Four decades ago, [CIA operative Stefan] Halper was responsible for a long-forgotten spying scandal involving the 1980 election. The Reagan campaign – using CIA officials managed by Halper, reportedly under the direction of former CIA Director and then-Vice-Presidential candidate George H.W. Bush – got caught running a spying operation from inside the Carter administration. The plot involved CIA operatives passing classified information about Carter’s foreign policy to Reagan campaign officials. Over the past several weeks, House Republicans have been claiming that the FBI during the 2016 election used an operative to spy on the Trump campaign, and they triggered outrage within the FBI by trying to learn his identity. On May 8, the Washington Post described the informant as “a top-secret intelligence source” and cited DOJ officials as arguing that disclosure of his name “could risk lives by potentially exposing the source, a U.S. citizen who has provided intelligence to the CIA and FBI.” But now ... everyone knows the name of the FBI’s informant: Stefan Halper. So as it turns out, the informant used by the FBI in 2016 to gather information on the Trump campaign was not some previously unknown, top-secret asset whose exposure as an operative could jeopardize lives. Quite the contrary: his decades of work for the CIA – including his role in an obviously unethical if not criminal spying operation during the 1980 presidential campaign – is quite publicly known.

EPA again blocks journalists from attending summit

The Environmental Protection Agency on Wednesday barred journalists for the second consecutive day from attending a national summit focused on water contaminants, telling reporters from CNN and other news organizations that they would not be permitted inside the venue. Carrie Budoff Brown, editor of Politico, said in a statement that her publication "would much rather be writing about the agency's efforts to address this health problem than about reporters being excluded. "The summit was focused on an important public health crisis that has affected drinking water supplies across the country, and chemicals that are present in the bloodstreams of nearly all Americans," she added. "We believe it is important that the news media have access to the entirety of this discussion to keep the public informed." On Tuesday, the EPA blocked several journalists, including those from CNN and the Associated Press, from entering the venue when Scott Pruitt, the agency's chief, was speaking. Only those journalists specifically selected by the EPA were permitted to enter the premises. Sally Buzbee, executive editor of the Associated Press, called the move to block journalists "a direct threat to the public's right to know about what his happening inside their government." Saudi Arabia’s Crown Prince Mohammed bin Salman has cast himself as a reformer, advocating equality for women and granting them the right to drive. But in the past few days, Saudi activists who called for exactly those things were arrested, accused by the authorities of undermining national security and branded “traitors” in pro-government newspapers. The unusually vicious state-led crackdown has targeted Saudi Arabia’s most prominent women’s rights advocates, including activists who led the first protests against the driving ban decades ago and were jailed for their defiance. The arrests have been puzzling for their timing — occurring just weeks before the driving ban is set to be lifted. But Saudis have also been stunned by the gravity of the charges and the deeply personal attacks on the activists, whose pictures were circulated in government-friendly media outlets in what human rights groups called a smear campaign intended to silence calls for women’s rights. We brought together a panel of more than 100 cybersecurity leaders from across government, the private sector, academia and the research community for a new feature called The Network — an ongoing, informal survey. Our first survey revealed deep concerns that states aren’t prepared to defend themselves against the types of cyberattacks that disrupted the 2016 presidential election. Several experts said that state voter registration databases are particularly vulnerable — and make an appealing target for attackers who want to sow confusion and undermine confidence in the voting process. “The voting machines themselves are only part of the story,” said Matt Blaze, a cryptographer and computer science professor. “The ‘back end’ systems, used by states and counties for voter registration and counting ballots, are equally critical to election security, and these systems are often connected, directly or indirectly, to the Internet.” Jay Kaplan, co-founder of the cybersecurity firm Synack, notes a bright spot: The Election Assistance Commission has a national voting system certification program to independently verify that a voting system meets security requirements. “However, testing for this certification is completely optional,” said Kaplan. “States can set their own standards for voting systems. As such, some states are significantly more buttoned up than others. The reality is states are understaffed, underfunded, and are too heavily reliant on election-system vendors securing their own systems.”

Hundreds of academics have urged Google to abandon its work on a U.S. Department of Defense-led drone program codenamed Project Maven. An open letter calling for change was published Monday by the International Committee for Robot Arms Control (ICRAC). The project is formally known as the Algorithmic Warfare Cross-Functional Team. Its objective is to turn the enormous volume of data available to DoD into actionable intelligence. More than 3,000 Google staffers signed a petition in April in protest at the company's focus on warfare. We believe that Google should not be in the business of war, it read. Therefore we ask that Project Maven be cancelled. The ICRAC warned this week the project could potentially be mixed with general user data and exploited to aid targeted killing. Currently, its letter has nearly 500 signatures. It stated: We are ... deeply concerned about the possible integration of Googles data on peoples everyday lives with military surveillance data, and its combined application to targeted killing ... Google has moved into military work without subjecting itself to public debate or deliberation. Google employees quit over controversial Pentagon work

Theres something eating at Google employees. Roughly one dozen employees of the search giant have resigned in the wake of reports that the ... company is providing artificial intelligence to the Pentagon. The employees resigned because of ethical concerns over the companys work with the Defense Department that includes helping the military speed up analysis of drone footage by automatically classifying images of objects and people, Gizmodo reported. Many of the employees who quit have written accounts of their decisions to leave the company. Their stories have been gathered and shared in an internal document. Google is helping the DoDs Project Maven implement machine learning to classify images gathered by drones, according to the report. Some employees believe humans, not algorithms, should be responsible for this sensitive and potentially lethal work - and that Google shouldnt be involved in military work at all. The 12 resignations are the first known mass resignations at Google in protest against one of the companys business decisions - and they speak to the strongly felt ethical concerns of the employees who are departing. In addition to the resignations, nearly 4,000 Google employees have voiced their opposition to Project Maven in an internal petition that asks Google to immediately cancel the contract and institute a policy against taking on future military work.

Mark Warner, the vice chair of the Senate Intelligence Committee, to oppose Haspel’s confirmation as CIA director. “I have evaluated Mr. Abdal Rahim al-Nashiri, as well as close to 20 other men who were tortured” in U.S. custody, including several who were tortured “as part of the CIA’s RDI [Rendition, Detention, and Interrogation] program. I am one of the only health professionals he has ever talked to about his torture,” Dr. Sondra Crosby, a professor ... at Boston University, wrote to Warner’s legislative director. “He is irreversibly damaged by torture that was unusually cruel. Michael Cohen, President Trump’s personal attorney, solicited a payment of at least $1 million from the government of Qatar in late 2016, in exchange for access to and advice about the then-incoming administration. The offer, which Qatar declined, came on the margins of a Dec. 12 meeting that year at Trump Tower between the Persian Gulf state’s foreign minister and Michael Flynn, who became Trump’s first national security adviser. Fidel Castro and the ‘secret war’ waged by CIA

It was known as the “secret war,” but the covert campaign the Kennedy administration waged against Fidel Castro in the years after the Bay of Pigs rivaled open warfare in time, effort and money spent. It was a war waged largely by the Central Intelligence Agency from an informal command post at what was then the south campus of the University of Miami - home to JMWAVE, the code name for the biggest CIA station in the world outside Langley, Virginia. From there, upward of 400 full-time CIA officers toiled, plotting the covert campaign against Cuba, ranging from sabotage to assassination. Its chief from 1962 to 1965 ... was Ted Shackley. But Shackley was not the real commander of the covert war. That role fell to Robert F. Kennedy, the U.S. attorney general and brother of the president. By the fall of 1961, under intense prodding from Robert Kennedy, the U.S. policy had evolved into Operation Mongoose, the code name for a multiagency covert action plan designed to bring down Castro. The basic concept of the entire operation was to “bring about the revolt of the Cuban people ... and institute a new government,” [Mongoose operations chief Brig. Gen. Edward] Lansdale [said]. The budget of the Miami station has been estimated at $50 million annually during its peak years. In the most active period - roughly 1962 to 1964 - several thousand Cubans were on the payroll for a variety of tasks, ranging from sabotage and infiltration runs to Cuba to propaganda activities.

The Miami Herald, the CIA, and the Bay of Pigs scoop that didn’t run

President John F. Kennedy sent an army of anti-Castro exiles backed by the CIA onto the beach at Cuba’s Bay of Pigs to suffer bloody, catastrophic defeat. A few days later, [Kennedy] wondered aloud why nobody had talked him out of it. Could the Miami Herald have done that - talked him out of it? The Herald, seven months before the Bay of Pigs, had prepared a news story saying that the United States was planning to launch a military operation against Cuba. But the paper’s top management killed the story after CIA Director Allen Dulles said publishing it would hurt national security. In 1960, [reporter David Kraslow's] contacts at the Justice Department ... told him of a brutal feud between legendary FBI director J. Edgar Hoover and the CIA. The CIA wanted to train an army of Cuban exiles to overthrow Castro; the FBI was charged with enforcing the federal Neutrality Act that makes it illegal to stage a military expedition against another country from U.S. territory. Kraslow had a blockbuster story. “It was about 1,500 words and it said the CIA was secretly recruiting and training Cuban exiles for some sort of major military operation against Castro,” he recalls. The Herald wouldn’t run it. Training of the Cuban exiles was moved out the United States to Guatemala. On Jan. 10, 1961, [The New York Times] published a story on the ... base in Guatemala. The day after that, the Herald published its own story. A little editor’s note explained that the Herald had held up the news “for more than two months”.

U.S. Paid 10 Journalists for Anti-Castro Reports

The Bush administration’s Office of Cuba Broadcasting paid 10 journalists here to provide commentary on Radio and TV Martí, which transmit to Cuba government broadcasts critical of Fidel Castro, a spokesman for the office said Friday. The group included three journalists at El Nuevo Herald, the Spanish-language sister newspaper of The Miami Herald, which fired them Thursday after learning of the relationship. Pablo Alfonso, who reports on Cuba for El Nuevo Herald, received the largest payment, almost $175,000 since 2001. Other journalists have been found to accept money from the Bush administration, including Armstrong Williams, a commentator and talk-show host who received $240,000 to promote its education initiatives. But while the Castro regime has long alleged that some Cuban-American reporters in Miami were paid by the government, the revelation on Friday ... was the first evidence of that. After Mr. Williams admitted in 2005 to accepting money from the Federal Education Department through a public relations company, federal auditors said the Bush administration had violated the law by disseminating “covert propaganda.” A few months later, The Los Angeles Times reported that the Pentagon had paid millions of dollars to another public relations firm to plant propaganda in the Iraqi news media and pay friendly Iraqi journalists monthly stipends.

At $75,560, housing a prisoner in California now costs more than a year at Harvard

The cost of imprisoning each of California’s 130,000 inmates is expected to reach a record $75,560 in the next year. That’s enough to cover the annual cost of attending Harvard University and still have plenty left over. [The] spending plan for the fiscal year that starts July 1 includes a record $11.4 billion for the corrections department while also predicting that there will be 11,500 fewer inmates in four years because voters in November approved earlier releases for many inmates. The price for each inmate has doubled since 2005, even as court orders related to overcrowding have reduced the population by about one-quarter. Salaries and benefits for prison guards and medical providers drove much of the increase. The result is a per-inmate cost that is the nation’s highest — and $2,000 above tuition, fees, room and board, and other expenses to attend Harvard. Since 2015, California’s per-inmate costs have surged nearly $10,000, or about 13%. Critics say with fewer inmates, the costs should be falling. Bosses read workers' minds: It's not the future, it's now

Chinese companies are picking their employees’ brains - literally - with mind-reading devices designed to improve efficiency and performance. Workers are being outfitted with safety helmet-like caps that monitor brain waves and send the information to computers that use artificial intelligence algorithms to detect emotional spikes, like depression, anxiety and rage. The Orwellian technology has been used on factory employees, train conductors and workers at State Grid Zhejian Electric Power. State Grid, which has 40,000 employees ... said the company’s profits have increased by about $315 million since it implemented the surveillance caps in 2014. The government-funded brain-monitoring project, called Neuro Cap, has been implemented in more than a dozen factories and businesses. Jin Jia, an associate professor of brain science and cognitive psychology at Ningbo University, which is hosting the project, said the brain caps allow workers to be better managed. Qiao Zhian, professor of management psychology at Beijing Normal University, said the devices could give companies a competitive boost - but warned they could also violate privacy in the worst way. “There is no law or regulation to limit the use of this kind of equipment in China. The employer may have a strong incentive to use the technology for higher profit, and the employees are usually in too weak a position to say no,” he said. “The selling of Facebook data is bad enough. Brain surveillance can take privacy abuse to a whole new level.”

Separately, FDA chemist Narong Chamkasem found “over-the-tolerance” levels of glyphosate in corn, detected at 6.5 parts per million, an FDA email states. The legal limit is 5.0 ppm. An illegal level would normally be reported to the Environmental Protection Agency (EPA), but an FDA supervisor wrote to an EPA official that the corn was not considered an “official sample”.

In 1956, Velma Orlikow checked herself into a renowned Canadian psychiatric hospital, the Allan Memorial Institute in Montreal. Instead of improving, her condition deteriorated – and her personality underwent jarring changes. More than two decades passed before ... her family had an explanation, and it was much stranger than any of them could imagine: in 1977 it emerged that the CIA had been funding experiments in mind-control brainwashing at the institute as part of a North America-wide project known as MK Ultra. Orlikow was one of several hundred patients who became unwitting subjects of these experiments in Montreal in the late 1950s and early 60s. “It’s almost impossible to believe,” said her granddaughter, Sarah Anne Johnson. “Some of the things [psychiatrist Ewen Cameron] did to his patients are so horrible and unbelievable that it sounds like the stuff of nightmares.” Patients were subjected to high-voltage electroshock therapy several times a day, forced into drug-induced sleeps that could last months and injected with megadoses of LSD. After reducing them to a childlike state ... Cameron would attempt to reprogram them by bombarding them with recorded messages for up to 16 hours at a time. Years later, Johnson found out that the experiments had wreaked havoc on Orlikow’s brain; it could take her three weeks to read a newspaper, months to write a letter, and years to read a book. Similar scenes played out across Canada as former patients of the institute attempted to return to their lives. “It tainted our whole family,” said Alison Steel, whose mother was admitted to the institute in 1957.

Department of Justice Removes 'Press Freedom' Language in Manual for Federal Prosecutors

The Department of Justice has scrubbed and revised language concerning press freedom and civil rights from its manual for federal prosecutors. In a broad revamping - the first in over 20 years - a subsection titled “Need for Free Press and Public Trial” was taken out. "The purpose of that review is to identify redundant sections and language, areas that required greater clarity, and any content that needed to be added to help department attorneys perform core prosecutorial functions," Ian D. Prior, a spokesperson for the Department of Justice, [said]. "Taken in isolation, I’m not sure how much we should read into the language changed in the DOJ manual," Alexandra Ellerbeck, the North America program coordinator for the Committee to Protect Journalists, told Newsweek. Ellerbeck pointed out, however, that removing the “need for the free press” section is concerning, considering the level of hostility toward journalists. Since President Donald Trump has taken office, he has popularized the term "fake news". The administration has also made repeated threats to go after leakers, Ellerbeck said. Attorney General Jeff Sessions said in November there are 27 open leak investigations. In comparison, Sessions noted that during former President Barack Obama's administration, the DOJ investigated "three per year." Reporters Without Borders released its annual World Press Freedom Index last week and cited an increasing sense of “hostility” toward the media. The U.S. fell back two places in rankings.

The National Memorial for Peace and Justice, which opens on Thursday, is a place unlike any other in the United States. Together with a new Legacy Museum which also opens this week, it addresses head on a subject that has been marked by a booming silence until now – the enforcement of white supremacy in America through racial terrorism in the form of lynching, as well as its other guises: slavery, segregation and modern mass incarceration. The memorial records and honors the more than 4,000 people of color ... who lost their lives to terror lynching. [It] sits audaciously atop a hill overlooking the heart of Montgomery. From its grounds you look down on the state capitol, the legislative beating heart of Alabama that acted as the first capital of the Confederacy and presides over a state constitution that to this day outlaws white and black kids going to school together: in 2004 and 2012 Alabamans held referendums on whether to remove the racist ban; both times the overwhelmingly white majority voted to keep it. [Equal Justice Initiative] has identified more than 4,384 lynchings by white people of people of colour [from] 1877 to 1950. They spanned 800 counties. Huge crowds often turned out: 10,000 to watch Henry Smith, 17, tortured and burned on a 10ft-high stage in Paris, Texas in 1893; 20,000 at the burning alive of Willy Brown in Omaha, Nebraska in 1919. Such was the communal complicity that sometimes entire white communities would attend – to a man, woman and child.
