Chilcot report: key points from the Iraq inquiry

The Chilcot inquiry has delivered a damning verdict on the decision by former prime minister Tony Blair to commit British troops to the US-led invasion of Iraq in 2003. Chilcot finds that Blair deliberately exaggerated the threat posed by the Iraqi regime as he sought to make the case for military action to MPs and the public in the buildup to the invasion. The then prime minister disregarded warnings about the potential consequences of military action, and relied too heavily on his own beliefs, rather than the more nuanced judgments of the intelligence services. Tony Blair wrote to George W Bush eight months before the Iraq invasion to offer his unqualified backing for war well before UN weapons inspectors had complete their work, saying: “I will be with you, whatever.” The report says that between early 2002 and March 2003 Blair was told that, post-invasion, Iraq could degenerate into civil war. Chilcot rejects Blair’s claim that the subsequent chaos and sectarian conflict could not have been predicted. Before the war, Blair had said that the US-led invasion coalition would try to minimise civilian casualties. As the war and occupation unfolded, however, the MoD made only a “broad estimate” of how many Iraqis were being killed. More time was devoted to which department should have responsibility for the issue than was spent on finding out the number. The government’s main interest was to “rebut accusations that coalition forces were responsible for the deaths of large numbers” of Iraqis.

Panel member quits 'doomed' Scottish Child Abuse Inquiry

A key member of the Scottish government's child abuse inquiry has resigned, saying it is "doomed" by government interference. Psychology professor Michael Lamb said there had been "repeated threats" to the independence of the Scottish Child Abuse Inquiry. The major review is scheduled to last four years, but has been criticised by survivors of abuse. The inquiry, which concerns historical allegations of child abuse in Scotland, will examine the extent of abuse of children in care, and identify any systemic failures. It launched a formal call for evidence in March, but has already heard from some seriously ill or very elderly survivors. Mr Lamb - one of three members of the panel, alongside chairwoman Susan O'Brien QC and Glenn Houston - said the project had "noble and worthy goals", but that it was ultimately "doomed". In a letter to Education Secretary John Swinney, he said: "It has become increasingly clear over the last nine months that the panel cannot act independently and that the Scottish government intends to continue interfering in ways large and small, directly and indirectly. Continuing interference threatens to prevent the inquiry from investigating thoroughly and taking robust evidence of the highest quality. The Scottish government has delayed or prevented the appointment of crucial members of staff for prolonged periods of time while its officials have questioned the decisions made by the supposedly independent inquiry."

On September 18, 2015, Guatemalan professor Rigoberto Lima Choc awaited a judges decision on an issue he had been the first to uncover: A company was polluting the waters of La Pasin River. Lima Choc had not only documented and reported the problem but had also taken journalists and photographers to witness the fish slaughter. That day, as he walked down the steps of the courthouse, two men on a motorcycle approached and fired at him. He died on the spot. Lima Chocs death is, sadly ... not an exception. Through 2015 a worldwide total of 185 murders of this kind were documented by the nongovernmental organization Global Witness. A detailed report on these deaths ... implies a significant growth from one year to the next. Latin America had the dubious honor of being the region with the highest number of conservationist murders - 122; Brazil took the lions share with 50 killings. Indigenous communities are especially vulnerable, and it is there where most environmental activists are killed. Just a few cases [leave] a documented record. Extreme torture: Inside China’s correctional facilities

Jintao Liu’s body shuddered in pain as he endured yet another day of extreme torture. He had woken to pins being pushed into his nails before he was forced to stand still in a yard for some 18 hours. During a lengthy stint in a series of Beijing detention centres and labour camps between 2006 and 2009 ... he was subjected to electric shocks, medical tests, forced feedings, beatings, violent sexual assaults and other barbaric forms of torture designed by prison guards to humiliate and inflict maximum pain. Mr Liu, 36, is one of thousands of people who have been incarcerated in some of China’s worst jails, labour camps and detention centres for practising Falun Gong. Doctors Against Forced Organ Harvesting (DAFOH) Australia spokeswoman Sophia Bryskine said the persecution of Falun Gong practitioners was still extensive with many being locked up “with no legal proceedings”. Since the Chinese government outlawed Falun Gong [in 1999], it has detained thousands - most likely hundreds of thousands - of practitioners, according to a 2008 report by the Congressional Commission on China. In 2006 the United Nations’ Special Rapporteur on Torture, Manfred Novak, concluded that 66 per cent of all prisoners in China were Falun Gong practitioners. Mr Lin said he witnessed many other political prisoners being tortured and humiliated during his stint behind bars. Some prisoners were tortured to death, he said.

The Supreme Court winks at an illegal police stop

At a time of justified concern about arbitrary police stops, the Supreme Court on Monday made such harassment more likely. By a 5-3 vote, the court upheld the search of a drug defendant that grew out of a stop that the state conceded was unlawful. The decision in a Utah case pokes yet another hole in an important principle: that courts may not consider evidence that is the result of an illegal search or seizure – the so-called “fruit of the poisonous tree.” Edward Strieff was stopped by a police officer after he walked out of a house in South Salt Lake City. After Strieff identified himself, the officer ran his name through a database and discovered an outstanding arrest warrant for a traffic violation. The officer then arrested Strieff on that charge and searched him, finding a bag containing methamphetamine and drug paraphernalia. The state subsequently admitted that the officer lacked reasonable suspicion to stop Strieff, as required under Supreme Court interpretations of the 4th Amendment. Writing for the majority, Justice Clarence Thomas concluded that it didn’t matter if the officer had no basis on which to stop Strieff; the evidence was admissible anyway. The decision could have far-reaching consequences. As Justice Sonia Sotomayor wrote in a powerful dissent: “This case allows the police to stop you on the street, demand your identification, and check it for outstanding traffic warrants - even if you are doing nothing wrong. If the officer discovers a warrant for a fine you forgot to pay, courts will now excuse his illegal stop.”

Terror watch lists have grown dramatically since 9/11

The push by congressional Democrats to bar suspected terrorists from acquiring guns and explosives has focused renewed attention on the government’s secretive terrorist watch lists, which have grown exponentially since the 9/11 attacks. Since the mass shooting in a gay nightclub in Orlando on June 12, Democrats have endorsed various measures to get weapons out of the hands of people on the lists. The Orlando shooter, Omar Mateen, had been on the FBI’s terrorist watch list but was removed in 2014. His was one of approximately 800,000 names in that database, the most prominent of at least seven overlapping watch lists. The government does not release the exact number of watch lists or the specific criteria for getting on them. The no-fly list ... contained 16 people on Sept. 11, 2001. By 2014, it had grown to about 64,000 people. Civil liberties advocates [say] the watch lists are riddled with inaccurate and outdated information, nearly impossible to get off and stigmatize the people on them. The largest watch list is The Terrorist Identities Datamart Environment (TIDE), maintained by the National Counterterrorism Center. As of August 2014, it contained about 1.1 million names. The FBI’s Terrorist Screening Center ... maintains what is known as the government’s "consolidated Terrorist Watchlist." It contains about 800,000 names. Last year, [a] federal judge ruled that the government’s lack of effective procedures for people to challenge their inclusion on the no-fly list was unconstitutional.

Whistle-Blower, Beware

June 6 will be the third anniversary of The Guardian’s publication of top-secret documents provided by [Edward] Snowden that showed that the National Security Agency was collecting the telephone records of tens of millions of Americans. Mr. Snowden [has been] denounced ... as a traitor. [Former Secretary of State Hillary] Clinton said in a Democratic presidential debate [that], “He could have gotten all of the protections of being a whistle-blower.” Thomas Drake would disagree. Mr. Drake was a senior N.S.A. official who had also complained, 12 years earlier, about warrantless surveillance. He went up the chain of command [to] the Defense Department’s Office of Inspector General. Things did not go well. F.B.I. agents raided his house. He was forced to resign and was indicted on 10 felony charges arising from an alleged “scheme” to improperly “retain and disclose classified information.” He ultimately pleaded guilty to a misdemeanor for “exceeding authorized use of a government computer” in exchange for the government’s dropping the other charges. He now works at an Apple store. Mr. Snowden followed the Drake case closely in the news media and drew the obvious conclusion: Going through [official] channels was worse than a dead end. [John] Crane, a former assistant inspector general in the Defense Department who oversaw the whistle-blower program, has now come forward alleging that Mr. Drake was persecuted by the very officials in his office who were supposed to protect him.

Edward Snowden has called for a complete overhaul of US whistleblower protections after a new source from deep inside the Pentagon came forward with a startling account of how the system became a “trap” for those seeking to expose wrongdoing. The account of John Crane ... appears to undermine Barack Obama, Hillary Clinton and [others] who argue that there were established routes for Snowden other than leaking to the media. Crane, a longtime assistant inspector general at the Pentagon, has accused his old office of retaliating against a major surveillance whistleblower, Thomas Drake. Not only did Pentagon officials provide Drake’s name to criminal investigators, Crane told the Guardian, they destroyed documents relevant to his defence. Thomas Drake’s legal ordeal ruined him financially. His case served as a prologue to Snowden’s. In 2002, Drake and NSA colleagues contacted the Pentagon inspector general to blow the whistle on [a] tool, Trailblazer, for mass-data analysis. Crane, head of the office’s whistleblower unit, assigned investigators. For over two years, with Drake as a major source, they ... prepared a lengthy secret report [that] eventually [helped] to kill the program. As far as Crane was concerned, the whistleblower system was working. But after an aspect of the NSA’s warrantless mass surveillance leaked to the New York Times, Drake himself came under investigation and eventually indictment [for] hoarding documentation – exactly what inspector-general investigators tell their whistleblowers to do.

When the price of the blood-pressure drug Nitropress leaped from $215 to $881 last year, an increase of 300%, it triggered public outrage. [Drug maker] Valeant Pharmaceuticals International ... would buy patents for unique, lifesaving drugs, hike their prices and then watch the profits roll in. In the wake of the Valeant pricing scandal ... congressional and media investigations have revealed that the embattled company’s business model is hardly unique. In a memo from Oct. 16, 2015 ... the global investment bank Canaccord Genuity wrote that the price increases were not out of the ordinary. In a report from the same day, BMO Capital Markets reiterated that Valeant’s tactics were a “common industry practice” and that “at least 14 different pharmaceutical companies, excluding Valeant,” had made similar price hikes in recent years. The drug industry boasts some of the biggest profits of any industry. Wall Street investors have swooned over the sector. From 2012 to the middle of 2015, more than $50 billion in new capital poured into the industry. That influx of cash shifted the character of the industry. Instead of focusing on time-consuming R&D, drug companies began worrying more about delivering short-term gains to shareholders. For 20 of the biggest drug companies, 80% of shareholder earnings in 2014 were the result of price hikes. [The] industry ... spends more on lobbying than any other industry in the country.

Senate OKs bill to let 9/11 families sue Saudi Arabia

The Senate approved a bill Tuesday to allow victims and families of the 9/11 attacks to sue Saudi Arabia for its alleged involvement in the terrorist strikes. The bill, which the White House opposes ... had stalled for months. It now heads to the House. In the end, the bill's authors - John Cornyn of Texas, the second ranking Senate Republican, and Chuck Schumer of New York, the third-ranking Senate Democrat - were able to pass the bill on a voice vote, a rare feat in the divided chamber. White House press secretary Josh Earnest renewed the threat that President Barack Obama will veto the bill. The White House and State Department say the bill could have dramatic ramifications. "This legislation would change long standing international law regarding sovereign immunity. The President ... continues to harbor serious concerns that this legislation would make the United States vulnerable in other court systems around the world," Earnest said. The bill would prevent Saudi Arabia and other countries alleged to have terrorist ties from invoking their sovereign immunity in federal court. Saudi Arabia has long denied any role in the 9/11 attacks, but victims' families have repeatedly sought to bring the matter to court, only to be rebuffed after the country has invoked legal immunity allowed under current law. In March, Saudi Foreign Minister Adel al-Jubeir warned lawmakers that it would sell $750 billion in U.S. assets ... should the bill become law.

At DoD, Chris served on a small committee that provided oversight of all DoD special access programs, The oversight included visits to Area 51 and other sensitive facilities. He also spent over a decade on the Senate Intelligence Committee, involved in oversight of NRO, CIA, NSA and other intelligence organizations. He became the first Congressional official to review all of the NSA’s compartmented programs. Q: Do you recall any incidents involving UFOs while you were in government? A: Yes, there were a handful of incidents. Knowing of my interest in UFOs, a breathless naval aviator called me one day to report that he was present minutes earlier when a Navy jet landed after being circled by a UFO in broad daylight. The Navy did not pursue the issue as far as I could tell. I also recall the Maui Optical Tracking Facility, which tracks satellites, recording a flight of four or five fiery UFOs traversing the night sky. Nobody knew what to make of it. But no government official expressed the slightest interest even after the tape was featured on ABC’s Nightline. I found the utter lack of scientific curiosity due to political correctness highly frustrating.

The divide, which could have broad national security implications for both the United States and Israel, is exacerbated by the pent-up animosity between Mr. Obama and Mr. Netanyahu, which has been stoked by their radically divergent views of the nuclear deal with Iran. Israel has been the largest cumulative recipient of American foreign aid since World War II. Discussions about the agreement are being conducted in strict secrecy. Neither side would detail specific funding levels. But the disputes over money are grounded in more profound rifts over policy, politics and national security strategy. While the president views the Iran agreement as having bolstered Israel’s security ... by restraining Tehran’s ability to develop a nuclear weapon, the Israelis believe that the lifting of sanctions on Iran has only emboldened a government that directly threatens them. “The administration doesn’t want to lose the Iran battle after they’ve already won it by rewarding Israel with an over-the-top increase in aid,” said Aaron David Miller, vice president of the Woodrow Wilson International Center for Scholars.

Former Tax Lobbyists Are Writing the Rules on Tax Dodging

The secret tax-dodging strategies of the global elite in China, Russia, Brazil, the U.K., and beyond were exposed in speculator fashion by the recent Panama Papers investigation, fueling a worldwide demand for a crackdown on tax avoidance. But there is little appetite in Congress for taking on powerful tax dodgers in the U.S., where the practice has become commonplace ... especially given that some of the largest companies paying little to no federal taxes are among the biggest campaign contributors in the country. But there’s another reason to remain skeptical that Congress will move aggressively on tax avoidance: Former tax lobbyists now run the tax-writing committees. Many have stints in and out of government and the lobbying profession, a phenomenon known as the “reverse revolving door.” In other words, the lobbyists that help special interest groups and wealthy individuals minimize their tax bills are not only everywhere on K Street, they’re literally managing the bodies that create tax law. Barbara Angus, the chief tax counsel of the House Ways and Means Committee ... previously helped lobby lawmakers on tax policy on behalf of clients such as General Electric, HSBC, and Microsoft. Mike Evans became chief counsel for the Senate Finance Committee in 2014 after leaving his job as a lobbyist for ... The battle for truth over Saudi Arabia's ties to 9/11

Of the 19 hijackers who carried out the Sept. 11 attacks, 15 were citizens of Saudi Arabia. What does that fact signify? According to senior U.S. officials, little or nothing. From the outset, they treated the national identity of the terrorists as incidental, connoting nothing of importance. Imagine if 15 Iraqis had perpetrated the attacks... In its final report, the 9/11 Commission said it “found no evidence that the Saudi government as an institution or senior Saudi officials individually” had funded Al Qaeda. This artfully crafted passage was ... designed to preserve the existing U.S.-Saudi relationship from critical scrutiny. The effort never fully succeeded, skeptics suspecting that there might be more to the story. Today those doubts find expression in demands to declassify 28 pages of a congressional investigation said to detail Saudi relations with and support for the Al Qaeda terrorist network before September 2001. Whether the 28 pages sustain or refute suspicions of Saudi involvement in the Sept. 11 attacks will remain impossible to say absent ... executive action. Yet implicit in this dispute is an issue of even greater moment: Who ultimately exercises jurisdiction over truth? The foreign policy establishment insists that the 28 pages remain secret; not only might the document challenge the state's preferred Sept. 11 narrative, but the demands for its declassification also call into question the establishment's very authority to control that narrative.

Associated Press reporters politely decline the drink but pass on a bottled sample to a laboratory, which confirms it contains levels of a radioactive isotope at levels 10 times higher than the nation's food safety limits. Fallout from the April 26, 1986, explosion at the Chernobyl plant in neighboring Ukraine continues to taint life in Belarus. The authoritarian government of this agriculture-dependent nation appears determined to restore long-idle land to farm use - and in a country where dissent is quashed, any objection to the policy is thin. One of the most prominent medical critics of the government's approach to safeguarding the public from Chernobyl fallout, Dr. Yuri Bandazhevsky, was removed as director of a Belarusian research institute and imprisoned in 2001 on corruption charges that international rights groups branded politically motivated. Since his 2005 parole he has resumed his research into Chernobyl-related cancers with European Union sponsorship. "In Belarus, there is no protection of the population from radiation exposure. On the contrary, the government is trying to persuade people not to pay attention to radiation, and food is grown in contaminated areas and sent to all points in the country," [Bandazhevsky said]. Last week, the U.S. Department of Agriculture (USDA) confirmed that it will not regulate the cultivation and sale of a white-button mushroom created using CRISPR. The decision came in the form of a letter to Yinong Yang, a plant pathologist at Pennsylvania State University who created the new mushroom. Yang's frankenfungi is a simple Agaricus bisporus, the kind of white-button mushroom you could buy at any grocery store. But Yang targeted several genes that code for the protein that causes mushrooms to turn brown as they age or get bruised. The result is a mushroom more resilient to automated harvesting and long storage periods. If you support the labeling of GMOs, the USDA's decision to wave this shroom in without a second thought might strike you as scary. If Yang had tackled mushroom browning by adding bits of genetic code from another organism, it would have been subject to USDA scrutiny as other non-browning produce has been. Until recently, genetic modification required the insertion of foreign viruses or bacteria, but CRISPR is more advanced than that. Because of that loophole, it's not under the USDA's jurisdiction. The EPA only regulates GMOs designed for pest control, and the FDA considers all GMOs to be safe. That leaves this non-browning mushroom cleared for take-off.

Cable News Devotes 30 Seconds to Mass Arrests Protesting Political Corruption

A protest movement calling on Congress to “end the corruption of big money in our politics” and “ensure free and fair elections,” converged on Capitol Hill on Monday, staging a nonviolent sit-in that resulted in over 400 arrests. While the action, dubbed #DemocracySpring, garnered wide coverage on social media and over 136,000 tweets, cable news programs found little time to cover the political protests. During daytime and afternoon news segments, CNN did not devote any coverage to the actions. MSNBC mentioned the protests for approximately 12 seconds, while Fox News mentioned the arrests and discussed the protests for about 17 seconds. Hosts on both networks misrepresented the protests. The focus on systemic political corruption ... during the rally yesterday was ignored. The protests were widely covered by CSPAN, Al Jazeera, and NPR, among other outlets. But cable news programs, which specialize in American political news, were another story. The parent companies of cable news networks are closely tied to the Washington establishment being challenged by protesters. Comcast, parent company of MSNBC, is among the biggest spenders on political lobbying. Broadcasting companies have lobbied in recent years against reforms that would diminish the role of big money in election campaigns largely because the bulk of campaign funds are spent on television advertisements. [An] estimated ... $4.4 billion [will] be spent on television ads during the election cycle this year.

Nancy Pelosi wants top-secret 28 pages on 9/11 declassified

House Minority Leader Nancy Pelosi on Sunday said she wants 28 redacted pages declassified from a 2003 congressional report on the intelligence community's preparedness for and response to the 9/11 attacks. "As the former Ranking Democrat on the House Intelligence Committee and top the House Democrat on the Joint Congressional investigation looking into the 9/11 attacks, I agree with former Senator Bob Graham that these documents should be declassified and made public, and that the Bush Administration's refusal to do so was a mistake," Pelosi said in a statement. Her statement came the same day that "60 Minutes" aired a story featuring Graham and other current and former government officials who want the report's top secret pages declassified. Graham, who declined to detail the redacted section, helped author the report and he now says the redacted portion could highlight possible Saudi support for the 9/11 hijackers. He also suggested that it sheds light on a network of people he believes supported the hijackers in the US. Three Paths Citizens United Created for Foreign Money to Pour Into U.S. Elections

Before the 2010 Supreme Court decision known as Citizens United, all money spent in federal elections urging the election or defeat of a candidate had to originate from identifiable human beings. Corporations and unions were forbidden from involvement beyond organizing individuals’ contributions. Then Citizens United struck down the prohibition ... so corporations had the right to spend unlimited money espousing their political views. This was the birth of Super PACs. Citizens United [also] opened ... paths for foreign money to flow into the U.S. political process. The 2016 election has seen a surge of contributions to Super PACs by so-called ghost corporations, which appear to exist solely to make those donations and whose ownership is unknown. Almost all large publicly traded U.S. companies have some degree of foreign ownership. Any donations by such corporations are technically partially of foreign origin. Nonprofit corporations ... have always been able to accept unlimited donations from individuals or corporations, but before Citizens United, could engage in little federal political activity. Now, thanks to the combination of Citizens United and a 2007 Supreme Court decision, “social welfare” organizations ... and trade associations [can] make independent political expenditures just like Super PACs. Unlike Super PACs, they are not required to publicly disclose their donors. This is why contributions to politically active nonprofits are often referred to as “dark money.”

Feds May Seek Racketeering Suit for Clergy Abuse in Diocese

A federal prosecutor may file a racketeering lawsuit against a Roman Catholic diocese where a state grand jury found two former bishops helped cover up the sexual abuse of hundreds of children by more than 50 clergy over a 40-year period. The ongoing investigation of the Altoona-Johnstown Diocese grew out of the prosecution of the Rev. Joseph Maurizio Jr., U.S. Attorney David Hickton said Friday, [and] concerns whether diocesan officials engaged in a pattern of criminal activity that would fall under the Racketeer Influenced and Corrupt Organizations Act, commonly referred to as RICO. Hickton's comments came on the heels of a grand jury report released last month by state Attorney General Kathleen Kane. That grand jury was especially critical of Bishops James Hogan and Joseph Adamec. The grand jury found Hogan, in particular, held sway over police and prosecutors in the diocese and often reassigned priests accused of molesting children instead of removing them from duty. Adamec threatened accusers with excommunication and generally worked harder to hide or settle abuse allegations than to discipline the priests accused. Kane's report grew out of allegations that a Franciscan friar ... molested dozens of students at a school in the diocese from 1992 to 2000.
