conflicts”.
