People with a history of mental illness, drug abuse and self-mutilation can now apply to serve in the U.S. Army, according to a report on Sunday, which emerged as a former Air Force recruits mass shooting at a Texas church continues raising questions about the militarys handling of mental health problems. The Army signed off on the change of policy in August but never announced it. Under the new policy, applicants with mental health issues that previously would have barred them from service can ask for waivers allowing them to sign up. This ends an eight-year ban on the waivers that started after a spike in suicides among American fighters. More than 200 active-duty servicemembers have died by suicide every year since 2008, according to Pentagon data. The latest mental health controversy began last week after Devin Kelley ... shot and killed 26 people. The FBI’s background-check system is missing millions of records of criminal convictions, mental illness diagnoses and other flags that would keep guns out of potentially dangerous hands. Experts who study the data say government agencies responsible for maintaining such records have long failed to forward them into federal databases used for gun background checks. As the shooting at a Texas church on Sunday showed, what the FBI doesn’t know can get people killed. In that case, the gunman had been convicted at a court-martial of charges stemming from a domestic violence case. Officials say the Air Force never notified the FBI of his conviction, so when he purchased weapons at a retail store, he cleared the background check. But there's also a legitimate case to be made that bitcoin, ethereum, litecoin and other cryptocurrencies are the future of money and that more and more people will conduct actual transactions using these currencies. To that end, Square - the popular mobile payment service run by Twitter CEO Jack Dorsey - recently announced a trial that will let some users of its Cash app purchase bitcoin. "We're always listening to our customers and we've found that they are interested in using the Cash app to buy bitcoin," said a spokesperson for Square. "We believe cryptocurrency can greatly impact the ability of individuals to participate in the global financial system," the Square spokesperson added. And CME Group, owner of the Chicago Mercantile Exchange, said earlier this month it plans to soon list bitcoin futures contracts. Most dramatically, it found that the country’s three richest individuals - Bill Gates, Warren Buffett and Jeff Bezos - collectively hold more wealth than the bottom 50% of the domestic population, “a total of 160 million people or 63 million American households.” Roughly a fifth of Americans “have zero or negative net worth,” the authors wrote. Over the years, the cutoff for The Forbes 400 has risen dramatically. In 1982, the ranking’s inaugural year, the minimum net worth was $100 million. This year the barrier to entry hit an all-time high of $2 billion. In its report, the think tank also found that, collectively, the individuals on The Forbes 400 hold more wealth than the bottom 64% of the country, "more people than the populations of Mexico and Canada combined." Altogether, the list members were worth $2.7 trillion this year, a 59% increase over the last five years alone. The net worth of the median American family, meanwhile, has declined by about 3% on an inflation-adjusted basis since Forbes began publishing the 400 in the early 1980s, the institute says. A Tesla Model S has been hacked in the Netherlands to allow the electric car to run off a second fuel supply - hydrogen cells. Gas supplier Hulthausen Group claims it has doubled the Tesla Model S's range from about 300 miles per charge to 620 miles. "Project Hesla", as it was dubbed by the company's founder, sourced a second-hand Model S and made the modifications without involvement from Tesla. The hack uses the car's electrical mainframe and adds a second layer of charging via hydrogen cells. But as tempting as increased range is, interested customers face heavy drawbacks. Refueling the hydrogen battery will become tricky as there are only seven public refuelling stations across the UK. The United States has 39 public stations across four states. More than 6,000 cases of mumps were reported in the United States last year, the highest number in 10 years. Around 2010, total annual cases were down in the hundreds. Intermittent fasting can keep the body ‘young’ at a cellular level. Researchers at Harvard found that temporarily restricting diet keeps the mitochondria – an important part of the cell to health aging – in homeostasis, which in turn helps to improve lifespan. Last year, Newcastle University research confirmed the crucial role of the mitochondria in human cell aging, and therefore, the aging of our bodies. It’s called the Paradise Papers: the latest in a series of leaks made public by the International Consortium of Investigative Journalists shedding light on the trillions of dollars that move through offshore tax havens. Parents and children have flocked to Google-owned YouTube Kids since it was introduced in early 2015. The app’s more than 11 million weekly viewers are drawn in by its seemingly infinite supply of clips, including those from popular shows by Disney and Nickelodeon, and the knowledge that the app is supposed to contain only child-friendly content that has been automatically filtered from the main YouTube site. There’s the much-criticised battery hen egg, and then the pricier organic and free-range varieties. In July, the Food and Drug Administration took the important step of approving two final-phase clinical trials to determine whether a party drug that has long been on the Drug Enforcement Administration’s Schedule I list of banned substances could be used to treat a psychiatric condition that afflicts millions. The drug is MDMA, a psychedelic commonly known as Ecstasy. The ozone hole over Antarctica shrank to its smallest peak since 1988, NASA said Thursday. The huge hole in Earth's protective ozone layer reached its maximum this year in September, and this year NASA said it was 7.6 million square miles wide. The hole size shrinks after mid-September. "In the past, we've always seen ozone at some stratospheric altitudes go to zero by the end of September," said Bryan Johnson, NOAA atmospheric chemist. "This year our balloon measurements showed the ozone loss rate stalled by the middle of September and ozone levels never reached zero." This year's maximum hole is more than twice as big as the United States, but it's 1.3 million square miles less than last year and 3.3 million square miles smaller than 2015. Paul Newman, chief Earth scientist at NASA's Goddard Space Flight Center, said stormy conditions in the upper atmosphere warmed the air and kept chemicals chlorine and bromine from eating ozone. He said scientists haven't quite figured out why some years are stormier - and have smaller ozone holes - than others. "It's really small this year. That's a good thing," Newman said. Newman said this year's drop is mostly natural but is on top of a trend of smaller steady improvements likely from the banning of ozone-eating chemicals in a 1987 international treaty. Two Playboy Playmates and a third woman have filed a lawsuit seeking $27 million, alleging a former fund manager for billionaire George Soros raped and beat them in a New York City penthouse described as a dungeon. The three plaintiffs, who were not identified, claim portfolio manager Howie Rubin beat them to the point they needed extensive medical attention, the New York Post reported, citing a lawsuit filed in federal court. Spath, who has declared they had no good cause to quit, had ordered Kammen, Eliades and Spears to come to Guantánamo on Sunday with other war court staff for a pretrial hearing. They refused. Kammen, a veteran capital defense attorney who had represented Nashiri for a decade, said Spath’s order to travel was an “illegal” effort to have three U.S. citizens “provide unethical legal services to keep the façade of justice that is the military commissions running.” Nashiri is accused of orchestrating al Qaida’s Oct. 12, 2000 suicide bombing of the U.S. warship off Yemen. No trial date has been set.
