Faulty Testimony, Practices Found in FBI Lab Probe
1997-04-16, Los Angeles Times
https://www.latimes.com/archives/la-xpm-1997-04-16-mn-49173-story.html

FBI crime laboratory experts gave inaccurate testimony at the trials of defendants in the World Trade Center blast and the 1989 bombing of Avianca Flight 203 in Colombia, and lab scientists and technicians used shoddy analysis and did not follow procedures in scores of other cases, the Justice Department's inspector general concluded. Those findings, coupled with serious problems in the way lab officials conducted themselves in the Oklahoma City bombing and the O.J. Simpson case, are part of a sweeping, 18-month investigation into significant failures at the lab at FBI headquarters in Washington. In addition to conclusions about how lab officials have performed in court, the inspector general also found that the bureau's scientists and technicians did not properly document their test results and poorly prepared lab reports. Overall, in investigating work at the lab's three key sections - the chemistry-toxicology, explosives and materials analysis units - [Inspector General Michael] Bromwich said: "We found significant instances of testimonial errors, substandard analytical work and deficient practices." Investigators also discovered instances where dictation on lab reports was altered and lab supervisors did not properly manage their agents. Bromwich's report does not say when or why the problems began at the lab, but some of the cases studied date back to the 1980s. As early as 1991, top FBI management was alerted to failures at the lab.

More recently, the FBI has admitted to problems in its forensics unit leading to decades of flawed testimony in criminal trials. FBI lab botched Oklahoma bombing evidence
1997-03-22, CNN News
http://www.cnn.com/US/9703/22/okc.fbi.report/

The Justice Department inspector general's office has determined that the FBI crime laboratory working on the Oklahoma City bombing case made "scientifically unsound" conclusions that were "biased in favor of the prosecution," The Los Angeles Times reported. The still-secret draft report ... also concludes that supervisors approved lab reports that they "cannot support" and that FBI lab officials may have erred about the size of the blast, the amount of explosives involved and the type of explosives used in the bombing. The draft report shows that FBI examiners could not identify the triggering device for the truck bomb or how it was detonated. It also indicates that a poorly maintained lab environment could have led to contamination of critical pieces of evidence. The investigation into the crime lab practices began in 1996 following complaints from FBI chemist and whistle-blower Frederic Whitehurst. The draft report's harshest criticism was of David Williams, a supervisory agent in the explosives unit. "We are deeply troubled by Williams' report, which contains several serious flaws," the report said. "These errors are all tilted in favor of the prosecution's theory of the case. We conclude that Williams failed to present an objective, unbiased, competent report." Those flaws reportedly include the basis of his determination that the main charge of the explosion was ammonium nitrate. The inspector general called such a determination "inappropriate," the Times said.

Epstein celebrated Brexit and ‘return to tribalism', newly released emails suggest
2026-02-03, The Independent
https://www.the-independent.com/news/uk/politics/jeffrey-epstein-brexit-peter...

Jeffrey Epstein celebrated Britain's decision to leave the European Union in the wake of the 2016 referendum, hailing a "return to tribalism", newly released documents suggest. The latest tranche of documents released by the US Department of Justice, part of the Epstein files, appears to show the convicted paedophile emailing tech billionaire Peter Thiel, describing Brexit as "just the beginning". On June 26 – just three days after Britain voted to leave the EU – Epstein appears to have written an email to Mr Thiel, saying: "Brexit, just the beginning." The venture capitalist appears to respond: "Of what," to which Epstein says: "Return to tribalism, counter to globalisation, amazing new alliances." He added: "You and I both agreed zero interest rates were too high, and as I said in your office. finding things on their way to collapse, was much easier than finding the next bargain." Millions of emails released on Friday show the influence of the disgraced paedophile. There are now growing calls for former government minister, Lord Mandelson, to face a criminal investigation over his links with Epstein after emails emerged suggesting he forwarded him an internal No 10 email sent to then prime minister Gordon Brown by one of his special advisers. The note, which included an assessment of the state of the UK economy in the wake of the financial crisis, suggested the government had "saleable assets" that could be sold to the private sector to reduce debt.

Bannon was a key advisor to Robert Mercer's Cambridge Analytica, the company at the center of the public opinion manipulation behind Brexit. American-Led Regime Change Is Usually Disastrous
2025-12-01, Foreign Policy
https://foreignpolicy.com/2025/12/01/venezuela-iraq-regime-change-trump/

The United States is the world leader in regime change, toppling 35 foreign heads over the past 120 years, by one reckoning. Overthrowing another country's leader is a routine enough tactic that it has its own acronym among academics: FIRC, or foreign-imposed regime change. According to a tally by Alexander Downes, an associate professor and political scientist at George Washington University ... the United States carried out nearly a third of all of about 120 forced ousters of foreign leaders around the world between 1816 and 2011. About 20 of those 35 U.S.-backed regime changes were in Central and South America or the Caribbean. In some of those countries, the United States removed and replaced leaders again and again, with the concentration of someone kicking a vending machine to get the right candy bar to drop. In 1954 alone, for example, Washington ousted three Guatemalan leaders in succession. Globally, a third of all forced regime changes by all countries led to civil wars in the targeted nation within 10 years. Experts see warning signs for any attempt at regime change in Venezuela, a petrostate where misgovernment by socialist autocrat Maduro and his predecessor Hugo Chavez, coupled with international sanctions, have trashed the economy and created millions of refugees. The Trump administration has accused Maduro of being in league with drug traffickers, although the United States overstates Venezuela's role in drug smuggling.

The CIA Turned 6 Dogs Into Remote-Controlled Killers. It Was a Trial Run for a Far More Sinister Human Experiment.
2025-11-27, Popular Mechanics
https://www.popularmechanics.com/science/a69561041/cia-remote-controlled-dogs...

The public is now well aware of the Central Intelligent Agency's misadventures in mind control throughout the 1950s and 1960s. MKUltra–the agency's top-secret and wide-ranging human experimentation program–involved 149 subprojects that made test subjects out of thousands of unsuspecting Americans, jolting them with high-voltage shocks, zapping them with radio waves, and dosing them with psychedelic drugs in a bid to develop brainwashing techniques. But humans weren't MKUltra's only non-consenting participants. Animal subjects also played a starring role. Surgeons implanted microphones into cats' ears. An elephant was allegedly injected with a massive amount of LSD. And ... scientists implanted electrodes into the brains of six dogs in an attempt to control their movement and turn them into remote-controlled assassins. The goal of that last initiative, Subproject 94 ... "was to examine the feasibility of controlling the behavior of a dog, in an open field, by means of remotely triggered electrical stimulation of the brain," according to heavily redacted documents declassified in 2002. During Operation Fantasia, in an effort to scare the Japanese into surrender, OSS scientists painted foxes with radioactive paint that glowed in the dark, hoping to recreate a Shinto portent of doom: the kitsune, a shapeshifting, supernatural fox spirit. The plan was eventually scrapped, but not before a trial run in which the OSS released 30 glowing foxes into Washington D.C.

Series of Reports Ignored by Media Show Jeffrey Epstein's Extensive Work With Israeli Intelligence
2025-11-12, Common Dreams
https://www.commondreams.org/news/epstein-israeli-intelligence-investigation?...

Epstein's relationship with the Israeli government has long been the subject of speculation and conspiracy theorizing. But the extent of the connections has long been difficult to prove. That is, until October 2024, when the Palestinian group Handala released a tranche of more than 100,000 hacked emails from former Israeli Prime Minister Ehud Barak, who led the country from 1999 to 2001. Barak is known to have been one of Epstein's closest associates. He visited the financier's estates in Florida and New York more than 30 times between 2013 and 2017, years after Epstein had been convicted for soliciting a minor for prostitution. Virginia Giuffre, one of Epstein's most prominent victims, who died earlier this year, alleged in her posthumous memoir that a figure, described only as "the Prime Minister," but widely believed to be Barak, violently raped her on Epstein's private Caribbean island when she was 18. Epstein helped to facilitate an agreement for Mongolia to purchase Israeli military equipment and surveillance technology from companies with which the men had financial ties. An Israeli spy, Yoni Koren, stayed at Epstein's New York apartment for weeks at a time on three separate occasions between 2013 and 2015. Koren served as an intermediary between the American and Israeli governments, helping Barak organize meetings with top intelligence officials, including former CIA Director Leon Panetta.

Beware: The Zombie War on Terror is upon us
2025-10-14, Quincy Center for Responsible Statecraft
https://responsiblestatecraft.org/zombie-war-on-terror/

Despite the public release only a few years ago of evidence showing the Saudi government's direct complicity in the crime of September 11, 2001 – the central, instigating act of terrorism that drove and justified [the] "war on terror" – associating with or even taking money from that same government appears to carry no stigma. After spending more than a decade fighting the shadowy threat of al-Qaida, the U.S. government ... has enthusiastically gone along with the installation of an al-Qaida-linked militant, Ahmed al-Sharaa, as the leader of Syria, whose former president Washington spent years trying to remove from power expressly because of his alleged support for terrorism. The Taliban's link to al-Qaida was once upon a time the rationale for regime change and 20 years of U.S. war in Afghanistan – which, of course, ended with the Taliban coming back into power, which Washington appears to be coming to peace with now. Meanwhile, Trump has also continued and escalated the trend started under the Biden administration of turning the "war on terror" inward. The president is now threatening to deploy the military against what he calls the "enemy from within," as his administration pushes to treat a variety of domestic critics, dissidents, and opposition groups as terrorist threats over their First Amendment-protected activity. Expansive powers claimed by President Bush and then Obama [were] used in new, alarming ways they were never originally intended for, including to intimidate and punish political dissent. What we are witnessing is the war on terror in zombie form: devoid of its original life force and human drive, but more dangerous than ever, as it shuffles mindlessly forward in a search for human flesh to no end.

Note: The number of terrorism-linked fatalities in Africa was very low in 2003. After the US began counterterrorism efforts on the continent, the number of terrorism-related deaths increased by more than 82,000 percent. In our comprehensive Military-Intelligence Corruption Information Center, we present undeniable evidence that US geopolitical interests have never been loyal to nations or human rights values it claims to defend – only to the ongoing consolidation of power.

Obama admin assessed Russia played no role in 2016 election result, declassified docs show
2025-07-18, New York Post
https://nypost.com/2025/07/18/us-news/obama-admin-assessed-russia-played-no-r...

The Obama administration knew before and after the 2016 election that Russia did not affect the vote's outcome through cyberattacks. Director of National Intelligence (DNI) Tulsi Gabbard made public more than 100 pages of emails, memos and other records cataloguing what she called Obama officials' "conspiracy to subvert President Trump's 2016 victory." Both before and after Democrat Hillary Clinton's loss, the US Intelligence Community assessed that Russia played no significant role influencing the election. Among the documents was a Sept. 12, 2016, Intelligence Community Assessment that determined "foreign adversaries do not have and will probably not obtain the capabilities to successfully execute widespread and undetected cyber attacks" on election infrastructure. On Dec. 7, 2016, then-DNI James Clapper's office also concluded: "We have no evidence of cyber manipulation of election infrastructure intended to alter results." But those findings were suppressed after the FBI ... said it was going to "dissent" from the draft's conclusions "based on some new guidance." Clapper then spearheaded an alternative intelligence report claiming the Kremlin orchestrated hackings of Democratic National Committee emails ... and intervened in the presidential contest in favor of Trump. [Obama] ordered a new intelligence assessment from the CIA, FBI, NSA and DHS ... which ended up including the since-debunked dossier produced by former MI6 spy Christopher Steele.

Note: The security firm CrowdStrike was hired to investigate the alleged Russian hack of DNC servers in 2016 and found no proof that any emails from the system had been exfiltrated. All they found was inconclusive circumstantial evidence, which was presented as proof in media to the public. This deflected from the DNC and Clinton campaign's sabotage of Bernie Sanders and the damaging content of leaked DNC emails. In 2022, the DNC and Clinton campaign were fined by the FEC for obscuring their role in funding the debunked Steele dossier. Clinton also personally approved sharing another unverified claim with the press that alleged a secret Trump-Russia server connection, which helped trigger an FBI investigation later found to be discredited. Why are we not connecting the dots?

CIA Contradicts Obama Officials' Sworn Denials About Russiagate Report
2025-07-08, Real Clear Investigations
https://www.realclearinvestigations.com/articles/2025/07/08/cia_contradicts_o...

New evidence suggests that some of the highest-ranking officials in the Obama-era CIA and FBI perjured themselves regarding their claims that Russian President Vladimir Putin helped Donald Trump secure his victory in 2016. A newly released CIA review challenges their sworn denials to Congress that the Steele dossier – a discredited set of allegations about Trump funded by Hillary Clinton's campaign – was used as the basis for the years-long Russiagate probe that hamstrung President Trump's first term. The eight-page review conducted by career CIA analysts found the dossier did, in fact, worm its way into the text of the highly classified report known as an Intelligence Community Assessment (ICA) to buttress the thinly sourced, yet inflammatory allegation that "Putin and the Russian Government aspired to help President-elect Trump's election chances." Former CIA Director John Brennan, for one, insisted in his sworn May 2017 testimony before Congress that the Steele dossier was not "in any way" used as a basis for the so-called ICA completed in late December 2016. Likewise, then-National Intelligence Director James Clapper said in an official January 2017 statement that "we did not rely upon [the dossier] in any way for our conclusions." The CIA review shows that the unverified and now-debunked dossier was used as support for the intelligence analysis, not just as a sidebar as Obama officials have maintained.

Did the CIA Kill A Top Staff Member of the House Intelligence Committee Twenty Five Years Ago To Try and Protect Its Reputation?
2025-06-04, Covert Action
https://covertactionmagazine.com/2025/06/04/did-the-cia-kill-a-top-staff-memb...

On June 4, 2000, John Millis, a former CIA case officer then serving as the top staff member of the House Intelligence Committee, died of a reported suicide at a seedy Fairfax, Virginia motel after he was found with a gunshot wound to the head. Millis' death occurred the day after he forced the CIA to release a controversial report he had authored on the CIA's alleged links to cocaine smuggling by Nicaraguan drug rings who were connected with criminal groups in Los Angeles. The Fairfax police refused to reveal the contents of an alleged suicide note written by Millis and the Fairfax County Coroner's report. Fairfax city detectives told residents of the motel where Millis died not to talk to anyone about the "suicide," including the media. In 1996 and 1997, [Millis] was staff director of a special Congressional committee that investigated the Clinton administration's approval of arms shipments from Iran to Muslim forces in Bosnia. These Muslims forces included two alleged 9/11 hijackers, Nawaf al Hazmi and Khalid al Mindhar, and alleged 9/11 mastermind Khalid Sheikh Mohammed, along with other Al Qaeda operatives. Two months after Millis' death, Insight Magazine, owned by the right-wing Washington Times, claimed that Millis had killed himself because his wife, Linda, discovered that he was involved in a homosexual relationship. The article is believed to have been CIA disinformation that was part of the coverup of Millis' murder.

Note: Journalist Gary Webb also died by apparent suicide after exposing CIA involvement with drug trafficking. Read our in-depth Substack, "How The Deep State Won the War on Drugs: A Complete Timeline," which reveals undeniable evidence that drug trafficking is an essential tool used by the US government and authoritarian regimes around the world to maintain power. When the U.S. Military Gave People Radiation Poisoning To Study the Effects of Nuclear War
2025-05-19, Aol News
https://www.aol.com/news/u-military-gave-people-radiation-100037070.html

Uncle Sam conducted several pointless and destructive experiments on his own people during the Cold War. The most infamous was MKUltra, the CIA's project to develop procedures for mind control using psychedelic drugs and psychological torture. During Operation Sea-Spray, the U.S. Navy secretly sprayed San Francisco with bacteria to simulate a biological attack. San Francisco was also the site of a series of radiation experiments by the U.S. Navy. A 2024 investigation by the San Francisco Public Press and The Guardian revealed that the city's U.S. Naval Radiological Defense Laboratory had exposed at least 1,073 people to radiation over 24 experiments between 1946 and 1963. The tests came during a time when the effects of nuclear radiation were a pressing concern, and were conducted without ethical safeguards. Conscripted soldiers and civilian volunteers were sent into radioactive conditions or purposely dosed with radiation without their informed consent. The lab didn't bother following up. The Radiological Defense Laboratory ... closed in 1969. In 2013, whistleblowers brought a lawsuit against a decontamination contractor for cutting corners and faking results; in January 2025, the contractor agreed to pay a $97 million settlement. Scientists [there had] developed "synthetic fallout"–dirt laced with radioactive isotopes to simulate the waste created by a nuclear war. They had test subjects practice cleaning it up, rub it on their skin, or crawl around in it.

The latest release of Kennedy assassination records offers intrigue – and lots of breadcrumbs
2025-03-21, Washington Post
https://www.washingtonpost.com/investigations/2025/03/21/latest-release-kenne...

With the release of more John F. Kennedy assassination records from the National Archives, [a] little paragraph rose from the dust. We already knew the government was opening the mail of American citizens. But it turns out the CIA had as many as 300 of its employees engaged in various aspects of its mail "coverage" operation – which included reading Lee Harvey Oswald's letters – at a cost of $1 million a year. Jefferson Morley, a former Washington Post editor and reporter ... published a startling conclusion on the Substack page that he edits, JFKFacts: "The fact pattern emerging from the new JFK documents shows that: A small clique in CIA counterintelligence was responsible for JFK's assassination." "I'm not saying that [the CIA's counterintelligence chief James Angleton] was the mastermind of the assassination. But he was the mastermind behind Oswald," Morley said. "The failure of Angleton to intercept or do anything about Oswald at the same time that he's running operations around him – that combination, yes – that tells me Angleton played a complicit role in Kennedy's assassination." The FBI memo reveals information that had been hidden until now: "The envelopes were microfilmed and the names and addresses appearing thereon were indexed with IBM equipment. Several months ago CIA began opening some of this mail, microfilming the contents and indexing pertinent data therein. Approximately 250,000 names have been indexed by CIA."

C.I.A. Now Favors Lab Leak Theory to Explain Covid's Origins
2025-01-25, New York Times
https://www.nytimes.com/2025/01/25/us/politics/cia-covid-lab-leak.html

The C.I.A. has said for years that it did not have enough information to conclude whether the Covid pandemic emerged naturally from a wet market in Wuhan, China, or from an accidental leak at a research lab there. But the agency issued a new assessment this week, with analysts saying they now favor the lab theory. There is no new intelligence behind the agency's shift, officials said. John Ratcliffe, the new director of the C.I.A., has long favored the lab leak hypothesis. He has said it is a critical piece of intelligence that needs to be understood and that it has consequences for U.S.-Chinese relations. The announcement of the shift came shortly after Mr. Ratcliffe told Breitbart News he no longer wanted the agency "on the sidelines" of the debate over the origins of the Covid pandemic. Mr. Ratcliffe has long said he believes that the virus most likely emerged from the Wuhan Institute of Virology. Even in the absence of hard intelligence, the lab leak hypothesis has been gaining ground inside spy agencies. But some analysts question the wisdom of shifting a position in absence of new information. Five agencies, including the National Intelligence Council and the Defense Intelligence Agency, assessed that natural exposure most likely caused the epidemic. But they said that they had only low-confidence in their assessment. Until now, two agencies, the F.B.I. and Department of Energy, thought a lab leak was more likely. But their theories are different.

Note: For years, the lab leak hypothesis was labeled as "racist," " thoroughly debunked," and "something out of a comic book." If intelligence agencies are just now admitting the lab leak is ‘more likely,' does that mean they were ignoring or covering up evidence–or just waiting for the political winds to shift? Watch our Mindful News Brief on the strong evidence that bioweapons research created COVID-19.

The Pentagon Wants to Use AI to Create Deepfake Internet Users
2024-10-17, The Intercept
https://theintercept.com/2024/10/17/pentagon-ai-deepfake-internet-users/

The United States' secretive Special Operations Command is looking for companies to help create deepfake internet users so convincing that neither humans nor computers will be able to detect they are fake. Academic and private sector researchers have been engaged in a race ... to create undetectable deepfakes. The plan, mentioned in a new 76-page wish list by the Department of Defense's Joint Special Operations Command, or JSOC, outlines advanced technologies desired for country's most elite, clandestine military efforts. "Special Operations Forces (SOF) are interested in technologies that can generate convincing online personas for use on social media platforms, social networking sites, and other online content." JSOC wants the ability to create online user profiles that "appear to be a unique individual that ... does not exist in the real world," with each featuring "multiple expressions" and "Government Identification quality photos." The document notes that "the solution should include facial & background imagery, facial & background video, and audio layers." JSOC hopes to be able to generate "selfie video" from these fabricated humans. Each deepfake selfie will come with a matching faked background, "to create a virtual environment undetectable by social media algorithms." A joint statement by the NSA, FBI, and CISA warned [that] the global proliferation of deepfake technology [is] a "top risk" for 2023. An April paper by the U.S. Army's Strategic Studies Institute was similarly concerned: "Experts expect the malicious use of AI, including the creation of deepfake videos to sow disinformation to polarize societies and deepen grievances, to grow over the next decade."

DOJ sued for stonewalling on ‘secret' surveillance records of congressional staff during Russiagate
2024-08-27, New York Post
https://nypost.com/2024/08/27/us-news/doj-sued-for-stonewalling-on-secret-rus...

A whistleblower group is suing the Department of Justice over its efforts to "secretly surveil" congressional staff conducting oversight on the FBI's Trump-Russia investigation. Empower Oversight Whistleblowers and Research says in a civil suit filed Tuesday that the DOJ has repeatedly stonewalled records requests involving the "undisputed" surveillance. Its suit seeks to force the Justice Department to hand over records related to the alleged unconstitutional surveillance. Empower's founder, Jason Foster, discovered in October that he was one of those congressional staff members surveilled by the Justice Department while serving as Iowa GOP Sen. Chuck Grassley's chief investigative counsel. "Last fall, @Google told me @TheJusticeDept forced it to secretly turn over my comms records in 2017," Foster posted on X, referencing a Sept. 12 subpoena that year for his private cell phone and email communications. Foster confirmed the DOJ and FBI also "targeted a dozen or so other Capitol Hill attorneys' personal accounts – from both political parties" who were looking into the FBI misconduct that included Foreign Intelligence Surveillance Act abuses as well. Both federal law-enforcement agencies later imposed non-disclosure orders for six years on Google and other big tech giants such as Apple and Verizon that had been subpoenaed for congressional staff communications.

We Built a Surveillance State. What Now?
2024-08-20, Project on Government Oversight
https://www.pogo.org/analysis/we-built-a-surveillance-state-what-now

Surveillance technologies have evolved at a rapid clip over the last two decades – as has the government's willingness to use them in ways that are genuinely incompatible with a free society. The intelligence failures that allowed for the attacks on September 11 poured the concrete of the surveillance state foundation. The gradual but dramatic construction of this surveillance state is something that Republicans and Democrats alike are responsible for. Our country cannot build and expand a surveillance superstructure and expect that it will not be turned against the people it is meant to protect. The data that's being collected reflect intimate details about our closely held beliefs, our biology and health, daily activities, physical location, movement patterns, and more. Facial recognition, DNA collection, and location tracking represent three of the most pressing areas of concern and are ripe for exploitation. Data brokers can use tens of thousands of data points to develop a detailed dossier on you that they can sell to the government (and others). Essentially, the data broker loophole allows a law enforcement agency or other government agency such as the NSA or Department of Defense to give a third party data broker money to hand over the data from your phone – rather than get a warrant. When pressed by the intelligence community and administration, policymakers on both sides of the aisle failed to draw upon the lessons of history.

Stop mourning the Murthy case, start fighting the censorship-industrial complex
2024-07-11, The Hill
https://thehill.com/opinion/judiciary/4763829-big-tech-censorship-murthy-gove...

After government officials like former White House advisers Rob Flaherty and Andy Slavitt repeatedly harangued platforms such as Facebook to censor Americans who contested the government's narrative on COVID-19 vaccines, Missouri and Louisiana sued. They claimed that the practice violates the First Amendment. Following years of litigation, the Supreme Court threw cold water on their efforts, ruling in Murthy v. Missouri that states and the individual plaintiffs lacked standing to sue the government for its actions. The government often disguised its censorship requests by coordinating with ostensibly "private" civil society groups to pressure tech companies to remove or shadow ban targeted content. According to the U.S. House Weaponization Committee's November 2023 interim report, the Cybersecurity and Infrastructure Security Agency requested that the now-defunct Stanford Internet Observatory create a public-private partnership to counter election "misinformation" in 2020. This consortium of government and private entities took the form of the Election Integrity Partnership (EIP). EIP's "private" civil society partners then forwarded the flagged content to Big Tech platforms like Facebook, YouTube, TikTok and Twitter. These "private" groups ... receive millions of taxpayer dollars from the National Science Foundation, the State Department and the U.S Department of Justice. Legislation like the COLLUDE Act would ... clarify that Section 230 does not apply when platforms censor legal speech "as a result of a communication" from a "governmental entity" or from an non-profit "acting at the request or behest of a governmental entity."

FBI abuses security clearance to ‘purge' conservatives, views them as ‘unworthy' of employment: whistleblower
2024-07-02, New York Post
https://nypost.com/2024/07/02/us-news/fbi-harbors-security-concerns-about-con...

The FBI is abusing its security clearance process to "purge" political conservatives from the bureau, according to recent whistleblower disclosures. The federal law enforcement agency's Security Division has been suspending or revoking clearances for employees whose political affiliation or COVID-19 vaccination status are suspect, a supervisory special agent who formerly worked in the division alleges. he unnamed agent, who is described as "a registered Democrat" and is represented by the nonprofit Empower Oversight, further claims that high-ranking officials in the division believed "if an FBI employee fit a certain profile as a political conservative, they were viewed as security concerns and unworthy to work at the FBI." In the case of Marcus Allen, a former FBI staff operations specialist (SOS) suspended without pay for more than two years, the officials ignored "possibly exculpatory information" and overruled investigators who "concluded [that] the suspension of his security clearance was not warranted." That decision came after Allen informed his supervisors ... that he did not intend to take the COVID-19 vaccine. "The FBI has used the clearance process as a means to force employees out of the FBI by inflicting severe financial distress: suspending their clearance, suspending them from duty without pay, [and] requiring them to obtain permission to take any other job while stuck in this unpaid limbo," [Empower President Tristan Leavitt] told House Judiciary Committee chairman Jim Jordan.

Fat Leonard bribery cases fall apart because of prosecution blunders

Few Navy officers entangled themselves in the Fat Leonard corruption scandal more than Steve Shedd. In court documents and testimony, the former warship captain confessed to leaking military secrets on 10 occasions for prostitutes, vacations, luxury watches and other bribes worth $105,000. Shedd might avoid punishment for his crimes. The reason: a pattern of prosecutorial misconduct in the Fat Leonard investigation that has caused several cases to unravel so far and is threatening to undermine more. The cases collapsed after defense attorneys alleged that prosecutors from the U.S. attorney's office in San Diego relied on flawed evidence and withheld information favorable to the defense during the 2022 bribery trial of five other officers who had served in the Navy's 7th Fleet in Asia. After Francis's arrest in 2013, nearly 1,000 individuals came under scrutiny, including 91 admirals. Federal prosecutors brought criminal charges against 34 defendants. Twenty-nine of them, including Shedd, pleaded guilty. Legal analysts said it is possible that even Francis might catch a break, though he has already pleaded guilty to bribing "scores" of military officers and defrauding the Navy of tens of millions of dollars. During the 2022 trial ... the prosecution team led by Assistant U.S. Attorney Mark Pletcher withheld a witness statement that contradicted some of the government's allegations and did not divulge that one of its lead investigators had made inaccurate statements.

How Fat Leonard compromised admirals in charge of Navy intelligence

Leonard Glenn Francis, and his company, Glenn Defense Marine Asia, held $200 million in contracts to resupply U.S. Navy ships and provide port security in Asia. But Francis had recently been arrested. Federal agents were shocked to discover ... that he had obtained reams of classified information from corrupt Navy officers about the itineraries of U.S. warships and submarines. Francis, a high school dropout with a prior felony record, penetrated the Navy's elaborate counterintelligence defenses with astonishing ease – and far more extensively than the Pentagon has publicly acknowledged – by bribing ... officers for classified material. Navy counterintelligence officials failed to detect hemorrhaging leaks of military secrets to Francis while he exploited the information for his company's bottom line. Since 2015, 10 Navy officers have admitted to leaking classified material to Francis and his firm in exchange for prostitutes, cash and other favors, the records show, making the Malaysian defense contractor among the most prolific espionage agents in modern history. After a lengthy investigation and the suspension of [Vice Adm. Ted Branch and Rear Adm. Bruce Loveless'] access to classified information, the Navy determined that Branch violated federal ethics rules and committed official misconduct by accepting meals and other gifts from Francis. Loveless was indicted and tried on bribery charges, though prosecutors dropped the case against him.
