Oliver Stone has taken aim at the US government for deceiving people about the levels of surveillance that exist in the country. His new film Snowden, about the controversial NSA informant Edward Snowden, received its world premiere. The drama ... tells of the former CIA employee’s discovery that the agency had constructed a system to spy on the public. “Americans don’t know anything about it because the government lies about it all the time,” Stone said at a press conference. “What’s going on now is pretty shocking. This story not only deals with eavesdropping but mass eavesdropping, drones and cyberwarfare. Wells Fargo Bank, one of the nation's largest banks, has been hit with $185 million in civil penalties for secretly opening millions of unauthorized deposit and credit card accounts that harmed customers, federal and state officials said Thursday. Employees of Wells Fargo (WFC) boosted sales figures by covertly opening the accounts and funding them by transferring money from customers' authorized accounts without permission, the Consumer Financial Protection Bureau, Office of the Comptroller of the Currency and Los Angeles city officials said. An analysis by the San Francisco-headquartered bank found that its employees opened more than two million deposit and credit card accounts that may not have been authorized by consumers. Many of the transfers ran up fees or other charges for the customers, even as they helped employees make incentive goals. The bank agreed to pay full restitution to all victims and a $100 million fine to the Consumer Financial Protection Bureau's civil penalty fund - the largest in the regulator's five-year operating history. Wells Fargo will pay a separate $35 million penalty to the Office of the Comptroller of the Currency. Additionally, Wells Fargo said it terminated approximately 5,300 employees and managers over a five-year period for their involvement with the unauthorized accounts.

[Daniel] Jones, a counter-terrorism staffer, had become the chief investigator for the Senate intelligence committee, the CIA’s congressional overseer, on its biggest inquiry. For five years, he had been methodically sifting through internal CIA accounts of its infamous torture program. Having read millions of internal emails, cables and accounts of agency torture, Jones had come to believe everything the CIA had told Congress, the Bush and Obama White Houses and the public was a lie. Inside the small room in Virginia the CIA had set up for the Senate investigators, Jones ... slipped crucial printed-out passages of what he called the Panetta Review into [his] bag and secured its lock. In July, after approval from the Obama administration, Congress released a 28-page chapter of previously classified material from the final report of a joint congressional inquiry into the Sept. 11 attacks. Questions about whether the Saudi government assisted the terrorists remain unanswered. The recently released 28 pages were written in the fall of 2002 by a committee of which I was a co-chairman. The pages suggested new trails of inquiry worth following, including why a Qaeda operative had the unlisted phone number for the company that managed the Colorado estate of Prince Bandar bin Sultan, then the Saudi ambassador. Some of those questions might be answered if the government released more of the findings of the Sept. 11 commission, the citizens inquiry that followed our congressional inquest. Parallel investigations were also conducted by the F.B.I. and C.I.A. How much did they look into whether Prince Bandar or other Saudis aided the hijackers? The government also knows more today ... than when the 28 pages were classified in 2003. Much of that information remains secret but should be made public. For example, the F.B.I. for a time claimed that it had found no ties between three of the hijackers ... and a prominent Saudi family that lived in Sarasota, Fla., before Sept. 11. But in 2013, a Freedom of Information Act lawsuit brought by investigative reporters led to the release of about 30 pages from an F.B.I.-led investigation that included an agent’s report asserting “many connections” between the hijackers and this family.

Wells Fargo fired about 5,300 employees over the past several years for opening more than 2 million checking, savings, credit or debit card accounts without customers’ knowledge or consent. The big question: Why wasn’t Wells Fargo chief executive John Stumpf one of them? “It’s hard to believe that thousands of employees could have created over a million fake accounts without anyone in senior management knowing about it,” Sen. Elizabeth Warren, D-Mass., wrote in an emailed response. “It’s one or the other: Either individuals in senior management knew about this fraud and should be held personally accountable, or they didn’t know about it and a bank as big as Wells Fargo is simply too big to manage.” On Thursday, Wells settled a lawsuit and potential lawsuits by agreeing to clean up the mess, refund fees paid by customers on accounts they did not authorize and pay fines and penalties. Those included $100 million to the Consumer Financial Protection Bureau, $35 million to the Office of the Comptroller of the Currency and $50 million to the city and county of Los Angeles. FBR analyst Paul Miller called those fines “a rounding error” for Wells, which earns about $5 billion per quarter. Los Angeles City Attorney Mike Feuer opened an investigation into Wells after the Los Angeles Times reported in 2013 that ... “employees have opened unneeded accounts for customers, ordered credit cards without customers’ permission and forged client signatures on paperwork." Congress sent President Barack Obama a bipartisan bill that would allow families of Sept. 11 victims to sue the government of Saudi Arabia, putting lawmakers on a collision course with the White House. The House passed the legislation Friday by voice vote, about four months after the measure cleared the Senate despite vehement objections from Saudi Arabia. Fifteen of the 19 hijackers were Saudi nationals. The legislation gives victims' families the right to sue in U.S. court for any role that elements of the Saudi government may have played in the 2001 attacks that killed thousands. The White House has signaled Obama would veto the legislation. The Obama administration has warned that if U.S. citizens can take the Saudis to court, then a foreign country could in turn sue the United States. Votes from two-thirds of the members in the House and Senate would be needed to override a veto. The House vote came two months after Congress released 28 declassified pages from a congressional report into 9/11 that reignited speculation over links at least a few of the attackers had to Saudis, including government officials. In a separate development, a bipartisan group of senators are seeking to block the Obama administration's proposed sale of more than $1 billion worth of U.S. weapons to Saudi Arabia. Sen. Over his two terms, Obama has created the most powerful surveillance state the world has ever seen. From 22,300 miles in space, where seven Advanced Orion [spy satellites] now orbit; to a 1-million-square-foot building in the Utah desert that stores data intercepted from personal phones, emails, and social media accounts; to taps along the millions of miles of undersea cables that encircle the Earth like yarn, U.S. surveillance has expanded exponentially since Obama’s inauguration on Jan. 20, 2009. The Oakland, California, police department has fired four officers and suspended seven in a major sexual misconduct case, but critics have questioned why officers haven’t faced criminal charges and why an exploitation victim at the center of the case remains behind bars. The disciplinary actions ... stem from a case involving a teenage girl who was sexually exploited by more than a dozen officers across the northern California region. In 2015, officer Brendan O’Brien reportedly killed himself and left a note that launched an investigation into widespread misconduct allegations. The Oakland newspaper East Bay Express uncovered that three officers had allegedly had sexual relations with a teenage girl when she was underage. The girl ... said she was a sex worker at the time. By law, however, those relationships would be considered statutory rape and human trafficking. A total of at least 14 officers in Oakland as well as eight from other nearby law enforcement agencies are accused of taking advantage of the teenager. Months later, there are still no criminal charges. On the contrary, the woman recently went to a rehab center in Florida where she was arrested. She remains incarcerated at a local jail. New York state's attorney general on Tuesday opened an investigation into the pharmaceuticals giant [Mylan], focused on its contracts with local school systems to buy its lifesaving EpiPens. The skyrocketing price of those auto-injection devices, used to counteract potentially fatal allergic reactions, has drawn intense criticism. The office of Attorney General Eric Schneiderman said it launched its probe after a preliminary review revealed Mylan might have inserted anti-competitive terms into its deals to sell EpiPens. Schneiderman's move came within hours of U.S. Sens. Richard Blumenthal, D-Conn., and Amy Klobuchar, D-Minn., asking the Federal Trade Commission to investigate whether Mylan violated federal antitrust laws. "As the cost of EpiPens skyrocketed, schools seeking relief turned to Mylan's 'EpiPen4Schools' program," Blumenthal's office said. "Some of these schools were required to sign a contract agreeing not to purchase any products from Mylan's competitors for a period of 12 months - conduct that can violate the antitrust laws." Schneiderman's probe also comes on the heels of news that Minnesota's attorney general, Lori Swanson, has asked Mylan to provide documents that would justify the company having raised the retail price of EpiPens more than 400 percent. "No child's life should be put at risk because a parent, school, or health-care provider cannot afford a simple, lifesaving device because of a drug-maker's anti-competitive practices," Schneiderman said.

President Barack Obama said Tuesday that US has an "obligation" to help Laos recover from a brutal secret bombing campaign that destroyed parts of the Southeast Asian nation. During an address to the Lao people in the country's capital, Obama pledged $90 million in a joint three-year project with the country's government to clear ... some 80 million unexploded cluster bombs dropped during a secret US bombing campaign as part of the Vietnam War 40 years ago. "The remnants of war continue to shatter lives here in Laos," Obama said. "That's why I've dramatically increased or funding to remove these unexploded bombs." The move was welcomed by Laos President Bounnhang Vorachit as a way of strengthening mutual trust after the devastating campaign, that still maims or kills 50 people who stumble upon unexploded mines each year. Efforts to find the bombs will be aided the Pentagon, who will supply records of where they were dropped. To this day, less than 1% of the bombs have been cleared, according to US-based non-government organization Legacies of War. US funding for clearance of unexploded ordnance and victims' assistance has steadily grown since 2010. This year, Congress allotted $19.5 million, but now, for the first time, an American president has publicly recognized that the US has a responsibility to do more. "That conflict was another reminder that whatever the cause, whatever our intentions, war inflicts terrible toll, especially on innocent men, women and children," Obama said.

For two years after the accident, Yei Yang refused to leave his home. "I couldn't farm, I couldn't go to see friends, as they might be afraid of me," Yang tells CNN. "I didn't want to live." Yang was just 22 and burning rubbish near his village in the province of Xieng Khoung in north-eastern Laos, when a bomb blast tore off one of his eyelids, his top lip and an ear, mutilated one of his arms, and left him with severe scarring from the waist up. His wounds were not caused by a modern day conflict, but by the remnants of a war that was waged more than 40 years ago, and is still destroying lives in this small Southeast Asian nation. Some 80 million unexploded bombs are scattered across the country - the deadly legacy of what became known as America's "secret war" in Laos - a CIA-led mission during the Vietnam War. In total, between 1964 and 1973, the US dropped more than two million tons of bombs - one of the heaviest aerial bombardments in history. Most of the munitions dropped were cluster bombs, which splinter before impact, spreading hundreds of smaller bomblets. To this day, less than 1% of the bombs have been removed, according to US-based NGO Legacies of War, which is spearheading the campaign to clear them. If there is anything positive to say about the 2016 elections, it's that they have finally forced an end to the official denial of computerized election rigging. In the past month, the fact that our voting technology is a hacker's paradise has been validated by no less than all the major TV news networks. Of course, the corporate media and political parties are now professing "shock" at the very prospect that US elections can be manipulated, and yes, even stolen. Yet it has long been an open secret that game-changing races have been decided not by voters, but by insiders; from the presidential race of 1960, appropriated for John Kennedy by Democratic muscle in Chicago, to the two victories secured for George W. Bush by GOP fixers in Florida and hackers in Ohio. Among other suspect elections in recent years are key Congressional races hijacked by combinations of voter suppression, gerrymandering, dark money and the ugly little secret of American elections: rigged voting machines. How is this possible? Because over many decades, our public elections have been privatized and outsourced to a handful of corporations and dozens of private service vendors. Some have even been convicted of crimes, including bribery, bid rigging, kickback schemes, lying to voting officials and computer fraud. Nico is one of 11 puppies in the Leader Dogs for the Blind Prison Puppies program, trained by 23 inmates at the Macomb Correctional Facility in New Haven. At the ... all-male prison, its common to see inmates toting puppies on leashes through the grounds, eating in the Chow Hall with a lab or golden retriever by their side and passing time with a four-legged cellmate, who takes up a share of the 8-foot-by-11-foot space. Hes with us 24/7, said [Mario] Carines, whos raising Nico with teammate James Fuson. The puppy is a blessing, he said, explaining that since the dogs arrived last summer, the morale of both the inmates and staff has improved. Seeing animals around when the program first began, guys couldnt believe it. I hadnt seen a dog in 22 years, he said. Prison Puppies started in 2002. Leader Dog coordinators noticed a difference in the success rate. Up to 60 percent of puppies raised in prisons become leader dogs, assisting the blind or deaf; the graduation rate of puppies outside prisons is about 45 percent. Many of our dogs raised in correctional facilities go on to ... have long-term successful working careers as guide dogs, said [program coordinator] Melissa Spooner. Prison Puppies is a win-win-win, Spooner said, since it benefits the recipient, Leader Dog and 108 inmates in the voluntary year-long program. In fact, the Bureau of Justice Statistics found only 17 percent of inmates in Prison Puppies return to prison after being released. The national recidivism rate is about 50 percent.

On Sept. 10, 2001, George Carlin, the greatest political comic in history if measured only by stand-up specials, recorded a bracing hour of social commentary for his new HBO special. The next day, he shelved it. Mr. Carlin also told a joke about a fart so potent it blew up an airplane. “You know who gets blamed? Osama bin Laden,” Mr. Carlin joked. “The F.B.I. is looking for explosives. They should be looking for minute traces of rice and bok choy.” Fifteen years later, his lost special is finally being released. It’s a polished hour of new jokes. Mr. Carlin, who died in 2008, had always been a left-leaning comic whose skepticism of government would be right at home with the Tea Party. In a 1999 special, he even ridiculed airport security as a pointless charade, saying Americans are “always willing to trade away a little of their freedom” in exchange for “the illusion of security.” But like so many other people, he was transformed by Sept. 11. He released an entirely new special only two months after the attack - “Complaints and Grievances” - in which he talks more about survival than freedom, setting up one premise by saying that dire events call for us to cooperate with “unsavory people” like George W. China’s leaders have been accused of delivering a calculated diplomatic snub to Barack Obama after the US president was denied a red-carpet welcome during his chaotic arrival in Hangzhou ahead of the start of the G20. Chinese authorities have rolled out the red carpet for leaders including India’s prime minister Narendra Modi, Russian president Vladimir Putin, South Korean president Park Geun-hye, Brazil’s president Michel Temer and British prime minister Theresa May, who touched down on Sunday morning. But [Obama] was forced to disembark from Air Force One through a little-used exit in the plane’s belly after no rolling staircase was provided when he landed in the eastern Chinese city. When Obama did find his way onto the tarmac, there were heated altercations between US and Chinese officials, with one Chinese official caught on video shouting: “This is our country! This is our airport!” Obama suggested his Chinese hosts might have found the size of the US delegation “a little overwhelming”. “We’ve got a lot of planes, a lot of helicopters, a lot of cars and a lot of guys. If you are a host country, sometimes it may feel a little bit much.” Susan Rice, the US national security adviser, admitted she had been surprised by the handling of the president’s arrival. “They did things that weren’t anticipated,” she told reporters.

A bipartisan campaign to reduce mass incarceration has led to enormous declines in new inmates from big cities, cutting America’s prison population for the first time since the 1970s. But now people in small counties are about 50 percent more likely to go to prison than people in populous counties. The Food and Drug Administration banned the sale of soaps containing certain antibacterial chemicals on Friday, saying industry had failed to prove they were safe to use over the long term or more effective than using ordinary soap and water. In all the F.D.A. took action against 19 different chemicals and has given industry a year to take them out of their products. About 40 percent of soaps — including liquid hand soap and bar soap – contain the chemicals. Triclosan, mostly used in liquid soap, and triclocarban, in bar soaps, are by far the most common. The rule applies only to consumer hand washes and soaps. Other products may still contain the chemicals. At least one toothpaste, Colgate Total, still does. Experts have pushed the agency to regulate antimicrobial chemicals, warning that they risk scrambling hormones in children and promoting drug-resistant infections.
