How Trump’s nationwide voter data request could lead to voter suppression

President Trump's Election Integrity Commission is asking all 50 states to turn over all publicly available voter registration data, including highly sensitive information about voters' political affiliation, Social Security numbers, criminal history and military status. The request was initiated by commission co-chair Kris Kobach, the secretary of state in Kansas and a fervent believer that voter fraud is widespread despite decades of evidence to the contrary. In Kansas, Kobach championed the use of Crosscheck, a multistate database of voter registration information that authorities use to check whether voters are registered in two states. Kobach has said he's interested in using a similar process to compare state voter roll data to a federal database of legal immigrants. Crosscheck's matching algorithms are highly inaccurate. A recent working paper by researchers at Stanford, the University of Pennsylvania, Harvard and Microsoft found that Crosscheck's algorithm returns about 200 false positives for every one legitimate instance of double registration it finds. “We're concerned about unlawful voter purging, which has been something that Kris Kobach has been leading the charge,” said Vanita Gupta of the Leadership Conference on Civil and Human Rights and former head of the Justice Department's civil rights division. Some of Kobach's voter ID requirements have been struck down in federal court, with one federal judge ruling that they constituted “mass denial of a fundamental constitutional right.”

Personal details of nearly 200 million US citizens exposed

Sensitive personal details relating to almost 200 million US citizens have been accidentally exposed by a marketing firm contracted by the Republican National Committee. The 1.1 terabytes of data includes birthdates, home addresses, telephone numbers and political views of nearly 62% of the entire US population. The data was available on a publicly accessible Amazon cloud server. Anyone could access the data. The information seems to have been collected from a wide range of sources - from posts on controversial banned threads on the social network Reddit, to committees that raised funds for the Republican Party. The information was stored in spreadsheets uploaded to a server owned by Deep Root Analytics. It had last been updated in January. Although it is known that political parties routinely gather data on voters, this is the largest breach of electoral data in the US to date and privacy experts are concerned about the sheer scale of the data gathered. "This is not just sensitive, it's intimate information, predictions about people's behaviour, opinions and beliefs that people have never decided to disclose to anyone," [said] Privacy International's policy officer Frederike Kaltheuner. However, the issue of data collection and using computer models to predict voter behaviour is not just limited to marketing firms - Privacy International says that the entire online advertising ecosystem operates in the same way.

Russia’s cyberattack on the U.S. electoral system before [the recent] election was far more widespread than has been publicly revealed, including incursions into voter databases and software systems in almost twice as many states as previously reported. According to an NSA document ... The U.S. has ... tried to influence the outcome of another country's election ... more than 80 times worldwide between 1946 and 2000. One example of that was our intervention in Serbia, Yugoslavia in the 2000 election there. Slobodan Milosevic was running for re-election, and we didn't want him to stay in power there. So we intervened in various ways for the opposition candidate, Vojislav Kostunica. And we gave funding to the opposition, and we gave them training and campaigning aide. That assistance was crucial in enabling the opposition to win. About one-third of [election interventions] are public, and two-third of them are covert. In other words, they're not known to the voters in the target before the election. Covert coup d'etats like the United States did in Iran in 1953 or in Guatemala in 1954 [were not counted, only times] when the United States [tried] directly to influence an election for one of the sides. The United States is the most common user of this technique. Russia or the Soviet Union since 1945 has used it half as much. My estimate has been 36 cases between 1946 to 2000. We know also that the Chinese have used this technique and the Venezuelans when the late Hugo Chavez was still in power in Venezuela and other countries.

I Googled “mainstream media is…” And there it was. Google’s autocomplete suggestions: “mainstream media is… dead, dying, fake news, fake, finished”. Google’s first suggested link ... leads to a website called CNSnews.com and an article: “The Mainstream media are dead.” How had it, an obscure site I’d never heard of, dominated Google’s search algorithm on the topic? In the “About us” tab, I learn CNSnews is owned by the Media Research Center. It receives a large bulk of its funding – more than $10m in the past decade – from a single source, the hedge fund billionaire Robert Mercer. Robert Mercer is the money behind an awful lot of things. He was Trump’s single biggest donor. Since 2010, Mercer has donated $45m to different political campaigns – all Republican – and another $50m to non-profits – all rightwing, ultra-conservative. This is a billionaire who is ... trying to reshape the world according to his personal beliefs. He is reported to have a $10m stake in the [Cambridge Analytica], which was spun out of a bigger British company called SCL Group. It specialises in “election management strategies” and “messaging and information operations”, refined over 25 years. In military circles this is known as “psyops” – psychological operations. Cambridge Analytica makes the astonishing boast that it has psychological profiles based on 5,000 separate pieces of data on 220 million American voters. With this, a computer ... can predict and potentially control human behaviour. It’s incredibly dangerous.

Contacted by a reporter who had discovered an electronic clue that revealed his secret authorship of ChristianTimesNewspaper.com, he was wary at first. “This topic is rather sensitive,” Mr. Harris said, noting that he was trying to build a political consulting business. But eventually he agreed to tell the story of his foray into fake news, a very part-time gig that ... paid him about $1,000 an hour in web advertising revenue. He seemed to regard his experience with a combination of guilt about having spread falsehoods and pride at doing it so skillfully. He pushed the button and the story was launched on Sept. 30, blazing across the web like some kind of counterfeit comet. “Even before I posted it, I knew it would take off,” Mr. Harris recalled. State Election Systems to Get More Federal Aid for Security

Citing increasingly sophisticated cyber bad actors and an election infrastructure that's "vital to our national interests," Homeland Security Secretary Jeh Johnson is designating U.S. election systems critical infrastructure. The determination came after months of review and despite opposition from many states worried that the designation would lead to increased federal regulation or oversight on the many decentralized and locally run voting systems across the country. A 2013 presidential directive identified 16 sectors as critical infrastructures, including energy, financial services, health care, transportation, food and agriculture and communications. Discussions about whether to designate elections systems as critical infrastructure surfaced after hackers targeted the voter registration systems of more than 20 states in the months prior to the November election. While the designation puts responsibilities on the Department of Homeland Security, it does not require entities that are determined "critical infrastructure" to participate. Much of the nation's critical infrastructure is in the private sector. The designation allows for information to be withheld from the public when state, local and private partners meet to discuss election infrastructure security - potentially injecting secrecy into an election process that's traditionally and expressly a transparent process.

U.S. election agency breached by hackers after November vote

The U.S. agency charged with ensuring that voting machines meet security standards was itself penetrated by a hacker after the November elections, according to a security firm working with law enforcement on the matter. The security firm, Recorded Future, was monitoring underground electronic markets where hackers buy and sell wares and discovered someone offering log-on credentials for access to computers at the U.S. Election Assistance Commission. Posing as a potential buyer, the researchers ... discovered that the Russian-speaking hacker had obtained the credentials of more than 100 people at the election commission after exploiting a common database vulnerability. The hacker was trying to sell information about the vulnerability to a Middle Eastern government for several thousand dollars. The election commission certifies voting systems and develops standards for technical guidelines and best practices for election officials across the country. The researchers said the hacker had an unusual business model, scanning for ways to break into all manner of businesses and other entities and then moving rapidly to sell that access. “We don’t think he actually works for any government or is super sophisticated,” Barysevich said. In the case of the election commission, the hacker used methods including an SQL injection, a well known and preventable flaw, obtaining a list of user names and obfuscated passwords, which he was then able to crack.

US election: Broken machines throw Michigan recount into chaos

The final result of the US presidential election is still unclear almost a month after polling day – and the recount in Michigan has now been thrown into chaos because of broken voting machines. As officials began a full recount in the swing state, it emerged that faulty machines mean half of all votes cast in the city of Detroit may be ineligible for recount. A third of voting precincts in Wayne County, that largest of Michigan's counties, could also be disqualified. The problems were discovered after voting clerks were unable to match the number of votes cast on the machines with the number of people who had been registered at polling stations. Officials said at least 87 of Detroit’s decade-old voting machines had failed on Election Day, with many jamming when ballot papers were fed in. In 392 of the city’s 662 voting precincts, the number of votes recorded on machines was not the same as the number of voters registered by polling station staff. According to Michigan state law, voting precincts where polling registers do not match with voting machines cannot be included in a recount. In that situation, the original election result will stand. The potential recount ineligibility of so many areas could hinder Hillary Clinton, who significantly outperformed Mr Trump in both Detroit and Wayne County and whose hopes of winning Michigan rest largely on uncounted ballots being found in Wayne County.

Forbes has seen numerous reports of broken machines causing epic queues and peeving voters. One of the more concerning tales came from New Jersey, where one voter complained not only of machines being broken but claimed an official decided to say "maybe Russians did it". If an official did say those words, whether in seriousness or in jest, it'd have been unwise given fears around Russia's hacking of the election, following the breach of the Democratic National Committee earlier this year. Many took to Twitter to complain about broken machines, including those voting in Michigan, North Carolina, Texas, Columbia and San Francisco. Most complaints have come from New York and Detroit. In your Monday editorial, “Russia’s roulette,” you mentioned the “alarming evidence” of my government’s alleged involvement in the U.S. presidential elections. I do believe that it’s just nonsense, but if you insist that it’s true, then it would be interesting and necessary to see the evidence. I am sure that your respected newspaper meticulously worked through all the proofs before publishing the above-mentioned editorial. Unfortunately, nobody, including my government, despite numerous official requests, has never been presented with the onus probandi. The latter will not come from just repeating the unsubstantiated accusations over and over again or referring to unknown “independent researchers.” As far as I know, (National Security Agency Director) Adm. Michael Rogers in his recent interview with Wall Street Journal has never mentioned RUSSIA, while the official statement of Oct. 7 that has been repeatedly referred to, has never INDICTED Russia (“believing” and even being “confident” is something very different). Without evidence, in every state of law, with the United States being one of them, the principle of the presumption of innocence prevails. And accusations remain pure speculation. In this case, ill-intentioned.

Here’s how hackers might mess with electronic voting on Election Day

Hackers set the tone for the final 100 days of the election, starting with the pilfered emails of the Democratic National Committee that were released by Wikileaks in late July. The leak established a precedent for reporting on stolen digital information in the election. U.S. officials fingered Russia as the likely backer behind the hacks. Up to 20 percent of Americans ... cast votes on digital systems without a paper trail during this election. There are enough weak spots peppered around the country to distill doubt if multiple incidents occur, said James Scott, senior fellow at the Institute for Critical Infrastructure Technology. “With the kind of stealth and sophistication that’s already out there, why wouldn’t a nation-state, cyber-criminal gang or activist group go into election systems that are completely vulnerable?” Scott said. The biggest cyber breaches to influence Tuesday’s events may have occurred months ago and involved voter registration data. While identity theft is a concern ... the primary way hackers might exploit these stolen records is via a misinformation campaign ... Scott said, citing a Colombian hacker who used such tactics to manipulate elections in nine countries across Latin America. An unnamed Department of Homeland Security official told Politico in late September that at least 20 state elections systems had been probed by hackers. If a fraction of the electronic votes filed at Tuesday’s polls or during early voting come into question, then it opens the door for challenges by political candidates.

There is one story this week that deserves top priority: Russian interference in the 2016 presidential election. On Tuesday, the director of the National Security Agency, Admiral Michael Rogers, was asked about the WikiLeaks release of hacked information during the campaign, and he said, "This was a conscious effort by a nation-state to attempt to achieve a specific effect." This was a stunning statement that has echoed other remarks from senior US officials. He was saying that Russia directly intervened in the US election to obtain a desired end: presumably to undermine confidence in US elections or to elect Donald Trump - or both. If the FBI, CIA, and other intelligence agencies are digging into the Russian effort to affect US politics, there is no guarantee that what they uncover will be shared with the public. The investigative activities of these agencies are not designed for public enlightenment or assurance. That's the job of Congress. When traumatic events and scandals that threaten the nation or its government have occurred ... Congress has conducted investigations and held hearings. The goal has been to unearth what went wrong and to allow the government and the public to evaluate their leaders and consider safeguards to prevent future calamities and misconduct. That is what is required now. So far, the only Capitol Hill legislator who has publicly called for [a congressional inquiry that includes open hearings and ends with a public report] is Sen. Lindsey Graham (R-S.C.).

Clinton Campaign Backs Jill Stein's Election Recount Effort

Hillary Clinton's campaign intends to back the statewide election recount effort in the battleground state of Wisconsin spearheaded by third-party candidate Jill Stein. The Clinton team had been quiet about Stein's crusade, but campaign lawyer Marc Elias said that because a recount was set into motion Friday — and could begin as soon as next week — they want to see a "fair" process for all involved. President-elect Donald Trump slammed the effort as a "scam by the Green Party for an election that has already been conceded." The Wisconsin Election Commission staff announced Saturday that it has already pulled together a timeline it expects the commission to approve. Stein's campaign is trying to raise as much as $7 million for the effort online — and it had garnered more than $5.9 million as of Saturday evening. Stein, the Green Party's presidential nominee, also has plans to file recount efforts in Michigan, where NBC News has yet to officially call a winner, and Pennsylvania. Trump still holds narrow leads in all three states, and his victories in Pennsylvania and Wisconsin provided him with the Electoral College advantage he needed to win the presidency. Over the last few weeks, lawyers and data scientists have urged the campaign to consider a recount, according to Elias' post. He also said a deciding factor was Russia's reported interference in the U.S. election process.
