The Child Soldiers Prevention Act of 2008 (CSPA) should be fairly straightforward: The law bans the United States from providing military assistance or arms sales to governments that use children in combat. Simply put, if a country's government uses child soldiers, it cannot receive military support from the United States.Except several countries that use child soldiers do. This is because of a loophole in the child soldiers ban called a "national interest waiver," which allows the president to bypass the law if it is deemed in the U.S. national interest to do so. For the past five years, the State Department has compiled an annual list of governments known to recruit and use children as soldiers called the Trafficking in Persons (TIP) list. Yet countries on this list have been denied only a smattering of military support–in many cases, military arms and assistance were provided to countries identified by the United States as using child soldiers. For instance, last year full waivers were granted to the Democratic Republic of Congo, Nigeria and Somalia. All of these countries are guilty of putting children in combat. The U.S. government's failure to apply the CSPA uniformly and consistently detracts from its commitment to protect the rights of children globally. Ultimately, no amount of "national interest" should stand in the way of pressuring abusive governments to end grave violations against children, including war crimes. By not listing all forces that egregiously violate children's rights, the United States is sending a message that abuse can be justified under certain circumstances. Surely, this can't be right.
Pharmaceutical firm GlaxoSmithKline has said it wants to make it easier for manufacturers in the world's poorest countries to copy its medicines. The British company said it would not file patents in these countries. GSK hopes that by removing any fear of it filing for patent protection in poorer countries it will allow independent companies to make and sell versions of its drugs in those areas, thereby widening the public access to them. Sir Andrew said he hoped Africa would benefit most from the move. In accordance with international guidelines set out by the United Nations and World Bank, the company has drawn up a list of 50 countries with a combined population of about 1 billion people, where it has said it will not file for patents. The company has said it also wants to put all its future cancer drugs into a Medicines Patent Pool in an effort to address what it described as "the increasing burden of cancer in developing countries". The patents pool was established in 2010 and has proved successful in accelerating access to treatments such as HIV, tuberculosis and hepatitis C through voluntary licensing arrangements, which allow generic versions of GSK's drugs to be made and distributed in poorer countries. Expanding the pool to include cancer drugs will "add to the wider contribution GSK makes to improve access to effective healthcare around the world", the company said.

The FBI informant initiated conversations about violence on several occasions, and when she did, Rayyan would tell her that he didn’t want to hurt anyone. Eventually, Rayyan found a way to capture the woman’s interest, describing his plans for an attack. The story appears to be fantasy, however. Psychologist ... Lyle D. Danuloff assessed Rayyan’s level of dangerousness as “very low,” according to a report filed Tuesday. A former Government medical officer responsible for deciding whether medicines are safe has accused the Government of "utterly inexplicable complacency" over the MMR triple vaccine for children. In the late Seventies, Dr Fletcher served as Chief Scientific Officer at the DoH and Medical Assessor to the Committee on Safety of Medicines, meaning he was responsible for deciding if new vaccines were safe. He first expressed concerns about MMR in 2001, saying safety trials before the vaccine's introduction in Britain were inadequate. Now he says the theoretical fears he raised appear to be becoming reality. He said the rising tide of autism cases and growing scientific understanding of autism-related bowel disease have convinced him the MMR vaccine may be to blame. "When scientists first raised fears of a possible link between mad cow disease and an apparently new, variant form of CJD they had detected in just 20 or 30 patients ... millions of cows were slaughtered," said Dr Fletcher. "Yet there has been a tenfold increase in autism and related forms of brain damage over the past 15 years, roughly coinciding with MMR's introduction, and an extremely worrying increase in childhood inflammatory bowel diseases and immune disorders such as diabetes, and no one in authority will even admit it's happening, let alone try to investigate the causes." He said there was "no way" the tenfold leap in autistic children could be the result of better recognition and definitional changes, as claimed by health authorities.

The Justice Department has announced that it is resuming a controversial practice that allows local police departments to funnel a large portion of assets seized from citizens into their own coffers under federal law. The "Equitable Sharing Program" gives police the option of prosecuting some asset forfeiture cases under federal instead of state law. Federal forfeiture policies are more permissive than many state policies, allowing police to keep up to 80 percent of assets they seize. Asset forfeiture is a contentious practice that lets police seize and keep cash and property from people who are never convicted of wrongdoing - and in many cases, never charged. Use of the practice has exploded in recent years, prompting concern that, in some cases, police are motivated more by profit and less by justice. A wide-ranging Washington Post investigation in 2014 found that police had seized $2.5 billion in cash alone without warrants or indictments since 2001. In response, then-Attorney General Eric Holder announced new restrictions on some federal asset forfeiture practices. Asset forfeiture is fast growing - in 2014, for instance, federal authorities seized more than $5 billion in assets. That's more than the value of assets lost in every single burglary that year. The CIA took naked photographs of people it sent to its foreign partners for torture. A former US official who had seen some of the photographs described them as “very gruesome”. In some of the photos, which remain classified, CIA captives are blindfolded, bound and show visible bruises. Some photographs also show people believed to be CIA officials or contractors alongside the naked detainees. It is not publicly known how many people ... were caught in the CIA’s web of so-called “extraordinary renditions”, extra-judicial transfers of detainees to foreign countries, many of which practised even more brutal forms of torture than the US came to adopt. Human rights groups over the years have identified at least 50 people the CIA rendered, going back to Bill Clinton’s presidency. “Is the naked photography a form of sexual assault? Yes. It’s a form of sexual humiliation,” said Dr Vincent Iacopino, the medical director of Physicians for Human Rights. “It’s cruel, inhumane and degrading treatment at a minimum and may constitute torture,” he said. International human rights law, to include the Geneva conventions, forbids photographing prisoners except in extremely limited circumstances related to their detention, to include anything that might compromise their dignity. Syrian militias armed by different parts of the U.S. war machine have begun to fight each other on the plains between the besieged city of Aleppo and the Turkish border. The fighting has intensified over the last two months, as CIA-armed units and Pentagon-armed ones have repeatedly shot at each other while maneuvering through contested territory on the northern outskirts of Aleppo. Last year, the Pentagon helped create a new military coalition, the Syrian Democratic Forces ... to take territory away from the Islamic State. A disgraced former British surgeon’s new documentary about the discredited link between autism and childhood vaccination has put Robert De Niro at the centre of a medical row that threatens the reputation of his prestigious film festival in New York. De Niro, the father of an autistic child and co-founder of the Tribeca film festival, is standing by the decision to premiere Vaxxed: from Cover-Up to Catastrophe, which has been directed by the controversial Andrew Wakefield. A key element of the documentary, the trailer claims, will be the testimony of a whistleblower from the Centers for Disease Control and Prevention, the US public health body, who is to allege fraud inside an organisation that “knew that vaccines were actually causing autism”. For days now, American cable news has broadcast non-stop coverage of the horrific attack in Brussels. This type of coverage is accorded only to Western victims of violence, but almost never to the non-Western victims of the West’s own violence. A little more than a week ago ... fighter jets from a Saudi-led (U.S.– and U.K.-supported) coalition bombed a market in Mastaba, in Yemen’s northern province of Hajjah. The latest count indicates that about 120 people were killed, including more than 20 children, and 80 were wounded in the strikes. Over the past several years, the U.S. has launched hideous civilian-slaughtering strikes in Yemen, Pakistan, Afghanistan, Syria, Somalia, Libya, and Iraq. You’ll almost never hear any of those victims’ names on CNN, NPR, or most other large U.S. media outlets. No famous American TV correspondents will be sent to the places where those people have their lives ended by the bombs of the U.S. and its allies. At most, you’ll hear small, clinical news stories briefly and coldly describing what happened - usually accompanied by a justifying claim from U.S. officials, uncritically conveyed, about why the bombing was noble - but, even in those rare cases where such attacks are covered at all, everything will be avoided that would cause you to have any visceral or emotional connection to the victims. The Rockefeller Family Fund, a charity that supports causes related to the environment, economic justice and other issues, is liquidating its investments in fossil fuel companies, including Exxon Mobil. "While the global community works to eliminate the use of fossil fuels, it makes little sense - financially or ethically - to continue holding investments in these companies," the fund said. In announcing its decision, the Rockefeller fund attacked Exxon for what it called the company's "morally reprehensible conduct," alluding to allegations that the company has hidden evidence that fossil fuels contribute to climate change. A group of 22 medical experts convened by Johns Hopkins University and The Lancet have called today for the decriminalization of all nonviolent drug use and possession. The experts further encourage countries and U.S. states to "move gradually toward regulated drug markets and apply the scientific method to their assessment." Their report comes ahead of a special UN General Assembly Session on drugs to be held next month. In a lengthy review of the state of global drug policy, the Hopkins-Lancet experts conclude that the prohibitionist anti-drug policies of the past 50 years "directly and indirectly contribute to lethal violence, disease, discrimination, forced displacement, injustice and the undermining of people’s right to health. "The goal of prohibiting all use, possession, production and trafficking of illicit drugs is the basis of many of our national drug laws, but these policies are based on ideas about drug use and drug dependence that are not scientifically grounded," said Commissioner Dr. Chris Beyrer. "The idea that all drug use is necessarily 'abuse' means that immediate and complete abstinence has been seen as the only acceptable approach," commissioner Adeeba Kamarulzaman ... said. But, she added, "continued criminalization of drug use fuels HIV, hepatitis C and tuberculosis transmission within prisons and the community at large. There is another way. Programmes and policies aimed at reducing harm should be central to future drug policies."

Researchers in the United States have developed a new method for controlling the brain circuits associated with complex animal behaviours, using genetic engineering to create a magnetised protein that activates specific groups of nerve cells from a distance. The new technique ... is not only non-invasive, but can also activate neurons rapidly and reversibly. Several earlier studies have shown that nerve cell proteins which are activated by heat and mechanical pressure can be genetically engineered so that they become sensitive to radio waves and magnetic fields. The new technique builds on this earlier work, and is based on a protein called TRPV4, which is sensitive to both temperature and stretching forces. These stimuli open its central pore, allowing electrical current to flow through the cell membrane; this evokes nervous impulses that travel into the spinal cord and then up to the brain. In one final experiment, the researchers injected Magneto into the striatum of freely behaving mice ... and then placed the animals into an apparatus split into magnetised a non-magnetised sections. Mice expressing Magneto spent far more time in the magnetised areas than mice that did not, because activation of the protein caused the striatal neurons expressing it to release dopamine, so that the mice found being in those areas rewarding. This shows that Magneto can remotely control the firing of neurons deep within the brain, and also control complex behaviours.

But some states, along with correctional authorities and prison activists, are discovering the value of feeding prisoners nutrient-rich food grown with their own hands. Prison vegetable gardens, where inmates plant and harvest fresh produce to feed the larger prison population, are on the rise in correctional facilities from New York to Oregon. In addition to being a cost-effective food source, the gardens are seen as a way to save money on healthcare for prisoners struggling with diabetes, hypertension, and other ailments. But the gardening itself provides opportunities for personal growth, as inmates learn how to plant, raise, and harvest crops. It also functions as a method of rehabilitation in what is often a deeply stressful environment. Inmates are sent to prison as punishment, not for punishment, says Tonya Gushard, public information officer for the Oregon State Correctional Institution (OSCI) in Salem. The OSCI has run a garden program at its facility since 2008. Between 2012 and 2015, Oregon state prisoner-gardeners raised more than 600,000 pounds of produce for nearly 14,000 inmates. Consumers around the country will soon know just by looking at the packaging of popular brands such as Cocoa Puffs cereal or Yoplait yogurt whether or not they contain genetically modified ingredients. Their maker, General Mills, plans to make that information visible on its products nationwide. Other major food companies have since followed, including Kellogg, ConAgra and candy maker Mars. Campbell Soup publicized the same decision in January. The companies are all responding to a Vermont law requiring the labelling of genetically modified foods starting in July, and to pressure from consumers and advocacy groups to reveal more information about controversial ingredients. Between 70% and 80% of packaged food in the US contains ingredients from genetically modified organisms. A genetically modified organism is created in a laboratory by taking genes from one species and inserting these genes into another to breed certain characteristics. Big food companies have historically fought mandatory labelling. They worry that genetic manipulation creates an impression that the food is unnatural or unhealthy. The war on drugs has failed, fuelling higher rates of infection and harming public health and human rights to such a degree that it's time to decriminalize non-violent minor drug offences, according to a new global report. The authors of the Johns Hopkins-Lancet Commission on Public Health and International Drug Policy call for minor use, possession and petty use to be decriminalized following measurably worsened human health. "We've had three decades of the war on drugs, we've had decades of zero-tolerance policy," said Dr. Chris Beyrer, a professor of infectious disease epidemiology at Johns Hopkins Bloomberg School of Public Health in Baltimore and the senior author of the report published Thursday in The Lancet. "It has had no measurable impact on supply or use, and so as a policy to control substance use it has arguably failed. It has evidently failed." Given that the goal of prohibiting all use, possession, production and trafficking of illicit drugs was to protect societies, the researchers evaluated the health effects and found they were overwhelmingly negative. For a role model, the authors point to Portugal, which decriminalized not only cannabis but also possession of heroin, cocaine and methamphetamine. HIV transmission, hepatitis C and incarcerations all decreased, Beyrer said, and there was about a 15 per cent decline in substance use by young people in Portugal.

What is happiness inequality? It’s the psychological parallel to income inequality: how much individuals in a society differ in their self-reported happiness levels. Since 2012, the World Happiness Report has championed the idea that happiness is a better measure of human welfare than standard indicators like wealth, education, health, or good government. In other words, the more happiness equality a country has, the happier it tends to be as a whole. On an individual level, the same link exists; in fact, individuals’ happiness levels were more closely tied to the level of happiness equality in their country than to its income equality. Happiness equality was also a stronger predictor of social trust than income equality - and social trust, a belief in the integrity of other people and institutions, is crucial to personal and societal well-being.
