J&J prepared for the appeal's denial by announcing in February it was setting aside almost $4 billion to cover the St. Louis verdict. The company still faces more than 25,000 lawsuits blaming baby powder for causing cancers. J&J pulled the product off U.S. and Canadian shelves last year. Jurors in the St. Louis case awarded each woman $25 million in compensatory damages. The panel then added more than $4 billion in punitive damages, making the award the sixth-largest in U.S. legal history. The original verdict sparked a significant drop in J&J's shares. J&J has lost other cases at trial, with juries across the U.S. ordering it to pay hundreds of millions of dollars. With evidence mounting that the coronavirus might have escaped from the Wuhan Institute of Virology, President Biden has reversed course and ordered the U.S. intelligence community to produce a report on the virus's origins within 90 days. Better late than never. For the past year, the media has scorned the idea of an accidental lab release as a far-flung conspiracy theory. In fact, it would have been an extraordinary coincidence for this virus to emerge in Wuhan – home to China's leading research laboratory studying bat coronaviruses – and have had no connection to the lab. Since April 2020 we have known that in 2018 U.S. diplomats warned of inadequate safety at the Wuhan lab. It turns out that [Anthony] Fauci's National Institute of Allergy and Infectious Diseases (NIAID) ... awarded a grant for studying bat coronavirus to the U.S.-based EcoHealth Alliance, which then subcontracted the research to the Wuhan lab. Fauci admits this, but insists that the money did not support gain of function research. But as Wade points out, that is exactly what the Wuhan institute was doing. Indeed, the grant proposals from Shi Zhengli – the "Bat Woman" at the Wuhan lab – which are a matter of public record specified that she planned to use the money for gain-of-function research. Fauci is on record supporting such research. And the NIAID was supporting research in Wuhan even though the U.S. government had placed a moratorium on gain of function research.

C.D.C. Will Not Investigate Mild Infections in Vaccinated Americans

No vaccine provides perfect protection, and so-called breakthrough infections after coronavirus vaccination are rare. Federal health officials have told fully vaccinated people they no longer need to wear masks or maintain social distance because they are protected, nor do they need to be tested or quarantine after an exposure, unless they develop symptoms. Now, the Centers for Disease Control and Prevention has stopped investigating breakthrough infections among fully vaccinated people unless they become so sick that they are hospitalized or die. Earlier this year, the agency was monitoring all cases. Through the end of April, when some 101 million Americans had been vaccinated, the C.D.C. had received 10,262 reports of breakthrough infections from 46 states and territories, a number that was very likely "a substantial undercount," according to a C.D.C. report. On May 1, the agency decided to investigate only the most severe breakthrough infection cases, while still collecting voluntary reports on breakthrough cases from state and local health departments. The agency will carry out vaccine effectiveness studies that include data on breakthrough cases, but only in limited populations, such as health care workers and essential workers, older adults, and residents at long-term care facilities. But even relatively mild cases of Covid-19 can lead to persistent long-term health problems, and it will be difficult to know the full scope without tracking mild infections as well.

The top-secret army was created by the Pentagon over the past 10 years as part of a program called "signature reduction," and operates both domestically and internationally using a low-profile force of clandestine warriors who sometimes wear civilian clothes as they carry out their assignments, Newsweek reported. The force is 10 times the size of the covert elements of the CIA, comes with a cost of more than $900 million, and engages about 130 private companies in operations in locales like the Middle East and Africa. About half of the "signature reduction" force is made up of special forces. Military intelligence specialists comprise the second-largest element inside the force. Mysterious Ailments Are Said to Be More Widespread Among U.S. Personnel

The initial publicly confirmed cases were concentrated in China and Cuba and numbered about 60, not including a group of injured C.I.A. officers whose total is not public. Since December, at least three C.I.A. officers have reported serious health effects from episodes overseas. One occurred within the past two weeks, and all have required the officers to undergo outpatient treatment at Walter Reed National Military Medical Center or other facilities. And in one case in 2019 that has not previously been reported, a military officer serving overseas pulled his vehicle into an intersection, then was overcome by nausea and headaches. His 2-year-old son, sitting in the back seat, began crying. After the officer pulled away from the intersection, his nausea stopped, and the child stopped crying. In a report released in December, the National Academy of Sciences said a microwave weapon probably caused the injuries. Some officials believe a microwave or directed-energy device is the most likely cause. The severity of the brain injuries has ranged widely. Some victims have chronic, potentially irreversible symptoms.

Part of the government's plan to manage thousands of children crossing the U.S.-Mexico border involves about a dozen unlicensed emergency facilities inside military installations, stadiums and convention centers that skirt state regulations and don't require traditional legal oversight. American Police Are Inadequately Trained

In response to the high rate at which American police kill civilians, many on the left have taken up the call for defunding the police, or abolishing the police entirely. But some policing experts are instead emphasizing a different approach that they say could reduce police killings: training officers better, longer, and on different subjects. Police in the United States receive less initial training than their counterparts in other rich countries - about five months in a classroom and another three or so months in the field, on average. Many European nations, meanwhile, have something more akin to police universities, which can take three or four years to complete. European countries also have national standards for various elements of a police officer's job - such as how to search a car and when to use a baton. The U.S. does not. The 18,000 police departments in the U.S. each have their own rules and requirements. "Police officers, police chiefs, and everyone agree that we do not get enough training in a myriad of fields," Dennis Slocumb, the legislative director of the International Union of Police Associations [said]. Many policing experts recommend that officers be trained to slow down when they are able to do so, giving themselves time to decide the best course of action. "Police are taught in the academy [that] police always have to win," says Chuck Wexler, the executive director of the Police Executive Research Forum. But sometimes it's okay not to win, particularly if it means saving a life.

The federal agency has for years been considering mounting evidence that links the pesticide to brain damage in children – including loss of IQ, learning difficulties, ADHD, and autism – but, as the court acknowledged, has repeatedly delayed taking action. "Rather than ban the pesticide or reduce the tolerances to levels that the EPA could find were reasonably certain to cause no harm, the EPA sought to evade through delay tactics its plain statutory duty," Judge Jed S. Rakoff wrote in his decision. "During that time, the EPA's egregious delay exposed a generation of American children to unsafe levels of chlorpyrifos," he wrote, and ordered the EPA to issue a final regulation within 60 days. More than 5 million pounds of chlorpyrifos were applied to crops in 2017, according to the most recent data. The EPA was poised to ban chlorpyrifos in 2016, but the Trump EPA changed course. The reversal, made under EPA Administrator Scott Pruitt, has been tied to a $1 million contribution to President Donald Trump's inaugural fund from Dow Chemical Company, now known as Corteva, which was the primary producer of chlorpyrifos. Patti Goldman, an attorney at Earthjustice who has been overseeing the chlorpyrifos litigation since 2014, said the disparity between the science and the EPA's refusal to act reached new heights during the Trump years.

Hendricks quietly retired last year as a special agent in charge after the Office of Inspector General – the Justice Department's internal watchdog – concluded he sexually harassed eight female subordinates in one of the FBI's most egregious known cases of sexual misconduct. Hendricks was among several senior FBI officials highlighted in an AP investigation last year that found a pattern of supervisors avoiding discipline – and retiring with full benefits – even after claims of sexual misconduct against them were substantiated. The details of Hendricks' sexual harassment [were] outlined in a 52-page report obtained under the Freedom of Information Act. Fukushima: Japan approves releasing wastewater into ocean

Japan has approved a plan to release more than one million tonnes of contaminated water from the destroyed Fukushima nuclear plant into the sea. The water will be treated and diluted so radiation levels are below those set for drinking water. But the local fishing industry has strongly opposed the move, as have China and South Korea. Tokyo says work to release water used to cool nuclear fuel will begin in about two years. The final approval comes after years of debate. Reactor buildings at the Fukushima power plant were damaged by hydrogen explosions caused by an earthquake and tsunami in 2011. The tsunami knocked out cooling systems to the reactors, three of which melted down. More than a million tonnes of water have been used to cool the melted reactors. Currently, the radioactive water is treated in a complex filtration process that removes most of the radioactive elements, but some remain, including tritium - deemed harmful to humans only in very large doses. It is then kept in huge tanks, but the plant's operator Tokyo Electric Power Co (TepCo) is running out of space, with these tanks expected to fill up by 2022. About 1.3 million tonnes of radioactive water - or enough to fill 500 Olympic-sized swimming pools - are currently stored in these tanks. Environmental groups like Greenpeace have long expressed their opposition to releasing the water into the ocean. The NGO said Japan's plans to release the water showed the government "once again failed the people of Fukushima".

LifeLog was one of several controversial post-9/11 surveillance programs pursued by the Pentagon's Defense Advanced Research Projects Agency (DARPA) that threatened to destroy privacy and civil liberties in the United States. LifeLog sought to .. build a digital record of "everything an individual says, sees, or does." In 2015, [DARPA architect Douglas] Gage told VICE that "Facebook is the real face of pseudo-LifeLog." He tellingly added, "We have ended up providing the same kind of detailed personal information without arousing the kind of opposition that LifeLog provoked." A few months into Facebook's launch, in June 2004, Facebook cofounders Mark Zuckerberg and Dustin Moskovitz [had] its first outside investor, Peter Thiel. Thiel, in coordination with the CIA, was actively trying to resurrect controversial DARPA programs. Thiel formally acquired $500,000 worth of Facebook shares and was added its board. One of their recent inventions, they told 60 Minutes on Sunday night, was a microchip which detects COVID infection in an individual before it can become an outbreak. The microchip is sure to spark worries among some about a government agency implanting a microchip in a citizen. Retired Colonel Matt Hepburn, an army infectious disease physician leading DARPA's response to the pandemic, showed the 60 Minutes team a tissue-like gel, engineered to continuously test your blood. 'You put it underneath your skin and what that tells you is that there are chemical reactions going on inside the body, and that signal means you are going to have symptoms tomorrow,' he explained. 'It's like a "check engine" light,' said Hepburn. Troops are likely to be highly skeptical of the new invention. In February, The New York Times reported that a third of troops have refused to take the vaccine, sighting concerns that the vaccine contains a microchip devised to monitor recipients, that it will permanently disable the body's immune system or that it is some form of government control.

When thousands of New Yorkers poured into the city's streets last summer following the police killing of George Floyd in Minneapolis, they were met with the very police violence they had come to protest. New York police arrested hundreds of people, many with no probable cause. Over multiple incidents, police regularly and unjustifiably used force against peaceful protesters, with state investigators finding that they beat people with blunt instruments at least 50 times, unlawfully pepper-sprayed them in at least 30 instances, and pushed or struck protesters at least 75 times. Officers targeted and retaliated against people engaging in constitutionally protected activity, New York Attorney General Letitia James's office concluded, and "blatantly violated the rights of New Yorkers." Leading the violent crackdown was the New York Police Department's Strategic Response Group, or SRG, a heavily militarized, rapid-response unit of several hundred officers. Investigators found a disproportionate number of SRG officers accused of wrongdoing to have exceeded their legal authority, when compared with the wider department. The group earned a reputation among activists as the NYPD's "goon squad." Despite initial reassurances to the contrary, the SRG ended up policing protests far more than it did any "counterterrorism" work – already the job of the NYPD's Counterterrorism Bureau – but it brought its militarized mentality and tactics to the policing of civil unrest.

Her Ballot Didn't Count. She Faces 5 Years in Prison for Casting It.

On Election Day 2016, Crystal Mason went to vote. When her name didn't appear on official voting rolls at her polling place in Tarrant County, Texas, she filled out a provisional ballot. Ms. Mason's ballot was never officially counted or tallied because she was ineligible to vote: She was on supervised release after serving five years for tax fraud. Nonetheless, that ballot has wrangled her into a lengthy appeals process after a state district court sentenced her to five years in prison for illegal voting, as she was a felon on probation when she cast her ballot. Ms. Mason maintains that she didn't know she was ineligible to vote. Her case is now headed for the Texas Court of Criminal Appeals, the highest state court for criminal cases. Ms. Mason unsuccessfully asked for a new trial and lost her case in an appellate court. This new appeal is the last chance for Ms. Mason, 46, who is out on appeal bond, to avoid prison. If her case has to advance to the federal court system, Ms. Mason would have to appeal from a cell. According to Tommy Buser-Clancy, a lawyer at the American Civil Liberties Union of Texas, Ms. Mason should never have never been convicted. If there is ambiguity in someone's eligibility, the provisional ballot system is there to account for it, he said. Just as the Biden administration is pushing to raise taxes on corporations, a new study finds that at least 55 of America's largest firms paid no taxes last year on billions of dollars in profits. The sweeping tax bill passed in 2017 by a Republican Congress and signed into law by President Donald Trump reduced the corporate tax rate to 21% from 35%. But dozens of Fortune 500 companies were able to further shrink their tax bill – sometimes to zero – thanks to a range of legal deductions and exemptions that have become staples of the tax code. Salesforce, Archer-Daniels-Midland and Consolidated Edison were among those named in the report, which was done by the Institute on Taxation and Economic Policy. Twenty-six of the companies listed, including FedEx, Duke Energy and Nike, were able to avoid paying any federal income tax for the last three years even though they reported a combined income of $77 billion. Many also received millions of dollars in tax rebates. Publicly traded corporations are required to file financial reports. The institute used that data along with other information supplied by each company. The $2.2 trillion coronavirus relief act ... contained a provision that temporarily allowed businesses to use losses in 2020 to offset profits earned in previous years. Tax avoidance strategies include a mix of old standards and new innovations. Companies, for example, saved billions by allowing top executives to buy discounted stock options in the future and then deducting their value as a loss.
