On June 1, 1951, top military and intelligence officials of the United States, Canada and Great Britain, alarmed by frightening reports of communist success at "intervention in the individual mind," summoned a small group of eminent psychologists to a secret meeting at the Ritz-Carlton Hotel in Montreal. By the following September, U.S. government scientists, spurred on by reports that American prisoners of war were being brainwashed in North Korea, were proposing an urgent, top-secret research program on behavior modification. Drugs, hypnosis, electroshock, lobotomy - all were to be studied as part of a vast U.S. effort to close the mind-control gap. From the end of World War II well into the 1970s, the Atomic Energy Commission, the Defense Department, the military services, the CIA and other agencies used prisoners, drug addicts, mental patients, college students, soldiers, even bar patrons, in a vast range of government-run experiments to test the effects of everything from radiation, LSD and nerve gas to intense electric shocks and prolonged "sensory deprivation." Some of the human guinea pigs knew what they were getting into; many others did not. With the cold war safely over, Energy Secretary Hazel O'Leary has ordered the declassification of millions of pages of documents on the radiation experiments. But the government has long ignored thousands of other cold war victims, rebuffing their requests for compensation and refusing to admit its responsibility for injuries they suffered.

In early February 1987, an anonymous tipster in Tallahassee, Fla., made a phone call to police. Two "well-dressed men" seemed to be "supervising" six disheveled and hungry children in a local park, the caller said. The cops went after the case like bloodhounds - at least at first. The two men were identified as members of the Finders. They were charged with child abuse in Florida. In Washington, D.C., police and U.S. Customs Service agents raided a duplex apartment building and a warehouse connected to the group. Among the evidence seized: detailed instructions on obtaining children for unknown purposes and several photographs of nude children. The more the police learned about the Finders, the more bizarre they seemed: There were suggestions of child abuse, Satanism, dealing in pornography and ritualistic animal slaughter. None of the allegations was ever proved, however. Today ... the Justice Department has begun a new investigation into the Finders. One of the unresolved questions involves allegations that the Finders are somehow linked to the Central Intelligence Agency. In 1987, when Customs agents sought to examine the evidence gathered by Washington, D.C., police, they were told that the Finders investigation "had become a CIA internal matter." The police report on the case had been classified secret. Even now, Tallahassee police complain about the handling of the Finders investigation by D.C. police. "They dropped this case," one Tallahassee investigator says, "like a hot rock."

The Justice Department is investigating allegations that officers of a special Venezuelan anti-drug unit funded by the CIA smuggled more than 2,000 pounds of cocaine into the United States with the knowledge of CIA officials - despite protests by the Drug Enforcement Administration. That is a huge amount of cocaine. But it was hardly a first. The agency has never been above using individuals or organizations with known links to drug trafficking. Until recently, no DEA country attach overseas was allowed to initiate an investigation into a suspected drug trafficker ... without clearance from the local CIA station chief. CIA ties to international drug trafficking date to the Korean War. Nowhere, however, was the CIA more closely tied to drug traffic than it was in Pakistan during the Afghan War. As its principal conduit for arms and money to the Afghan guerrillas, the agency chose the Pakistan military's Inter-Services Intelligence Bureau. The ISI in turn steered the CIA's support toward [an Islamic fundamentalist who] received almost half of the agency's financial support during the war. But many of his commanders were also major heroin traffickers. Soon the trucks that delivered arms to the guerrillas in Afghanistan were coming back ... full of heroin. The heroin traffic blossomed in the shadows of a CIA-sustained guerrilla war. Law-enforcement officials were told that terrorists were building a bomb that was eventually used to blow up the World Trade Center. The informer was to have helped the plotters build the bomb and supply the fake powder, but the plan was called off by an F.B.I. supervisor who had other ideas about how the informer, Emad A. Salem, should be used. The account, which is given in the transcript of hundreds of hours of tape recordings Mr. Salem secretly made of his talks with law-enforcement agents, portrays the authorities as in a far better position than previously known to foil the Feb. 26 bombing of New York City's tallest towers. The explosion left six people dead, more than 1,000 injured and damages in excess of half a billion dollars. The transcript quotes Mr. Salem as saying that he wanted to complain to F.B.I. headquarters in Washington about the bureau's failure to stop the bombing, but was dissuaded by an agent identified as John Anticev. "He said, I don't think that the New York people would like the things out of the New York office to go to Washington, D.C." Another agent ... does not dispute Mr. Salem's account, but rather, appears to agree with it. Other Salem tapes and transcripts were being withheld pending Government review, of "security and other issues." William M. Kunstler, a defense lawyer in the case, accused the Government this week of improper delay in handing over all the material. The transcripts he had seen, he said, "were filled with all sorts of Government misconduct." But citing the judge's order, he said he could not provide any details.

Fifty years ago, the US Navy locked 17-year-old Glenn Jenkins into a gas chamber within sight of the dome of the US Capitol in Washington. It then poisoned him with mustard and lewisite (arsenic) gas. He never recovered his good health. Nathan Schnurman, another 17-year-old, was asked to test summer uniforms for the navy. He was locked in a small hut heated by a furnace and with a door that could be opened only from the outside. When something went wrong with his mask, he asked over the intercom to come out, but was refused. He vomited into his mask, passed out and had a heart attack. The plight of Mr Jenkins, Mr Schnurman and 2,500 other sailors who were used in what the navy called 'man break' experiments with poison gas, has remained a secret for five decades. Only last week, under pressure from the victims, did the Pentagon agree to let them tell their stories. Many, who had been told that the Espionage Act would be used against them, did not even tell their doctors what had happened. All the survivors, now in their late sixties, tell similar stories. The navy not only volunteered its own men, but for decades after the war also refused to compensate them for crippling injuries. [And] the experiments were for nothing. Mustard gas was used just once in the Second World War by the Allies, and then by accident.

The existence of the influenza vaccine ... may give us a sense of false security when it comes to the possibility of a pandemic outbreak of influenza. In fact, the flu vaccine must be reformulated each year to keep pace with the newest variants of this fast-mutating virus. The recipe for making the flu vaccine is simple. Take the current year's variant of the influenza virus, throw it into a stew with a strain of virus that leads to rapid proliferation. Incorporate the fast-growing strain into its own genes and start replicating it. From there, it's an easy matter to take those plentiful viruses and attenuate them for a flu vaccine. But the scientists who must determine what virus will cause the next year's illness run a high chance of being wrong. Some observers have put the odds of success at no better than 50-50. Even when they are right, the vaccine lasts only as long as that year's strain. Experts thought they saw big-league trouble coming in February 1976, when a few cases of severe swine flu broke out among young military recruits in Fort Dix, N.J. One of them, Pvt. David Lewis, 19, died. Lewis and four others were shown to be infected with the same H1N1 influenza virus as was responsible for the 1918 pandemic. But the swine-flu pandemic never materialized. In retrospect, some critics now say 40 million Americans were vaccinated for nothing. In fact, the only real illness to result from the swine flu adventure was caused by the vaccine: about one thousand people developed Guillain-Barre syndrome, a serious paralytic disease that could be traced directly to an immunological response to the inoculation.

Canada has agreed to compensate victims of psychiatric experiments carried out mainly in the 1950s and financed in part by the Central Intelligence Agency. An institute at McGill University in Montreal, headed by Dr. D. Ewen Cameron, a psychiatrist, ... was one of the centers where such experiments were carried out. Now, the Canadian Government says the 80 or so patients who underwent the so-called "psychic driving" treatment in Montreal ... can receive almost $80,000 each. The patients at the Allan Memorial Institute at McGill were put into a drugged sleep for weeks or months, subjected to electroshock therapy until they were "de-patterned," knowing neither who or where they were, and forced to listen repeatedly to recorded messages broadcast from speakers on the wall or under their pillows. Linda Macdonald, 55 years old, an employment counselor now in Vancouver, is one of those who sued for compensation. "I walked through those doors with a husband on one arm and a guitar on the other and was a healthy person and coherent," she said. She spent 86 days in the "sleep room" and was subjected to 109 shock treatments and megadoses of barbiturates and other drugs. When she got out of the experiment, she could not read or write, had to be toilet-trained and could not remember her husband, her five children or any part of the first 26 years of her life. John Marks, a former State Department official whose 1979 book, The Search For the Manchurian Candidate, called attention to the experiments, said that a C.I.A. front called the Society for the Investigation of Human Ecology funneled more than $60,000 to Dr. Cameron for the studies. Ottawa gave him more than $200,000.

European and American doctors added new reports today to earlier descriptions of patients with an AIDS-like disease but no detectable evidence of infection with H.I.V., the virus that causes AIDS. American health officials appealed to doctors today to report any similar cases to the Federal Centers for Disease Control. Dr. James Curran, an AIDS expert at the [CDC] in Atlanta, said here it was not clear whether the known cases represent a new syndrome or a variety of rare medical problems that pose no threat to the nation's health. The plea resulted from a ... meeting at which Dr. Jeffrey Laurence of Cornell University Medical Center in New York City described five such cases that are due to be reported soon in the Lancet, a British medical journal. At the C.D.C., Dr. Thomas J. Spira has collected reports of six patients over the last 3 years. Dr. Spira saw no pattern among them. The reports from Dr. Laurence and Dr. Curran were greeted by a parade of scientists who reported more than a dozen similar cases. By the time the [meeting] ended, Dr. Curran said he learned of more cases in a few minutes today than he had in the last three years. Reports of additional cases from doctors in Edinburgh and the Hague followed, [along with] criticism at the Centers for Disease Control for not having reported the six cases it knew about and for not issuing an earlier plea to doctors to report additional ones.

In a broad new policy statement that is in its final drafting stage, the Defense Department asserts that America's political and military mission in the post-Cold-War era will be to insure that no rival superpower is allowed to emerge in Western Europe, Asia or the territory of the former Soviet Union. The classified document makes the case for a world dominated by one superpower whose position can be perpetuated by constructive behavior and sufficient military might to deter any nation or group of nations from challenging American primacy. With its focus on this concept of benevolent domination by one power, the Pentagon document articulates the clearest rejection to date of collective internationalism, the strategy that emerged from World War II when the five victorious powers sought to form a United Nations that could mediate disputes and police outbreaks of violence. Though the document is internal to the Pentagon and is not provided to Congress, its policy statements are developed in conjunction with the National Security Council and in consultation with the President or his senior national security advisers. Its drafting has been supervised by Paul D. Wolfowitz, the Pentagon's Under Secretary for Policy. Mr. Wolfowitz often represents the Pentagon on the Deputies Committee, which formulates policy in an interagency process dominated by the State and Defense departments. It's plainly wrong for a member of Congress to collaborate with a public relations firm to produce knowingly deceptive testimony on an important issue. Yet Representative Tom Lantos of California has been caught doing exactly that. Mr. Lantos is co-chairman of the Congressional Human Rights Caucus. An article last week on The Times's Op-Ed page by John MacArthur, the publisher of Harper's magazine, revealed the identity of a 15-year-old Kuwaiti girl who told the caucus that Iraqi soldiers had removed scores of babies from incubators and left them to die. The girl, whose testimony helped build support for the Persian Gulf war, was identified only as "Nayirah." She is not just some Kuwaiti but the daughter of the Kuwaiti Ambassador to the U.S.. Saddam Hussein committed plenty of atrocities, but not, apparently, this one. The teen-ager's accusation, at first verified by Amnesty International, was later refuted by that group as well as by other independent human rights monitors. But the issue is not so much the accuracy of the testimony as the identity and undisclosed bias of the witness. How did the girl's testimony come about? It was arranged by the big public relations firm of Hill & Knowlton on behalf of a client, the Kuwaiti-sponsored Citizens for a Free Kuwait, which was then pressing Congress for military intervention. Mr. Lantos knew the girl's identity but concealed it from the public and from the other caucus co-chairman, Representative John E. Porter of Illinois.

Relax, everybody -- the White House counsel has "investigated" the case of the departing Sununu aide with no legal experience who was hired for $600,000 by a BCCI figure, and rendered this verdict: Nobody did anything wrong. Influence peddling? An attempt by intermediaries to obstruct justice? Forget it. Sununu's man agrees to give back the money; case closed. Much relieved, the Republican Justice Department hastily announces it accepts the predetermined result of the White House "inquiry" and will not investigate. To date, nobody has been asked a single question under oath. Let's see what Sheik Kamal Adham, the ex-Saudi spymaster at the center of the BCCI conspiracy, thought he would get by hiring the person closest to Bush's chief of staff. Since late spring, Plato Cacheris, Kamal's legitimate criminal defense lawyer, has been trying to get various prosecutors to ... come to a place of the sheik's choosing, where he cannot be arrested and extradited, to listen to an unsworn proffer of evidence that will deflect prosecution from him. Nothing doing, said Manhattan District Attorney Robert Morgenthau, the only lawman getting real results in the BCCI swindle; bring him in -- we'll get his story in front of a grand jury. Then Sununu's right-hand man departs the White House and is immediately retained, reportedly paid $136,000 in advance. Justice suddenly has a change of heart; though Ed Rogers' hand doesn't show, David Eisenberg, an assistant U.S. attorney, is dispatched from Washington to Cairo to meet Kamal on the sheik's terms.

Persistent but unproven accusations that Ronald Reagan's 1980 presidential campaign negotiated a secret deal with Iran to prevent the release of American hostages until after the election are being revived this week with fresh accounts of meetings between campaign officials and an Iranian cleric. One of the accounts is provided by Gary Sick, a Middle East specialist who helped handle the Iranian hostage crisis as a member of the White House staff in the Carter Administration. Mr. Sick ... has heard what he considers to be reliable reports that a secret deal involving the hostages was begun during two meetings between William J. Casey and the Iranian cleric in a Madrid hotel in July 1980. The allegation that there were meetings between Mr. Casey, Mr. Reagan's campaign chairman, who went on be the Director of Central Intelligence, and Hojatolislam Mehdi Karrubi, a representative of Ayatollah Ruhollah Khomeini, has been reported for the first time by Mr. Sick. The fate of the hostages was a pivotal issue in the 1980 election. They were taken prisoner when followers of Ayatollah Ruhollah Khomeini ... seized the United States Embassy in Teheran in November 1979. A military operation to rescue them failed in the Iranian desert in April 1980. The Carter Administration hoped that it might obtain their release either through negotiations or a second rescue mission before Election Day, and Reagan campaign officials were concerned that the return of the hostages could swing the election to Mr. Carter.

A clandestine operation code-named Gladio [was] created decades ago to arm and train resistance fighters in case the Soviet Union and its Warsaw Pact allies invaded. There have been disclosures of similar organizations in virtually all Western European countries. Gladio ... was originally an Italian creation [that] evolved into a branch of an extensive network, operated within NATO and abetted by a 1956 agreement between the United States and Italian secret services. 622 Italians belonged to the operation - civilians who were trained by intelligence operatives. Germany, France, Belgium, the Netherlands, Greece and Luxembourg have all acknowledged that they maintained Gladio-style networks to prepare guerrilla fighters to leap into action. These would-be fighters had stockpiles of weapons and explosives. In [Italy], secret arms deposits were dismantled as far back as 1972 but ... the secret services could not find 12 of them. Their disappearance has fueled speculation here that the weapons ended up in terrorist hands. Some of the underground "gladiators," as they have been dubbed, had close links to neo-Fascist groups and to intelligence organizations. New "gladiators" are still recruited. The major unsolved acts of terrorism that rocked Italy in the 1970's are all presumed to be the work of people on the far right. On a salary of $16,200 a year ... credit union manager [Lawrence E. King Jr. spent] $10,000 a month on limousines. His credit card charges topped $1 million. King threw a $100,000 party for 1,000 close friends at the Republican National Convention. A federal jury this summer will decide whether King, 45, is guilty as charged of looting $38 million from the Franklin Community Federal Credit Union. Last week, a county grand jury ... began sifting through allegations tying King to a child prostitution and exploitation ring that reputedly catered to some of Omaha's most respected burghers. The sexual allegations [are based on] reports from half a dozen young people who reportedly have described being auctioned like love slaves, flown to the coasts for wild parties, or plied with drugs and alcohol as part of a bisexual bacchanal. "They appear credible to me," said state Sen. Loran Schmit, chairman of the legislative committee appointed to investigate the scandal. King liked to share the wealth ...with his young male friends. [He] gave a $2,800 deerskin coat and 18-karat gold bracelet to 29-year-old Charlie Rogers, who later blew his own brains out with a shotgun. Another young man [claimed] King "wanted to own you – a sugar daddy thing." Yet the lawmen who were investigating "did nothing," despite the fact that one witness passed four polygraph tests. John DeCamp, the former state senator [wrote a memo] alleging that "the most powerful and rich public personalities of the state are central figures in the investigation."

A homosexual prostitution ring is under investigation by federal and District authorities and includes among its clients key officials of the Reagan and Bush administrations, military officers, congressional aides and US and foreign businessmen with close social ties to Washington's political elite. Reporters for this newspaper examined hundreds of credit-card vouchers, drawn on both corporate and personal cards and made payable to the escort service operated by the homosexual ring. Among clients who charged homosexual prostitutes services on major credit cards over the past 18 months are Charles K. Dutcher, former associate director of presidential personnel in the Reagan administration, and Paul R. Balach, Labor Secretary Elizabeth Doles political personnel liaison to the White House. These include Stanley Mark Tapscott, who was an assistant managing editor of The Washington Times. Japan's Foreign Minister said today that his country was ''seriously concerned'' about the loss of a hydrogen bomb off Okinawa 24 years ago, and said Japan would press for ''full details'' about the incident from the United States. The comments by the official, Sosuke Uno, came after the Government was sharply criticized both by the Japanese press and by some civic and anti-nuclear groups for playing down reports that the lost bomb is still under the ocean 80 miles from a Japanese island. Over the last two days the Pentagon has provided the first details of the 1965 accident, admitting for the first time that the accident happened off Japan's shores rather than 500 miles from land, as it originally contended. The aircraft carrier Ticonderoga, which was carrying the weapon when it was lost overboard with an A-4 aircraft, was reportedly heading to Yokosuka, the naval base south of Tokyo, from Vietnam. This morning the Asahi Shimbun, the most liberal of Japan's major dailies, castigated the Japanese Foreign Ministry for ignoring the first reports of the accident. In an editorial, the newspaper said that ''an unexpectedly profound gap'' exists between ''the people's feelings'' about the presence of nuclear weapons and the Government's willingness to ignore the presence of the weapons in the interest of avoiding strains with the United States.

After examining climate data extending back nearly 100 years, a team of Government scientists has concluded that there has been no significant change in average temperatures or rainfall in the United States over that entire period. While the nation's weather in individual years or even for periods of years has been hotter or cooler and drier or wetter than in other periods, the new study shows that over the last century there has been no trend in one direction or another. The study, made by scientists for the National Oceanic and Atmospheric Administration was published in the current issue of Geophysical Research Letters. It is based on temperature and precipitation readings taken at weather stations around the country from 1895 to 1987. Dr. Kirby Hanson, the meteorologist who led the study, said ... that the findings concerning the United States do not necessarily "cast doubt" on previous findings of a worldwide trend toward warmer temperatures, nor do they have a bearing one way or another on the theory that a buildup of pollutants is acting like a greenhouse and causing global warming. A state file containing reports of physical and sexual abuse of foster children, based on interviews with some of the children and including one instance reminiscent of slave auctions, has been turned over to the Executive Board of the Nebraska Legislature. The foster care agency's submission of the file is among the latest developments in a case that began surfacing Nov. 4, when the Government's National Credit Union Administration shut down the Franklin Community Federal Credit Union in Omaha. The agency ... subsequently filed suit against Lawrence E. King Jr., Franklin Community's manager and treasurer, charging him with diverting millions of dollars of the institution's money to his own purposes. In all, the agency says, Franklin Community is missing $38 million. Mr. King has not been accused of personally engaging in child sexual abuse. But a number of widening Federal and state investigations into the credit union's collapse are aimed in part at determining whether any of the money he is accused of embezzling was ever used to transport children or to pay them for sex.

Eight elderly Canadians who were victims of CIA-funded brainwashing experiments in the 1950s reached a tentative out-of-court settlement Tuesday in their multimillion-dollar damage suit against the U.S. spy agency. The Canadian plaintiffs, who say they suffered permanent mental and physical damage as a result of the bizarre experiments performed on them at a Montreal psychiatric hospital, will divide a $750,000 payment among them, according to their attorney, James Turner. The Canadians, all patients of the late Dr. Ewen Cameron at Montreal's Allan Memorial Institute in the late 1950s, were injected with repeated doses of mind-altering LSD, deprived of sleep, subjected to massive electroshock treatments and forced to listen to thousands of repetitions of taped messages taken from the most sensitive moments of their therapy sessions.

By one count, only 61 of the 2,500 senior policy staff members working for the Senate are black. There are, however, no exact records -- because Congress has exempted itself from equal-opportunity and affirmative-action laws. -- House Speaker Jim Wright's office catches fire, but there are no sprinklers. Congress does not fall under the occupational safety and health (OSHA) regulations that bedevil other employers. -- Legislators are about to decide whether to raise the federal minimum-wage level for the first time in seven years. At the moment, however, the minimum-wage laws do not protect the 15,000 people who work for Congress. -- Michael Deaver and Lyn Nofziger face jail terms because their lobbying ran afoul of the Ethics in Government Law. Congressmen and their staffers who become lobbyists and do the same things have no fear: the law does not apply to them. Congress's attitude, says Senator John Glenn, "is the rankest form of hypocrisy. Laws that are good enough for everybody else ought to be good enough for us." Instead, Congress has exempted itself from a broad array of laws covering civil rights, minimum wages, and safety requirements and discrimination. "Congress would exempt itself from the laws of gravity if it could," says Illinois Congressman Henry Hyde.
