At Least 70 Countries Have Had Disinformation Campaigns, Study Finds

In Vietnam, citizens were enlisted to post pro-government messages on their personal Facebook pages. The Guatemalan government used hacked and stolen social media accounts to silence dissenting opinions. Ethiopia’s ruling party hired people to influence social media conversations in its favor. Despite increased efforts by internet platforms like Facebook to combat internet disinformation, the use of the techniques by governments around the world is growing, according to a report released Thursday by researchers at Oxford University. Governments are spreading disinformation to discredit political opponents, bury opposing views and interfere in foreign affairs. The researchers compiled ... one of the most comprehensive inventories of disinformation practices by governments around the world. They found that the number of countries with political disinformation campaigns more than doubled to 70 in the last two years, with evidence of at least one political party or government entity in each of those countries engaging in social media manipulation. Facebook remains the No. 1 social network for disinformation, the report said. Organized propaganda campaigns were found on the platform in 56 countries. Governments have used “cyber troops” to shape public opinion, including networks of bots to amplify a message, groups of “trolls” to harass political dissidents or journalists, and scores of fake social media accounts to misrepresent how many people engaged with an issue.

Annie Jacobsen [is] author of the book Area 51: An Uncensored History of America's Top Secret Military Base. To write the book, Jacobsen interviewed over 70 people who had first-hand knowledge of the secret facility, including 32 who lived and worked at Area 51. The result is basically the most comprehensive account of the history of Area 51 you can get without a super-high-level security clearance. "Area 51 was the birthplace of overhead espionage for the CIA," [said Jacobsen]. "It's where the U-2 spy plane was first built back in the 1950s, and it's where the intelligence community has worked with its military partners and others to work on espionage platforms. It's also a place where all elements of the Defense Department work on some of their most classified programs along with members of the intelligence community. There's also an element of Area 51 where the CIA trains its foreign paramilitary partners in counterterrorism tactics. They do this out on the wilds of Area 51 because they can bring some foreign fighters there who would otherwise not be welcomed into the country. I have interviewed scores of very smart, very highly placed government personnel who visited the base and believe the technology they saw is so advanced that they question whether or not it's manmade. That's intriguing to me. I don't report on that because there is no documentation to support that claim, but that is the opinion of many people that I know."

October 4th, 2018, was a busy news day. The only thing that did not make the news was an announcement by a little-known government body called the Federal Accounting Standards Advisory Board - FASAB - that essentially legalized secret national security spending. The new guidance, “SFFAS 56 – CLASSIFIED ACTIVITIES” permits government agencies to “modify” public financial statements. It also expressly allows federal agencies to refrain from telling taxpayers if and when public financial statements have been altered. To Michigan State professor Mark Skidmore, who’s been studying discrepancies in defense expenditures for years, the new ruling - and the lack of public response to it - was a shock. “From this point forward,” he says, “the federal government will keep two sets of books, one modified book for the public and one true book that is hidden.” Catherine Austin Fitts was Assistant Secretary for Housing and Urban Development during the George H.W. Bush administration. She’s been working with Skidmore on defense accounting issues for two years. She was so alarmed about the new FASAB ruling she commissioned an in-depth study of “Standard 56” for her site, the Solari Report. The report writes bluntly that SFFAS 56 is: “... taking government accounting practices from laxly enforced reporting standards to a new benchmark entirely–expressly approved obfuscation of reporting and, in some cases, outright concealing financials.”

How the CIA Used Brain Surgery to Make Six Remote Control Dogs

Newly released files from “behavior modification,” or mind control, projects conducted as part of the infamous Project MKUltra reveal the CIA experimented in more than controlling humans with psychotropic drugs, electrical shocks and radio waves—they also created field operational, remote-controlled dogs. The documents were provided under the Freedom of Information Act (FOIA) by John Greenewald, founder of The Black Vault, a site specializing in declassified government records. In one declassified letter (released as file C00021825) a redacted individual writes to a doctor (whose name has also been redacted) with advice about launching a laboratory for experiments in animal mind control. The writer of the letter is already an expert in the field, whose earlier work had culminated with the creation of six remote control dogs, which could be made to run, turn and stop. The letter writer characterizes the work with remote-controlling dogs as a success, describing “a demonstrated procedure for controlling the free-field behaviors of an unrestrained dog.” Attached to the letter is the writer’s final report from his earlier research, published in 1965, titled “Remote Control Behavior with Rewarding Electrical Stimulation of the Brain,” with the principle investigator’s name redacted. The prospect of a potential new laboratory seems to fire the letter writer’s imagination, who describes potential experimentation on “a range of species,” should they want to move past “basic research.”

Jeffrey Epstein and the Decline of the American Experiment

A decade ago, a billionaire pedophile was able to use his wealth and connections to escape any semblance of a just punishment. The whole system shielded the billionaire from the gravity of his crimes. That its functionaries felt compelled to do so says a lot about our ruling elites. The basic story is this: Jeffrey Epstein is a billionaire financier. He is also a sexual pervert who, until about 12 years ago, preyed serially on teenage children, roughly until they reached the age of consent and became, in his eyes, unattractive. What did authorities do when they found out, back in 2005? They spent a couple of years investigating and drawing up an indictment, then proceeded to quash further investigation, cooperated with Epstein’s lawyers to avoid publicity, violated procedures about plea bargains, made Epstein serve only 13 months in confinement, put him in the county jail rather than state prison ... and concealed most of the terms of the settlement from the public and the victims themselves. Epstein’s enablers weren’t a handful of Palm Beach rogues. Instead, the higher up the chain you went, the more sympathetic to Epstein the players seem to become. Of Epstein’s associates who helped make his crimes possible, none were prosecuted, save one. That was a butler who tried to turn over a so-called “black book” documenting names and dates of Epstein’s escapades to a lawyer for the victims in exchange for $50,000. For this, the butler wound up serving an 18-month sentence, longer than that of his boss.

11-year-old hacks replica of Florida’s election system in 10 minutes

An 11-year-old has been able to hack into a replica of Florida’s election system in 10 minutes during a test ahead of upcoming US midterm elections this November. The boy was the fastest of 35 children who were able to hack into replicas of the websites of six swing states during the three-day Def Con security convention. The results of those efforts to test the strength of US election infrastructure will be passed onto the states, and the National Association of Secretaries of State - the officials responsible for tallying and confirming vote totals - said that they welcome the efforts. The results highlight potential security lapses amid heightened concern that American voter rolls will be tampered with in the upcoming midterm elections, and after President Donald Trump’s national security team warned that Russia had launched “pervasive” efforts to interfere in America’s 2018 elections. The convention indicated that the hackers were able to change party names in the systems, and added as many as 12 billion votes to candidates. “Candidates names were changed to ‘Bob Da Builder’ and ‘Richard Nixon’s head’,” the convention said in a tweet. The winning hacker was identified as Emmett Brewer, a boy whose Twitter account says he lives in Austin, Texas.

Robert F. Kennedy Jr. pulled up to the massive Richard J. Donovan Correctional Center, a California state prison complex. Kennedy was there to visit Sirhan B. Sirhan, the man convicted of killing his father, Sen. Robert F. Kennedy, nearly 50 years ago. It was the culmination of months of research by Kennedy into the assassination. He would not discuss the specifics of their conversation. But when it was over, Kennedy had joined those who believe there was a second gunman, and that it was not Sirhan who killed his father. He now supports the call for a re-investigation of the assassination led by Paul Schrade, who also was shot in the head as he walked behind Kennedy in the pantry of the Ambassador Hotel ... but survived. Though Sirhan admitted at his trial in 1969 that he shot Kennedy, he claimed from the start that he had no memory of doing so. And midway through Sirhan's trial, prosecutors provided his lawyers with an autopsy report that launched five decades of controversy: Kennedy was shot four times at point-blank range from behind, including the fatal shot behind his ear. But Sirhan, a 24-year-old Palestinian immigrant, was standing in front of him. Was there a second gunman? The debate rages to this day. Sirhan's appeals have been rejected ... as recently as 2016, even with the courts considering new evidence that has emerged over the years that as many as 13 shots were fired - Sirhan's gun held only eight bullets - and that Sirhan may have been subjected to coercive hypnosis, a real life "Manchurian candidate."

DNA of every baby born in California is stored. Who has access to it?

The Newborn Genetic Screening test is required in all 50 states. Nearly every baby born in the United States gets a heel prick shortly after birth. Their newborn blood fills six spots on a special filter paper card. It is used to test baby for dozens of congenital disorders. Some states destroy the blood spots after a year, 12 states store them for at least 21 years. California, however, is one of a handful of states that stores the remaining blood spots for research indefinitely in a state-run biobank. The child's leftover blood spots become property of the state and may be sold to outside researchers without the parent's knowledge or consent. "I just didn't realize there was a repository of every baby born in the state. It's like fingerprints," new mom Soniya Sapre responded. In California ... you do have the right to ask the biobank to destroy the leftovers after the fact, though the agency's website states it "may not be able to comply with your request." You also have the right to find out if your child's blood spots have been used for research, but you would have to know they were being used in the first place and we've discovered that most parents don't. But researchers with the California Genetic Disease Screening Program aren't the only ones with access to samples stored in the biobank. Blood spots are given to outside researchers for $20 to $40 per spot. According to biobank records, the program sold about 16,000 blood spots over the past five years, totaling a little more than $700,000.

Government Accidentally Releases Documents on "Psycho-Electric" Weapons

MuckRock, a news organization that specializes in filing Freedom of Information Act (FOIA) requests with state and federal government bodies, received mysterious documents about mind control, seemingly by accident. Journalist Curtis Waltman was writing to the Washington State Fusion Center (WSFC), a joint operation between Washington State law enforcement and the federal government to request information about Antifa and white supremacist groups. He got responses to the questions he asked, but also a file titled "EM effects on human body.zip." At least some of the images [in the file] appear to be part of an article in Nexus magazine describing a 1992 lawsuit brought by one John St. Clair Akewi against the NSA. Akewi claimed that the NSA had the "ability to assassinate US citizens covertly or run covert psychological control operations to cause subjects to be diagnosed with ill mental health" and was documenting their alleged methods. The federal government has absolutely experimented with mind control in a variety of methods, but the documents here do not appear to be official. Waltman had no idea why these documents were included in his request and isn't sure why the government is holding them. The WSFC did not respond to requests for more information.

Ex-CIA Director Says U.S. Meddles for a 'Good Cause'

Ex-CIA Director James Woolsey said it himself. Yes, the U.S. meddles in other countries elections. But when we do it, it’s for the right reasons. “Only for a very good cause,” he says, because our government is ensuring foreign elections result in “democracy.” But doesn’t democracy demand that people decide for themselves? And how well has U.S. meddling actually worked out? According to Carnegie Mellon University researcher Dov Levin, the United States has attempted to sway elections in other countries more than 80 times worldwide between 1946 and 2000. But those 80+ instances of the U.S. interfering with other nations elections does not include regime change efforts. In the 1970s in Chile, the CIA conducted a botched kidnapping of General René Schneider, the Chilean Army’s commander-in-chief, that resulted in Schneider’s death. The plot was an effort to undermine the presidency of Salvador Allende, which may have fueled the violent coup that led to Allende’s overthrow. In 1974, Henry Kissinger was quoted in Newsweek, saying about Chile: “I don’t see why we have to let a country go communist due to the irresponsibility of its own people.” Levin’s tally also does not include covert coup d’etats where our government overthrows a foreign leader like the the U.S. did in Iran in 1953 or in Guatemala in 1954. In fact, Salon magazine documents 35 nations in which the United States has overthrown legitimate governments and or supported fascists, drug lords or terrorists. U.S. intervention is rarely about democracy.

NSA Deletes “Honesty” and “Openness” From Core Values

The National Security Agency maintains a page on its website that outlines its mission statement. Since at least May 2016, the surveillance agency had featured honesty as the first of four “core values” listed on NSA.gov, alongside “respect for the law,” “integrity,” and “transparency.” On January 12, however, the NSA removed the mission statement page – which can still be viewed through the Internet Archive – and replaced it with a new version. Now, the parts about honesty and the pledge to be truthful have been deleted. The agency’s new top value is “commitment to service,” which it says means “excellence in the pursuit of our critical mission.” Those are not the only striking alterations. All references to “trust,” “honor,” and “openness” have disappeared. The agency previously stated on its website that it embraced transparency and claimed that all of its activities were aimed at “ensuring the safety, security, and liberty of our fellow citizens.” That has also been discarded. The new list of values includes the additions “respect for people” and “accountability.” But the section on respecting people is a reference to diversity within the NSA workforce, not a general commitment to members of the public. Accountability is defined as taking “responsibility for our decisions.” The one core value that remains essentially unchanged is “respect for the law,” which the agency says means it is “grounded in our adherence to the U.S. Constitution and compliance with the U.S. laws, regulations and policies that govern our activities.”

MSU Scholars Find $21 Trillion in Unauthorized Government Spending

Earlier this year, a Michigan State University economist, working with graduate students and a former government official, found $21 trillion in unauthorized spending in the departments of Defense and Housing and Urban Development for the years 1998-2015. The work of Mark Skidmore and his team, which included digging into government websites and repeated queries to U.S. agencies that went unanswered, coincided with the Office of Inspector General, at one point, disabling the links to all key documents showing the unsupported spending. Now, the Department of Defense has announced it will conduct the first department-wide, independent financial audit in its history. The Defense Department did not say specifically what led to the audit. But the announcement came four days after Skidmore discussed his team’s findings on USAWatchdog, a news outlet run by former CNN and ABC News correspondent Greg Hunter. Skidmore got involved last spring when he heard Catherine Austin Fitts, former assistant secretary of Housing and Urban Development, refer to a report which indicated the Army had $6.5 trillion in unsupported adjustments, or spending, in fiscal 2015. Given the Army’s $122 billion budget, that meant unsupported adjustments were 54 times spending authorized by Congress. Typically, such adjustments in public budgets are only a small fraction of authorized spending. Skidmore thought Fitts had made a mistake. “Maybe she meant $6.5 billion and not $6.5 trillion,” he said. “So I found the report myself and sure enough it was $6.5 trillion.”

Harvard Study Confirms Fluoride Reduces Children’s IQ

A recently-published Harvard University meta-analysis funded by the National Institutes of Health (NIH) has concluded that children who live in areas with highly fluoridated water have “significantly lower” IQ scores than those who live in low fluoride areas. The [32-page report] said: "A recent report from the U.S. National Research Council (NRC 2006) concluded that adverse effects of high fluoride concentrations in drinking water may be of concern. Fluoride may cause neurotoxicity in laboratory animals, including effects on learning and memory." Findings from our meta-analyses of 27 studies published over 22 years suggest an inverse association between high fluoride exposure and children’s intelligence. Fluoride may be a developmental neurotoxicant that affects brain development at exposures much below those that can cause toxicity in adults." Despite the evidence against it, fluoride is still added to 70 percent of U.S. public drinking water supplies. What is perhaps most surprising is that the harmful effects of fluoride have been known by conventional medical organizations for over half a century. For example, the Journal of the American Medical Association (JAMA) stated in their Sept. 18, 1943 issue that fluorides are general protoplasmic poisons. And, an editorial published in the Journal of the American Dental Association on Oct. 1, 1944, stated: "Drinking water containing as little as 1.2 ppm fluoride will cause developmental disturbances. The potentialities for harm outweigh those for good."

Don’t want to get a vaccine for yourself or your child? Prepare to face the consequences. In the last month, a Detroit mother went to jail because she refused to vaccinate her child. Fifty people lost their jobs at a group of Midwestern hospitals and clinics because they declined a flu shot. And an Oregon university has blocked students from registering for classes unless they have a meningitis shot. All states have some vaccine requirements for public education—no shots, no school. All but three states - Mississippi, West Virginia and California - allow parents to send their child to school without vaccines based on some kind of non-medical exemption. In 2013, more than 90 percent of American children had been vaccinated for chicken pox, hepatitis B, measles, mumps and rubella, according to the Centers for Disease Control and Prevention. However, a significant number of people ... hesitate when a doctor offers them a vaccine. A new study released on Monday found that 27 percent of the parents surveyed could be classified as moderately or highly hesitant around vaccines. That same study found these people may be particularly concerned with the purity of vaccines. Increasingly, parents who choose not to vaccinate are warned of harsh penalties. People who choose not to vaccinate themselves may also face serious consequences. Some states have laws guiding which vaccinations people working at hospitals or other health care facilities must have; more often, requirements may be enshrined in a facility's policy, not in law.

Washington DC’s role behind the scenes in Hollywood goes deeper than you think

The relationship between US national security and Hollywood is much deeper and more political than anyone has ever acknowledged. It is a matter of public record that the Pentagon has had an entertainment liaison office since 1948. The Central Intelligence Agency (CIA) established a similar position in 1996. Although it was known that they sometimes request script changes in exchange for advice, permission to use locations, and equipment such as aircraft carriers, each appeared to have passive, and largely apolitical roles. Files we obtained, mainly through the US Freedom of Information Act, show that between 1911 and 2017, more than 800 feature films received support from the US Government’s Department of Defence (DoD), a significantly higher figure than previous estimates indicate. These included blockbuster franchises such as Transformers, Iron Man, and The Terminator. On television, we found over 1,100 titles received Pentagon backing – 900 of them since 2005, from Flight 93 to Ice Road Truckers to Army Wives. When we include individual episodes for long running shows like 24, Homeland, and NCIS, as well as the influence of other major organisations like the FBI and White House, we can establish unequivocally for the first time that the national security state has supported thousands of hours of entertainment. For its part, the CIA has assisted in 60 film and television shows since its formation in 1947. This is a much lower figure than the DoD’s but its role has nonetheless been significant.

Why do Americans continue to pay the highest prices for medicine in the world? Lawmakers have sculpted specific policies, often not found in many other nations, that boost pharmaceutical industry profits. Meanwhile, the drug industry has spent $61 million on state elections and nearly $67 million on federal elections since 2010. Both parties have made pivotal decisions ... that have kept drug prices high. Insurance companies and pharmacy benefit managers, or PBMs, across the U.S., face at least nine class-action lawsuits alleging they attached arbitrary premiums to the prices of often less-expensive, generic prescription drugs. The plaintiffs also accuse the PBMs and insurers of imposing so-called “gag clauses” on pharmacies to keep pharmacists from telling consumers that they could save money by paying out of pocket. The system could be denying customers $120 billion in discounts and rebates. Should drugs developed at taxpayer expense be sold to Americans at sky high prices? In the past, the federal government passed a rule saying no — but that rule was rescinded in 1995. If Americans were allowed to import lower-priced drugs from places like Canada, it would save government agencies alone $6 billion. But ... Americans are still prohibited from engaging in such importation. In the summer of 2012, a subcommittee of the U.S. Senate released a report. [After] looking into the London-based banking group HSBC, [investigators] discovered that ... the bank had laundered billions of dollars for Mexican drug cartels, and violated sanctions. No criminal charges were filed, and no executives or employees were prosecuted. Instead, HSBC pledged to clean up its institutional culture, and to pay a fine of nearly two billion dollars: the equivalent of four weeks’ profit for the bank. In the years since the mortgage crisis of 2008 ... corporate executives have essentially been granted immunity. As recently as 2006, when Enron imploded, such titans as Jeffrey Skilling and Kenneth Lay were convicted of conspiracy and fraud. Something has changed in the past decade, however, and federal prosecutions of white-collar crime are now at a twenty-year low. As Jesse Eisinger, a reporter for ProPublica, explains in a new book ... a financial crisis has traditionally been followed by a legal crackdown, because a market contraction reveals all the wishful accounting and outright fraud that were hidden when the going was good. After the mortgage crisis, people in Washington and on Wall Street expected prosecutions. Eisinger reels off a list of potential candidates for criminal charges: Countrywide, Washington Mutual, Lehman Brothers, Citigroup, A.I.G., Bank of America, Merrill Lynch, Morgan Stanley. At $75,560, housing a prisoner in California now costs more than a year at Harvard

The cost of imprisoning each of California’s 130,000 inmates is expected to reach a record $75,560 in the next year. That’s enough to cover the annual cost of attending Harvard University and still have plenty left over. [The] spending plan for the fiscal year that starts July 1 includes a record $11.4 billion for the corrections department while also predicting that there will be 11,500 fewer inmates in four years because voters in November approved earlier releases for many inmates. The price for each inmate has doubled since 2005, even as court orders related to overcrowding have reduced the population by about one-quarter. Salaries and benefits for prison guards and medical providers drove much of the increase. The result is a per-inmate cost that is the nation’s highest — and $2,000 above tuition, fees, room and board, and other expenses to attend Harvard. Since 2015, California’s per-inmate costs have surged nearly $10,000, or about 13%. Critics say with fewer inmates, the costs should be falling. New York is ... second in overall costs at about $69,000.

Decades later, it's hard to grasp what the federal government did to hundreds of black men in rural Alabama. For 40 years starting in 1932, medical workers in the segregated South withheld treatment for unsuspecting men infected with a sexually transmitted disease simply so doctors could track the ravages of the horrid illness and dissect their bodies afterward. Finally exposed in 1972, the study ended and the men sued, resulting in a $9 million settlement. Twenty years ago this May, then President Bill Clinton apologized for the U.S. government. But it did not mark the end of the study's ugly legacy. Relatives of the men still struggle with the stigma of being linked to the experiment, what's commonly known as the "Tuskegee Syphilis Study." In 1929, government doctors ... recruited 600 black men into a health program with the promise of free medical checks, free food, free transportation and burial insurance. Health workers told syphilitic fathers, grandfathers, sons, brothers and uncles only that they had "bad blood." None of the men was asked to consent to take part in a medical study, [or] told that "bad blood" actually was a euphemism for syphilis. Instead, doctors purposely hid the study's purpose from the men, subjecting them ... to painful spinal taps and blood tests. Medical workers periodically provided men with pills and tonic that made them believe they were being treated, but they weren't. And doctors never provided them with penicillin after it became the standard treatment for syphilis in the mid-1940s.

The CIA has a long history of helping to kill leaders around the world

[The CIA] has since 1945 succeeded in deposing or killing a string of leaders, but was forced to cut back after a Senate investigation in the 1970s. Some of the most notorious of the CIAs operations to kill world leaders were those targeting the late Cuban president, Fidel Castro. Attempts ranged from snipers to imaginative plots worthy of spy movie fantasies. But although the CIA attempts proved fruitless in the case of Castro, the US intelligence agency has ... succeeded in deposing or killing a string of leaders elsewhere around the world either directly or, more often, using sympathetic local military, locally hired criminals or pliant dissidents. On Friday, [North Korea accused] the CIA and South Koreas intelligence service of being behind an alleged recent assassination attempt on its leader Kim Jong-un. Such a claim cannot be dismissed as totally outlandish given the long list of US involvement in coups and assassinations worldwide. The agency was forced to cut back on such killings after ... then president Gerald Ford signed in 1976 an executive order stating: No employee of the United States government shall engage in, or conspire in, political assassination. In spite of this, the US never totally abandoned the strategy, simply changing the terminology from assassination to targeted killings. A leaked document obtained by WikiLeaks and released earlier this year showed the CIA in October 2014 looking at hacking into car control systems, [potentially allowing] an agent to stage a car crash.
