The US government has lifted a three-year ban on making lethal viruses in the lab, saying the potential benefits of disease preparedness outweigh the risks. Labs will now be able to manufacture strains of influenza, Sars and Middle East Respiratory Syndrome (Mers). The ban was imposed following safety breaches at federal institutions involving anthrax and avian flu. Now a scientific review panel will have to green-light each research proposal. It will only be allowed to go ahead if the panel determines there is no safer way to conduct the research and that the benefits it will provide justify the risk. Critics say such "gain-of-function" research still risks creating an accidental pandemic. The ban was imposed in 2014 after embarrassing safety lapses including ... dozens of workers at the US Centers for Disease Control and Prevention (CDC) being exposed to anthrax bacteria, [and] long forgotten vials of smallpox left in a cardboard box being discovered at a research centre near Washington. The Pentagon has reportedly recovered metal alloys from unidentified flying objects that scientists "do not recognise”. Materials, which are alleged to have “amazing properties”, are being stored in modified buildings in Las Vegas, the New York Times reports. The US Department of Defence (DoD) has admitted to a secret $22m (Ł15m) programme, which ran between 2007 and 2012, that was tasked with investigating reports of UFOs. “They have some material from these objects that is being studied, so that scientists can try to figure out what accounts for their amazing properties,” [said] Ralf Blumenthal, one of the authors of the New York Times report. Researchers also studied people who claimed they had experienced physical effects from encounters with unidentified aerial phenomena. A previously classified video released by the DoD shows Navy pilots reacting with astonishment after being sent to investigate a mysterious flying object as it hovered off the coast of San Diego. The recently released footage shows a 2004 encounter between an apparent object, roughly the size of a commercial plane, and two Navy F/A-18 Super Hornets. Commander David Fravor and Lieutenant Commander Jim Slaight were on a routine training mission 100 miles out into the Pacific when they were asked to investigate the object. Commander Fravor [said] the object was about 40ft long, had no plumes, wings or rotors, and outpaced their F-18s. It was big enough to churn the sea 50ft below it, he said.

A Federal Ban on Making Lethal Viruses Is Lifted

Federal officials on Tuesday ended a moratorium imposed three years ago on funding research that alters germs to make them more lethal. Such work can now proceed, said Dr. Francis S. Collins, the head of the National Institutes of Health, but only if a scientific panel decides that the benefits justify the risks. Some scientists are eager to pursue these studies because they may show, for example, how a bird flu could mutate to more easily infect humans, or could yield clues to making a better vaccine. Critics say these researchers risk creating a monster germ that could escape the lab and seed a pandemic. In October 2014, all federal funding was halted on efforts to make three viruses more dangerous: the flu virus, and those causing Middle East respiratory syndrome (MERS) and severe acute respiratory syndrome (SARS). But the new regulations apply to any pathogen that could potentially cause a pandemic. There has been a long, fierce debate about projects known as gain of function research intended to make pathogens more deadly or more transmissible. Congressional complaint office refuses to release data on sexual harassment settlements

The office that receives complaints from Congressional staffers on sexual harassment has refused to release information on settlements in the Senate, keeping secret the amount of taxpayer money spent to quiet such claims. Sen. Tim Kaine, D-Va., asked the Office of Compliance on Dec. 6 to release the number of sexual harassment claims filed against a senator or his or her staff between 2007 and 2017. He also asked for the dollar amounts of the settlements and said he would make the information public. Susan Grundmann, executive director of the OOC, said [that] the statute that created the Office of Compliance prohibits her from releasing the data. "The OOC provided ... a statistical breakdown of settlement amounts involving Senate employing offices from 1997-2017. That information represents the full extent of what we can provide," Grundmann wrote. Kaine ... wasn’t satisfied with Grundmann’s response. In a statement, Kaine said that by not releasing the names of the accused or the accusers, no privacy rights would be violated. The OOC’s response seems to be inconsistent. The office released five years of data in settlements with House offices to the House Administration Committee and is expected to release the first 15 years as well. The only public information surrounding Senate settlements is a $220,000 payment in 2014. Even though the accused was a congressman, Rep. Alcee Hastings, D-Fla., the case was finally resolved with the Senate Chief Counsel for Employment office.

Honduran opposition angry at US backing for election decision

Hundreds of angry opposition supporters protested in the streets of the capital Tegucigalpa Monday following the announcement of the court's decision. The challenger, Tim Canova, has made repeated public-records requests and filed a lawsuit seeking access to paper ballots cast in his unsuccessful race last year against the former Democratic National Committee chair in Florida’s 23rd congressional district. A statistical analysis of the primary conducted last year suggested the election results were “potentially implausible.” the Broward supervisor of elections, Brenda Snipes, has taken no action on requests ... to examine the ballots. Instead, Dr. Snipes has urged a judge to throw Canova’s lawsuit out. Despite the pending records requests and the ongoing litigation, Snipes ordered the ballots and other election documents destroyed. The lack of a paper trail verifying voter choices undercuts the ability to identify systemic election fraud and might make such fraud impossible to detect. The Trump administration is prohibiting officials at the nation’s top public health agency from using a list of seven words or phrases - including “fetus” and “transgender” - in official documents being prepared for next year’s budget. Policy analysts at the Centers for Disease Control and Prevention in Atlanta were told of the list of forbidden words at a meeting Thursday. The forbidden words are “vulnerable,” “entitlement,” “diversity,” “transgender,” “fetus,” “evidence-based” and “science-based.” The Department of Health and Human Services, which oversees the CDC, “will continue to use the best scientific evidence available to improve the health of all Americans,” HHS spokesman Matt Lloyd [said]. It’s likely that other parts of HHS are operating under the same guidelines regarding the use of these words. At the CDC, several offices have responsibility for work that uses some of these words. The National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention is working on ways to prevent HIV among transgender people and reduce health disparities. The CDC’s work on birth defects caused by the Zika virus includes research on the developing fetus. The ban is related to the budget and supporting materials that are to be given to the CDC’s partners and to Congress. The budget blueprint is generally shaped to reflect an administration’s priorities. The reaction of people in the meeting was “incredulous,” [a CDC] analyst said. “It was very much, ‘Are you serious? The firm, Definers Public Affairs ... specializes in conducting opposition research, meaning that it seeks to find damaging information on political or corporate rivals. A vice president for the firm, Allan Blutstein, federal records show, has submitted at least 40 Freedom of Information Act requests to the E.P.A. since President Trump was sworn in. Many of those requests target employees known to be questioning management at the E.P.A. since Scott Pruitt, the agency’s administrator, was confirmed. Mr. Blutstein, in an interview, said he was taking aim at “resistance” figures in the federal government, adding that he hoped to discover whether they had done anything that might embarrass them or hurt their cause. Jahan Wilcox, a spokesman at the E.P.A., said [Definers] signed a $120,000 no-bid contract to monitor and collect news coverage about the agency. Inequality is not inevitable – but the US 'experiment' is a recipe for divergence

Today’s inaugural World Inequality Report shows that income inequality has increased in nearly every country around the world since 1980 – but at very different speeds. Since [1980], the gap between the richest and the rest has surged in the US, while in western Europe it has increased only moderately. In both regions, the top 1% of adults earned about 10% of national income in 1980. Today that cohort’s share has risen modestly to 12% in western Europe, but dramatically to 20% of all income in the US. The good times have rolled especially fast for those at the very top in the US, with annual income booming by 205% since 1980 for the top 1%. But this boomtime at the very top has not benefited the rest of the American population in any measurable way. For the 117 million American adults in the bottom 50%, income growth has been nonexistent for a generation. In western Europe, by contrast, incomes of the bottom half have matched overall economic growth. What explains this dramatic divergence? The US has experienced a perfect storm of radical policy changes. The tax system, which used to be progressive, has become much less so over time. The federal minimum wage has collapsed, unions have been weakened and access to higher education has become increasingly unequal. At the same time, deregulation in the finance industry and overly protective patent laws have contributed to booms on Wall Street and in the healthcare sector, which now makes up 20% of national income.

‘You are done’: A secret letter to Martin Luther King Jr. sheds light on FBI’s malice

Hoover the previous day had assailed King at a news conference as “the most notorious liar in the country.” Now he was writing a colleague privately to say he hoped King was getting his “just deserts.” Four years later, King would be assassinated. And the letter ... sheds yet more light on the historic malice the FBI director had toward King. Washington scholar James L. Swanson said he found the letter ... clipped to a page in [a book] he purchased. “This is a hitherto unknown and unpublished letter,” Swanson said. “What happened was this: It was announced [the previous month] that Dr. King had been awarded the Nobel Peace Prize, and that provoked Hoover,” he said. Hoover believed that King and his movement were threats to the social order. The FBI had begun wiretapping King’s home and office, and bugging his hotel rooms. No serious links to communism were uncovered, but hints about King’s sexual dalliances allegedly were. Days after Hoover’s news conference, a salacious anonymous letter was delivered to King’s wife. This letter was ... in a package that also [contained] a tape recording that allegedly captured evidence of King’s sexual misconduct. King suspected that the FBI was behind the letter. Sullivan ... later admitted his involvement in the plan during testimony before a Senate committee.

Ex-House Speaker Dennis Hastert can't be alone with children, judge rules

Former US House Speaker Dennis Hastert is banned from having contact with anyone under 18 unless an adult is present who's aware that he pleaded guilty in a hush money case related to the sexual abuse of teen boys, according to new restrictions imposed by a federal judge. "You shall not have contact with any person under the age of 18, except in the presence of a responsible adult who is aware of the nature of his/her background and current offense, and who has been approved by the probation officer and treatment provider," the restrictions state. Hastert never faced sexual abuse charges because the statute of limitation had expired, but he pleaded guilty in October 2015 to structuring bank transactions in a way that evaded requirements that he report where the money was going. The money was part of a deal to keep a former student quiet about Hastert's prior sexual abuse of teenage boys when he was a teacher and coach. The former Republican congressman from Illinois was released from federal prison in July after serving 13 months of a 15-month sentence. Once one of the most powerful men in America, Hastert is now banned from having any pornographic material or using any "sex-related telephone numbers." The restrictions also ... forbid him from using the internet without prior approval from a probation officer. US District Judge Thomas Durkin placed those new conditions on Hastert late Tuesday, but it was not clear what spurred the action. The restrictions come a day after a sealed order in the case was filed.

MSU Scholars Find $21 Trillion in Unauthorized Government Spending

Earlier this year, a Michigan State University economist, working with graduate students and a former government official, found $21 trillion in unauthorized spending in the departments of Defense and Housing and Urban Development for the years 1998-2015. The work of Mark Skidmore and his team, which included digging into government websites and repeated queries to U.S. agencies that went unanswered, coincided with the Office of Inspector General, at one point, disabling the links to all key documents showing the unsupported spending. Now, the Department of Defense has announced it will conduct the first department-wide, independent financial audit in its history. The Defense Department did not say specifically what led to the audit. But the announcement came four days after Skidmore discussed his team’s findings on USAWatchdog, a news outlet run by former CNN and ABC News correspondent Greg Hunter. Skidmore got involved last spring when he heard Catherine Austin Fitts, former assistant secretary of Housing and Urban Development, refer to a report which indicated the Army had $6.5 trillion in unsupported adjustments, or spending, in fiscal 2015. Given the Army’s $122 billion budget, that meant unsupported adjustments were 54 times spending authorized by Congress. Typically, such adjustments in public budgets are only a small fraction of authorized spending. Skidmore thought Fitts had made a mistake. “Maybe she meant $6.5 billion and not $6.5 trillion,” he said. “So I found the report myself and sure enough it was $6.5 trillion.”

Global arms sales increase for first time since 2010

Global sales of weapons and military services have risen for the first time in five years, helped in part by an increase in sales by British companies. Weapons – many of which are fueling deadly conflicts in the Middle East – are now being bought and sold at the highest level since 2010, with sales up more than a third (38 per cent) since 2002. Military kit worth $374.8bn (Ł280bn) was sold in 2016 by the industry’s top 100 companies, an annual review by the Stockholm International Peace Research Institute (Sipri) found. The booming books of some of the world’s largest defence companies can be explained both by an increasingly militarised world and spiraling costs of complex battlefield equipment, Professor Taylor [of the Royal United Services Institute] said. “Equipment costs are going up and the trend is not abating," he told The Independent. UK arms sales to Saudi Arabia have been among the most controversial transfers of military hardware anywhere in the world, with critics of the Government warning that the equipment is being used by a country that refuses to end its blockade of Yemen. Thousands of people have been killed in that conflict, which pitches a Saudi-led coalition against Iran-backed Houthi rebels. UK sales of arms and military kit to the Saudis reached Ł1.1bn in the first half of 2017. Meanwhile, the US Defense Security Cooperation Agency, which implements foreign arms sales, announced sales of $41.93bn for the year to the end of September, a 25 per cent rise on the previous 12 months.

On July 26, 2016, the Office of the Inspector General (OIG) issued a report "Army General Fund Adjustments Not Adequately Documented or Supported". The report indicates that for fiscal year 2015 the Army failed to provide adequate support for $6.5 trillion. Given that the entire Army budget in fiscal year 2015 was $120 billion, unsupported adjustments were 54 times the level of spending authorized by Congress. An appendix to the July 2016 report shows $2 trillion in changes to the Army General Fund balance sheet due to unsupported adjustments. On the asset side, there is $794 billion increase in the Army's Fund Balance with the U.S. Treasury. There is also an increase of $929 billion in the Army's Accounts Payable. What is the source of the additional $794 billion in the Army's Fund Balance? The July 2016 report is not the only such report of unsubstantiated adjustments. Mark Skidmore and Catherine Austin Fitts, former Assistant Secretary of Housing and Urban Development, conducted a search of government websites and found similar reports dating back to 1998. While the documents are incomplete, original government sources indicate $21 trillion in unsupported adjustments have been reported for the Department of Defense and the Department of Housing and Urban Development for the years 1998-2015. Harvard Study Confirms Fluoride Reduces Children’s IQ

A recently-published Harvard University meta-analysis funded by the National Institutes of Health (NIH) has concluded that children who live in areas with highly fluoridated water have “significantly lower” IQ scores than those who live in low fluoride areas. Findings from our meta-analyses of 27 studies published over 22 years suggest an inverse association between high fluoride exposure and children’s intelligence. Fluoride may be a developmental neurotoxicant that affects brain development at exposures much below those that can cause toxicity in adults." Despite the evidence against it, fluoride is still added to 70 percent of U.S. public drinking water supplies. What is perhaps most surprising is that the harmful effects of fluoride have been known by conventional medical organizations for over half a century. For example, the Journal of the American Medical Association (JAMA) stated in their Sept. 18, 1943 issue that fluorides are general protoplasmic poisons. And, an editorial published in the Journal of the American Dental Association on Oct. 1, 1944, stated: "Drinking water containing as little as 1.2 ppm fluoride will cause developmental disturbances. The potentialities for harm outweigh those for good."

Inmate deaths reveal “torturous” use of Tasers

Tasers have been misused or linked to accusations of torture or corporal punishment in U.S. prisons and jails. Reuters identified 104 deaths involving Tasers behind bars, nearly all since 2000 – 10 percent of a larger universe of more than 1,000 fatal law enforcement encounters in which the weapons were used. Of the 104 inmates who died, just two were armed. A third were in handcuffs or other restraints when stunned. In more than two-thirds of the 70 cases in which Reuters was able to gather full details, the inmate already was immobilized when shocked. Tasers have “high potential for abuse” behind bars, said U.S. Justice Department consultant Steve Martin, a former general counsel for the Texas Department of Corrections who has inspected more than 500 U.S. prisons and jails. “When you inflict pain, serious pain, for the singular purpose of inflicting pain ... it meets the definition of the legal standard of excessive force, but it’s also torturous.” San Bernardino County paid $2.8 million this year to nearly 40 current and former inmates to settle a series of lawsuits that included allegations Tasers were regularly used for torture at the county’s West Valley Detention Center. The suits alleged an array of abuses at the 3,347-bed jail ... including guards stunning inmates in the genitals. Inmate John Hanson testified he was shocked nearly five times a day from February to March 2014 in “surprise attacks” as he delivered meals to inmates. Deputies were “truly enjoying the control and affliction of pain,” he said.

Don’t want to get a vaccine for yourself or your child? Prepare to face the consequences. In the last month, a Detroit mother went to jail because she refused to vaccinate her child. Fifty people lost their jobs at a group of Midwestern hospitals and clinics because they declined a flu shot. And an Oregon university has blocked students from registering for classes unless they have a meningitis shot. All states have some vaccine requirements for public education—no shots, no school. All but three states - Mississippi, West Virginia and California - allow parents to send their child to school without vaccines based on some kind of non-medical exemption. In 2013, more than 90 percent of American children had been vaccinated for chicken pox, hepatitis B, measles, mumps and rubella, according to the Centers for Disease Control and Prevention. However, a significant number of people ... hesitate when a doctor offers them a vaccine. A new study released on Monday found that 27 percent of the parents surveyed could be classified as moderately or highly hesitant around vaccines. That same study found these people may be particularly concerned with the purity of vaccines. Increasingly, parents who choose not to vaccinate are warned of harsh penalties. People who choose not to vaccinate themselves may also face serious consequences. Some states have laws guiding which vaccinations people working at hospitals or other health care facilities must have; more often, requirements may be enshrined in a facility's policy, not in law.

Portugal’s radical drugs policy is working. Why hasn’t the world copied it?

When the drugs came, they hit all at once. It was the 80s, and by the time one in 10 people had slipped into the depths of heroin use - bankers, university students, carpenters, socialites, miners - Portugal was in a state of panic. In 2001 ... Portugal became the first country to decriminalise the possession and consumption of all illicit substances. Rather than being arrested, those caught with a personal supply might be given a warning, a small fine, or told to appear before a local commission – a doctor, a lawyer and a social worker – about treatment, harm reduction, and the support services that were available to them. The opioid crisis soon stabilised, and the ensuing years saw dramatic drops in problematic drug use, HIV and hepatitis infection rates, overdose deaths, drug-related crime and incarceration rates. HIV infection plummeted from an all-time high in 2000 of 104.2 new cases per million to 4.2 cases per million in 2015. Portugal’s remarkable recovery ... could not have happened without an enormous cultural shift, and a change in how the country viewed drugs. Portugal’s policy rests on three pillars: one, that there’s no such thing as a soft or hard drug, only healthy and unhealthy relationships with drugs; two, that an individual’s unhealthy relationship with drugs often conceals frayed relationships with loved ones, with the world around them, and with themselves; and three, that the eradication of all drugs is an impossible goal. In spite of Portugal’s tangible results, other countries have been reluctant to follow.

Pentagon: 'Troubling' Lapses in Giving Criminal Data to FBI

The Pentagon's watchdog agency said Tuesday it found a "troubling" number of failures this year by military law enforcement agencies to alert the FBI to criminal history information. The Pentagon's inspector general happened to be wrapping up a monthslong review of compliance with reporting requirements when former Air Force member Devin P. Kelley opened fire in a Sutherland Springs, Texas, church on Nov. 5, killing 25 people. Kelley had been convicted of assaulting family members in a 2012 court martial ... but the information was not passed on to the FBI as required by Pentagon regulations. The lapse, acknowledged by the Air Force, meant he was not flagged in databases used for background checks of gun buyers. Tuesday's report said that from February through October, the military's law enforcement organizations failed to submit 24 percent of required fingerprint cards for inclusion in FBI databases and 31 percent of required reports of court martial convictions, known as final disposition reports. The data is supposed to be submitted to the FBI for many offenses, including assault, murder and desertion. The Army's failure rate on fingerprint reporting was 28 percent, the Navy's and Marine Corps' both were 29 percent. The Air Force's was 14 percent. The Army failed to submit final disposition reports in 41 percent of cases; the Navy and the Marine Corps in 36 percent of cases, and the Air Force in 14 percent of cases.
